MEETING MINUTES LODI SENIOR CITIZENS COMMISSION THURSDAY, June 1, 2023 8:00 AM MEETING A. Roll Call Meeting was called to order at 8:00 a.m. Present: Chair Woelfel, Commissioners Schrenk, Legan, Whitmire Absent: Spring Staff Present: Recreation Manager Tyler Ashbaugh Public: None B. Minutes of May Regular Meeting Motion by Commissioner Whitmire to approve the minutes of February minutes. Second by Commissioner Shrenk. DISCUSSION None ACTION Ayes: Chair Woelfel, Commissioners Schrenk, Legan, Whitmire Noes: None Absent: Spring Motion carried 4 – 0 DISCUSSION None C. Comments by the Public, Commission and Staff on Non-Agenda Items DISCUSSION None D. Action Items DISCUSSION None E. Regular Agenda – Discussion Items E-1 Discuss Red Alert Program and Plans for Implementation Commissioner Whitmire received the application instructions from the Fire and Police Department. The document was then given to Lodi Adventist Health. Once finalized, distribution will begin. The instructions are expected to be finalized by June 9 at the latest. 20,000 magnets will be distributed through a long rollout period. This project with be continuous. The LOEL Center will provide proof of distribution with photos. Photographs for proof of trainings will be completed to follow the grant requirements. Distribution areeas may include local trailer parks, Partners, local farmer markets and LOEL Center and the Meals on Wheels program. F. Comments by the Commissioner and Staff on Non-Agenda Items Commissioner Schrenk discussed the growing concerns and incidents related to senior safety. There has been an increase in theft by homeless people targeting seniors at grocery stores and other shopping centers. Commissioner Schrenk shared a safety alarm device that can be worn by seniors to alert the public when in danger or in need. These devices can be purchased on Amazon. There is a bundle pack of three devices for $35. Commissioner Whitmire mentioned that seniors may not have money to purchase devices and suggested whistles be a good and effective alternative. The Commissioners asked City Staff to work on a social media and newspaper article to notify senior citizens of the increased theft. Commissioners recommended getting Partners, Police Department and Fire Department involved with the messaging. Commissioner Woelfel inquired to City Staff, Ashbaugh about the Senior Commission applicants and the timeline of when the vacancies may be filled. Commissioner Woelfel asked if the Vice Mayor has the authority to interview and appoint to get City Staff, Ashbaugh said he would reach out to City Hall and get an update. G. Adjournment Meeting adjourned at 8:30 a.m. LODI SENIOR CITIZENS COMMISSION COMMUNICATION TO: Lodi Senior Citizens Commission DATE OF MEETING: July 6, 2023 FROM: Tyler Ashbaugh, Recreation Manager SUBJ: Discuss Red Alert Program and Plans for Implementation TYPE ACTION NEEDED: Discussion PREPARED BY: Tyler Ashbaugh, Recreation Manager RECOMMENDED ACTION: Discuss Red Alert Program and Plans for Implementation BACKGROUND INFORMATION: Commissioner Whitmire mentioned the “Red Alert Program” that was introduced in the past and recommended that it should be considered for reimplementation. The Red Alert program is a medical alert program that allows 911 personnel and first responders to access important medical and emergency contact information for participating members. When first responders arrive at homes to provide emergency care, they may have access to medical history, list of current medications, allergies, DNRO or advanced directives, and emergency contacts. Fire Chief, Ken Johnson and Police Captain, Eric VerSteeg attended the May meeting to provide emergency response information and practices to best fit the needs for the Red Alert Program. Post meeting, Commissioner Whitmire, Fire Department, and Police Department teamed up to prepare the necessary processes and procedures in order to rollout the program effectively. In the June meeting, Commissioner Whitmire stated that the instructions would be finalized by June 9, at which point distribution will be coordinated. Commission Whitmire will provide the Senior Commission with next steps to proceed with the Red Alert Program and what other support or assistance may be needed. FUNDING CONSIDERATION OR IMPACT: None
