Trustees present: Gene Chow, Brian Campbell, Caitlin Casey, and Rick Seim
Trustees absent: Frankie Kooger
Also present: City Manager Steve Schwabauer, Friends president Kathryn Siddle, library staff Lance Earl,
Bobby Smith, Jeremy Forman and Yvette Herrera.

Trustee Campbell motion, Trustee Chow second, motion carried.

one appearance during this section of the Agenda. (The time allowed per person per non-agenda item for comments made

E. REPORTS
E-1 Goal setting discussion for Akiliah Manuel Mills
City Mangager Schwabauer shared historically the library board managed the director for all issues but
now the board and city manager split management responsibilities.
Steve provided the official forms the city uses for all city employees as part of the board packet. The
forms are Employee Summary of Accomplishments and the EMPLOYEE PERFORMANCE REPORT.
Trustee Casey commented the goals discussion for Ms. Manuel Mills will take place at the April
meeting.
City Manager Steve Schwabauer said that his responsibilities in managing the Director are with
compliance issues such as FLSA, discrimination issues, and City liability. Steve stated the Trustees
are responsible for the overall operations/direction, Policy approval, library hours, etc.
Manager Schwabauer said library employees report to him via the library director and indicated that if
issues arise regarding the library director staff could contact him or HR.
Steve offered some questions for the board to consider regarding director goal setting.
What do you want the director to do?
Are you looking for new manners for providing services?
Did the director get the goals you set done?
Do you want the director to be freeform or directed?

City council and the city manager decide the budget then it is supplied to each department.
Trustee Seim suggest the board use the document by Leo Appleton, Director of Library Services
Goldsmith, University of London, United Kingdom titled Using key performance indicators to
measure library performance as a starting point which was part of the board packet.
E-2 Library Director Report
Trustee Chow asked if any data/usage can be pulled from calendar year 2019 to see the changes that
have occured pre and post COVID. Director Manuel Mills said that the data/usage that is now being
collected will be used as baseline going forward.
E-3 Private Sector (Trustees’) Investments Report
Phillips Financial value on December 31, 2021 $174,514.21
PNC Bank value as on December 31, 2021 $134.29
E-4 Lodi Public Library Foundation Report – Nancy Potts
Bridge at the Library event will be hosted in the library proper on March 11, 2022.
E-5 Friends of the Lodi Public Library Report – Kathryn Siddle
Trivia Night event has been postponed. Last month the Friends brought in $500 in used book sales. All
on the honor system. Book store will open more hours when the new library hours go live. Donations
will also resume soon.
