Roll Call Meeting was called to order at 8:06 a.m. Present: Chair Woefel, Commissioners Schrenk, Legan, Whitmire Absent: Commissioner Spring Staff Present: Recreation Manager Tyler Ashbaugh, Senior Administrative Clerk Patricia Moreno Public: Rita Cannon B. Minutes of May Regular Meeting Motion by Commissioner Schrenk to approve the minutes of November minutes. Second Commissioner Whitmire. Comments by the Public, Commission and Staff on Non-Agenda Items DISCUSSION Public Rita Cannon discussed various areas near the sidewalks of her senior living complex (Meadows) that is a possible hazard for seniors living in the complex, she mentioned there are seniors that are handicapped and using walkers. The Commissioners made a note of the location 1912 S Mills Ave and will address it to Senior Traffic Engineer, Dorothy Kam in Public Works. D. Action Items D-1 Discuss and Approve 2023 Goals and Projects DISCUSSION D-2a Lodi Senior Commissioner Recruitment (Goal and Project)  An ongoing project and goal for 2023 is to fill Commissioner vacancies. The goal is to fill vacancies by the following quarter from the time the vacancy was opened, and to mark in the meeting minutes when the position was filled for tracking. Recruit strategies were discussed such as inviting the public to attend regular meetings. This will help the attendees understand the operations of the Senior Commission. Commissioner Schrenk said the Loel Senior Center can help advertise on their bulletins and get the word out to their customers. Posters and bulletins are advised to be posted in other senior areas. Tyler stated there are two current Senior Commissioner Applicants for the two vacancies and that Rita Cannon is interested in applying. D-2b Walkability Program (Goal and Project) The Commission discussed this as being an ongoing project. The Commission and Public Works will be in communication complete more projects in the future. The City of Lodi Public Information Officer will be contacted to help the procedure of public reporting of sidewalk and street hazards. Commissioner Whitmire advised the minutes should reflect repairs dates for tracking purposes. D-2c Annual Medicare Health Fair and Senior Resource Center (Project) The Health Fair goal is to increase senior awareness and participation, and to recruit more vendors including for profit senior related businesses and senior independent living vendors. Commissioner will also be requesting Elise Vigil from the San Joaquin County Department of Aging to have a table with 211 resource information. The scheduled date for the 2023 Medicare Part D Health Fair is Saturday 10/21/2023, as reported by Chair Woefel. D-2d Create a System to Improve Identification of At-Risk Seniors at 9-1-1 Emergency Response Events (Project) Create an ongoing system to improve identification of at-risk seniors including by reintroducing the Red Alert Program and advertisement of the San Joaquin 2-1-1 Resource. Motion by Commissioner Schrenk to approve the proposed 2023 Senior Commission goals and projects. Second by Commissioner Whitmire. Regular Agenda – Discussion Items E-1 Discuss Red Alert Program and Plan for Implementation Commissioner Whitmire explained the details of the Red Alert Program and what the program has provided in its past implementation. To coordinate an effective program, Commissioner Whitmire recommended the Commission to invite the Fire Chief and Police Chief to the next meeting to discuss rolling out the Red Alert Program. Commissioner Whitmire has met with The Lodi Memorial foundation to about helping to fund the program. Tyler stated he would invite the Fire and Police Chiefs to the next meeting for further discussion. E-2 Discuss Plan to Publicize 2-1-1 San Joaquin Resources to Lodi Seniors The Senior Commission will request that City of Lodi Public Information Officer, Mary Campbell, advertise through social media about the Walkability Program installments of “Senior Zone” signage and encourage residents to report hazards, and to publicize the 2-1-1 resource phone number. F. Comments by the Commissioner and Staff on Non-Agenda Items Commissioners discussed Potential invitations to future meetings such as Lodi Fire Chief Ken Johnson, Wayne Craig Lodi Memorial Foundation, John Della Monica community development director, JP Doucette president of the chamber of commerce, Steve Mann Lodi news sentinel. Recreation Manager Tyler Ashbaugh suggested that invitations will be relevant throughout the year as the Commission moves forward with its annual goals and projects. G. The Red Alert program is a medical alert program that allows 911 personnel and first responders to access important medical and emergency contact information for participating members. When first responders arrive at homes to provide emergency care, they may have access to medical history, list of current medications, allergies, DNRO or advanced directives, and emergency contacts. For example, a Red Alert Packet may include a brochure with directions, a carbon copy form, Red Alert magnetic pouch, Red Alert sticker and return envelope. Staff recommends the Commission to discuss steps to reintroduce the “Red Alert Program” concept or similar program for first responders through discussions and collaboration with Fire Chief, Ken Johnson and Police Chief, Sierra Brucia. Its purpose is to make it easy for people to find the help they need, when they need it. The Commission’s goal is to promote this resource to seniors in Lodi through all available avenues. City Staff, Tyler Ashbaugh has contacted the City’s Information Public Officer to help with this process to create social media posts, website content, and flyers. E-2 Exhibit A (2-1-1 SJ flyer) has been provided for reference (in English and Spanish). City Staff recommends the Commission to review Exhibit A (2-1-1 SJ flyer), discuss a timeline of when to request social media posts and if posts should be continuous, a suggested location to promote 2-1-1 on the www.lodi.gov website, and other ideas to help promote the resource (i.e. newspaper article).
