MEETING MINUTES LODI SENIOR CITIZENS COMMISSION THURSDAY, May 4, 2023 8:00 AM MEETING A. Roll Call Meeting was called to order at 8:00 a.m. Present: Chair Woefel, Commissioners Schrenk, Legan, Whitmire, Spring Absent: None Staff Present: Recreation Manager Tyler Ashbaugh, Fire Chief Ken Johnson, Police Captain Eric Versteeg Public: None B. Minutes of February Regular Meeting Motion by Commissioner Schrenk to approve the minutes of February minutes. Second by Commissioner Whitmire. Regular Agenda – Discussion Items E-1 Discuss Red Alert Program and Plans for Implementation Commissioner Whitmire addressed the concerns of Lodi seniors in need of emergency services and care. The Red Alert Program was developed and in use about 15 years ago and has gone by the wayside. Commissioner Whitmire explained the need for implementing this program again. Adventist Health Hospital has acquired 20,000 Red Alert refrigerator magnets through Grant funding from the Lodi Memorial Foundation. This resource will provide important personal information about residents for first responders entering a senior home during emergency situations. Statistically, 25% of Lodi residents are seniors, so this would provide a huge benefit for residents. Applications will be completed by the Fire Department and sent to Commissioner Whitmire . Final revisions will be requested by Adventist Health. Marketing will be coordinated by Commissioner Whitmire and the Adventist Health marketing team. Some key features within the application should include emergency contacts, DNRs, special conditions that could complicate a call, and more. These features will be highlighted by the Fire Department. Fire Chief Ken Johnson says it’s a must that Fire, PD and AMR are properly trained about the Red Alert Program so they can operate to the best of their ability with the resources available. Once instructions are received, first responders will begin implementing the necessary training. Fire Chief Ken Johnson added that notes can be inserted into the CAD system. There is no designated central location for this program because it is a joint effort from multiple organizations, but the resources will be distributed through the LOEL Center, Adventist Health, Partners, and local social workers. The drop-off location will be the LOEL Center. Fire Chief Ken Johnson recommended making a Proclamation at City Council to make an official announcement about the Red Alert Program. Commissioner Whitmire will seek Adventist Health approval since the hospital is the primary resource of the program. Commissioner Whitmire and Fire Chief Ken Johnson will be in contact to arrange and coordinate on processes and procedures for the Red Alert Program. Commissioner Whitmire will present the Commission with an update at the following meeting. E-2 Discuss 2-1-1 San Joaquin Marketing Plans Staff Tyler Ashbaugh presented Exhibit A which is a 2-1-1 resource flyer for publication. The Commissioners were in agreement to use the flyer for marketing on social media, in local fairs, newspapers, posting on the City website, sharing with PD and Fire, and National Night Out. Fire Chief Ken Johnson recommended to include 9-8-8, a Lifeline resource. F. Comments by the Commissioner and Staff on Non-Agenda Items Commissioner Whitmire explained the accomplishments of the Walkability program with the help of Public Works. Accomplishments include senior zone signage and lower speed limit signs in senior residential areas, and sidewalk concrete repairs. Public Works has been extremely responsive in helping improve our streets for the safety of Lodi residents. Chair Woefel addressed the date change of the Medicare Part D Health Fair to Sunday, October 22. Due to low participation on Sundays, the Commission has decided not to host a Resource Center in tandem with the Medicare Health Fair this year. G. Adjournment Meeting adjourned at 9:20 a.m. LODI SENIOR CITIZENS COMMISSION COMMUNICATION TO: Lodi Senior Citizens Commission DATE OF MEETING: June 1, 2023 FROM: Tyler Ashbaugh, Recreation Manager SUBJ: Discuss Red Alert Program and Plans for Implementation TYPE ACTION NEEDED: Discussion PREPARED BY: Tyler Ashbaugh, Recreation Manager RECOMMENDED ACTION: Discuss Red Alert Program and Plans for Implementation BACKGROUND INFORMATION: Commissioner Whitmire mentioned the “Red Alert Program” that was introduced in the past and recommended that it should be considered for reimplementation. The Red Alert program is a medical alert program that allows 911 personnel and first responders to access important medical and emergency contact information for participating members. When first responders arrive at homes to provide emergency care, they may have access to medical history, list of current medications, allergies, DNRO or advanced directives, and emergency contacts. Fire Chief, Ken Johnson and Police Captain, Eric VerSteeg attended the May meeting to provide emergency response information and practices to best fit the needs for the Red Alert Program. Post meeting, Commissioner Whitmire, Fire Department, and Police Department have teamed up to prepare the necessary processes and procedures in order to rollout the program effectively. Commissioner Whitmire will update the Senior Commission on the progress of the Red Alert Program and next steps. FUNDING CONSIDERATION OR IMPACT: None
