MEETING MINUTES LODI SENIOR CITIZENS COMMISSION THURSDAY, November 3, 2022 8:00 AM MEETING A. Roll Call Meeting was called to order at 8:00 a.m. Present: Chair Woefel, Commissioners Schrenk, Spring, Whitmire Absent: Legan Staff Present: Dorothy Kam, Senior Traffic Engineer, Charles Swimley, Public Works Director, Tyler Ashbaugh, Recreation Manager Public: None B. Minutes of May Regular Meeting Motion by Chair Commissioner to approve the minutes of the September 1, 2022 meeting. Second by Commissioner Spring. DISCUSSION None Ayes: Chair Woefel, Commissioners Schrenk, Spring, Whitmire Noes: None Absent: Commissioner Legan Motion carried 4 – 0 C. Comments by the Public, Commission and Staff on Non-Agenda Items DISCUSSION None D. Action Items None E. Regular Agenda – Discussion Items E-1 Walkability Program Recommendations by Public Works Director, Charles Swimley Charles Swimley and Dorothy Kam presented the implementation plans for the Walkability Program regarding the concerns addressed by the Senior Commission. Public Works will provide “Senior Zone” signage near senior facilities at designated locations including La Vida, Oakmont Senior Living, Revel Senior Living, Cranes Landing, Solstice Senior Living, and Loel Center. There is a budget allocated to special projects that provide the funding needed for implementation. The “Senior Zone” signage is approximately $250 per sign with 12 total signs to be installed. All but a couple streets are 25 MPH areas. The installation for the signage will be a couple weeks to complete. The Commissioners asked further questions regarding the need for crosswalks. Charles Swimley explained the complications of crosswalks and the appropriate guidelines that are acceptable to the state. Charles Swimley further explained that crosswalks may cause more dangerous safety concerns than relief when considering pedestrian volumes and certain traffic areas. Charles Swimley said there are more effective ways to get seniors across the street in a safe way than crosswalks. Charles Swimley recommended the Senior Commission to meet up in another year to determine if the “Senior Zone” signs are adequate and observe other possible implementations for the future. E-2 Discuss and Plan for the Resource Center Congruent with the Medicare Health Fair Tyler Ashbaugh shared the four vendor applications received, and decided to exclude La Vida because they would be there to market their business. As a result, there are a total of three vendors for the Resource Center which include Adventist Health Lodi Memorial Hospital, City of Lodi Public Library, SJC HAS Department of Aging and Community Services. To expand the services provided at the Resource Center, Chair Woefel said he will contact the Community Medical Center (CMC) for their interest in being a vendor at the event. Commissioners Whitmire, Spring, and Chair Woefel will attend the event to support the Resource Center and be a presence for the Senior Commission to answer questions, provide information, and inquire about the Senior Commission vacancies. Attending Commissioners will coordinate their day to ensure attendance throughout the whole event from 10am- 6pm on Sunday, November 20th. Chair Woefel briefly discussed vaccines that will be offered at the Medicare Health Fair operated by UOP. These vaccines include the flu, high dose flu, hepatitis-B, shingles, and Tdap (tetanus, diphtheria, pertussis). Some vaccines are free and others require a Medicare co-pay. Tyler Ashbaugh said he will coordinate with the Hutchins Street Square Rental Coordinator to arrange for the vendor tables and chairs needed in the Resource Center. F. Comments by the Commissioner and Staff on Non-Agenda Items Tyler Ashbaugh recommended the Senior Commission to brainstorm several goals and a couple projects for the upcoming calendar year and to bring this to the next December meeting for further discussion. Tyler Ashbaugh addressed the need for Senior Commission vacancies to be filled and recommended the Senior Commission do some research and contact areas in the community that may be able to help fill the positions. Commissioner Whitmire asked if the vacancies are advertised in which Tyler Ashbaugh and Commission Spring said yes. Chair Woefel addressed his term expiration and asked the Senior Commission if he should renew his term. The Senior Commission responded with an overwhelming “yes”. Commissioner Whitmire talked about the Community Board for the Adventist Health Hospital and explained its importance to the Commission to recruit Commissioners to join the Committee. Tyler Ashbaugh asked about attendance for the following December Senior Commission meeting. Commissioner Woefel, Whitmire, and Spring will be in attendance, but Schrenk will be absent. G. Roll Call Meeting was called to order at 8:02 a.m. Present: Chair Woelfel, Commissioners Schrenk, Spring, Legan, Whitmire Absent: Tyler Ashbaugh Staff Present: Patricia Moreno Public: Lisa Craig- Council Member/ Mayor Pro Tempore B. Minutes of Regular Meeting November minutes were not approved. DISCUSSION There is a request for revisions of the November minutes. November minutes will be pushed for approval at the next meeting. C. Comments by the Public, Commission and Staff on Non-Agenda Items DISCUSSION Lisa Craig, Lodi City Council Member and Mayor Pro Tempore, attended to see what meeting topics are discussed. She discussed the need for affordable senior housing to avoid seniors having to relocate or move out of town. New senior housing in the recently developed Reynold Ranch area is not affordable for many low-income seniors. She suggested the Commission invite John Della Monica from the City Homeless Committee to discuss ideas he has. She also talked about a new program passed by Council that would allow a person with a large lot to split the lot and add an affordable living single-family rental. Commissioners stated that there are not enough tax incentives for contractors and developers who would plan to build affordable housing. Another topic Council member Craig presented was that she has met many seniors who do not have senior resource phone numbers or sources for information. This information should be more accessible, available, and disseminated publicly. Commissioner Whitmire brought up the past Red Alert program for seniors and talked about re-introducing that type of program as well as publicize the #211 resource phone number. D. Action Items None E. Regular Agenda – Discussion Items E-1 Discuss 2022 Accomplishments and Impact Despite COVID-related meeting cancellations and Commissioners’ excused absences, the following were accomplished in 2022: Accomplishment Impact 1. Lodi walkability improvements Environmental improvements for safety a. Sidewalk improvement repairs Health –wellness, fall prevention (ongoing) b. Installation of senior zone Senior safety signage near senior facilities at 12 locations with 25 mph zones established 4. November 20th Senior Health Senior Medicare cost savings, health, wellness, Fair at Hutchins Street Square and care access a. Medicare health plan assistance and enrollment, health screenings, and immunizations complemented with Lodi Senior service information It was mentioned that more signs will be installed by February 2023. Another walkability project that is under construction is a broken and uneven sidewalk on the 200 Block of Church Street in front of a senior living facility. It is currently closed off for repairs. E-2 Discuss and Select 2023 Goals and Projects E-2a Lodi Senior Commissioner Recruitment (ongoing goal and project) One of the goals for 2023 is commissioner recruitment; there are currently two current vacancies. This is also an ongoing project to identify potential candidates as vacancies occur. Measures: Number of existing vacancies, vacancies filled E-2b Walkability Program (ongoing goal and project) The walkability program is an ongoing project which will be followed by Commissioners with periodic reporting from Lodi Public Works and discussions on program expansion. Measures: Walkability issues identified, walkability issues resolved E-2c Annual Medicare and Senior Health Fair (project) Expand the Annual Medicare and Senior Health Fair to include for-profit senior service vendors along with free service providers including senior information from the City of Lodi and other information senior agencies and providers. Increase senior awareness & participation in City senior programs as well as increase senior awareness of the 211 Resource. Measures: Number of senior participants, number of for-profit vendors, number of free service providers, number of Medicare beneficiaries provided Medicare enrollment/re-enrollment assistance, number of health screenings, number of immunizations E-2d Create an Ongoing System to Improve Identification of At-risk Seniors at 911 Emergency Response Events (project) Reintroduce the “Red Alert Program” concept or similar program for first responders through discussions and collaboration with Fire Chief Ken Johnson. Measure: Defined project accomplishments in 2023 F. Comments by the Commissioner and Staff on Non-Agenda Items Commissioners discussed reaching out to Steve Mann from Lodi News and Mary Campbell the City’s Public Information Officer to advertise senior resources, projects accomplishments such as new senior zone signs, and note repairs made around the city to improve senior living (sidewalks). Lisa Craig suggested creating postcards with phone numbers and senior resource information to be mailed out to a targeted public specifically seniors, Commissioner Whitmire noted that it was done in the past and that the commissioners had to find sponsors because there is no budget, they had print the postcards themselves and it was quite difficult to add it as an insert to the utility bills or newspaper and it needed to be submitted 3 months before requested mail date, it was suggested if City Council can help with that project. Vice Mayor Craig recommended creating it as a goal along with the Aging in place (affordable housing). G. Advise the City Council and the City Staff on all matters relating to policies and programs which will serve all senior citizens of this community and shall include: 2. Identify the needs of the aging of the community and create a citizen awareness of these needs. 3. Advise the City Council on all matters affecting the aging in the community. 4. Render advice and assistance to other City boards and commissions, to City departments and to private agencies on matters affecting the aging. 5. Explore improved standards of services to the aging and explore establishment of needed new services for the aging, both public and private, and in so doing encourage coordination among organizations providing services to the aging in the community and provide advice and assistance thereto; in cooperation with other agencies collect, maintain and interpret information and statistics on the aging for the use of citizens and organizations in the City; encourage preparation of publications and results of study and research pertaining to the aging. 6. Perform such other functions and duties as may be directed by the City Council. The goals for 2023 include (1) Commissioner Recruitment and (2) to expand on the Walkability Program. The projects for 2023 include (1) Annual health fair expansion; recruiting more vendors for the annual senior health fair, more than free services and informational vendors and to increase senior awareness and (2) participation in city senior programs such as reintroducing the Red Alert Program and more advertisement of resource and contact information to public and senior agencies. Staff recommends the Commission to further discuss the measures of accomplishment for each goal and project in detail, then shall vote to approve the proposed goals and projects. FUNDING CONSIDERATION OR IMPACT: None LODI SENIOR CITIZENS COMMISSION COMMUNICATION TO: Lodi Senior Citizens Commission DATE OF MEETING: February 2, 2023 FROM: Tyler Ashbaugh, Recreation Manager SUBJ: Discuss Red Alert Program and Plan for Implementation TYPE ACTION NEEDED: Discussion PREPARED BY: Tyler Ashbaugh, Recreation Manager RECOMMENDED ACTION: Discuss Red Alert Program and Plan for Implementation BACKGROUND INFORMATION: Commissioner Whitmire mentioned the “Red Alert Program” that was introduced in the past and recommended that it should be considered for reimplementation. The Red Alert program is a medical alert program that allows 911 personnel and first responders to access important medical and emergency contact information for participating members. When first responders arrive at homes to provide emergency care, they may have access to medical history, list of current medications, allergies, DNRO or advanced directives, and emergency contacts. Typically, a Red Alert Packet is provided that includes a brochure with directions, a carbon copy form, Red Alert magnetic pouch, Red Alert sticker and return envelope. Staff recommends the Commission to discuss steps to reintroduce the “Red Alert Program” concept or similar program for first responders through discussions and collaboration with Fire Chief Ken Johnson. FUNDING CONSIDERATION OR IMPACT: None LODI SENIOR CITIZENS COMMISSION COMMUNICATION TO: Lodi Senior Citizens Commission DATE OF MEETING: February 2, 2023 FROM: Tyler Ashbaugh, Recreation Manager SUBJ: Discuss Plan to Publicize 2-1-1 San Joaquin Resources to Lodi Seniors TYPE ACTION NEEDED: Discussion PREPARED BY: Tyler Ashbaugh, Recreation Manager RECOMMENDED ACTION: Discuss Plan to Publicize 2-1-1 San Joaquin Resources to Lodi Seniors BACKGROUND INFORMATION: 2-1-1 San Joaquin is a resource that was mentioned at the previous January meeting. 2-1-1 is a nationwide service connecting millions of people to help every year. 2-1-1 offers help for services including housing/shelter, healthcare, mental health/counseling, food, financial help, seniors/older adults, transportation, and more. This resource offers a wide range of service assistance that is essential to everyday senior citizens in Lodi. Staff recommends the Commissioners to briefly discuss the overall objective for the 2-1-1 resource, who to invite as a spokesperson of the resource, the steps to achieve the objective, and how to best publicize the 2-1- 1 resource to the Lodi community.
