Comments by the Public, Commission and Staff on Non-Agenda Items Kathryn Siddle, Bike Lodi – Ms. Siddle shared information on phase 2 of a 3-phase project Bike Lodi is working on. Bike Lodi is doing public education outreach. Ms. Siddle supplied lawn signs and asked everyone to take a sign. Lydia Smith, 52 Applewood Dr., Lodi – Would like to see incline hockey at Peterson Park turned into pickleball courts. Nancy Hennefer, 850 W. Turner Rd., Lodi – Ms. Hennefer is representing the pickleball players from Lodi and surrounding areas. She thanked staff for the pickleball courts and their maintenance. Ms. Hennefer is requesting to take the remaining 2 tennis courts at Legion and convert them to pickleball courts. Ms. Hennefer shared data the pickleball players have collected showing the amount of times the courts have been used for tennis vs. pickleball. Ms. Hennefer had safety concerns because the courts are slick. She suggested adding grit to the paint. Dennis Kaufman – 910 Golden Oaks Dr., Lodi – Mr. Kaufman is a pickleball convert. He used to manage Twin Arbors and Reno Racquetball Club. Mr. Kaufman ran the tennis tournaments in the 80’s for Lodi. Mr. Kaufman shared the surrounding communities are taking out tennis courts and putting in pickleball courts. Mr. Kaufman gives free clinics on Tuesday and Thursday mornings at Legion Park. This morning there were 45 people there to play on the Legion courts. Patricia Kearney – 423 Forrest Ave., Lodi – Ms. Kearney echoes what previous people have said. Pickleball is a welcoming environment. Michael Burns – 111 Applewood Dr., Lodi – Mr. Burns has been playing pickleball for some time. Mr. Burns feels there needs to be a barrier down the middle of the courts with an opening to walk through.  Ms. Jaromay shared that Parks and Recreation’s job is to balance all needs of the community. She will reach out to tennis players and will evaluate the needs. Ms. Jaromay will bring the information back to a future meeting. Commissioner Long suggests the pickleball group meet at a Council meeting and tell Council their ideas. D. Regular Agenda – Discussion Items Hale Park Renovations (2023-24 Community Development Block Grant Funds) Ms. Jaromay referred this item to Mr. Virrey. Mr. Virrey shared the department received Community Development Block Grant (CDBG) funds at the May 3, 2023, Council meeting. Hale, Blakely, Lawrence, and Van Buskirk Parks can utilize the CDBG funds. Commissioner Erickson thinks the Hale Park renderings are a great redo. Commissioner Carouba thinks soccer is a great idea. He’s concerned if the net is put up on the pickleball court, it’ll only be used for soccer. Commissioner Carouba suggested reaching out to the people who submitted cards this evening to see if they would be interested in playing pickleball at Hale Park. Mr. Virrey will be working on drawings in November for the other parks. He’ll be taking 5 playgrounds to Council in November. This will include plans and specs for Lodi Lake improvements. DeBenedetti plans are going to the Building Dept. for their review and then out to bid in Spring 2024.  Update on One-Time General Fund Surplus Funding Ms. Jaromay shared that Council, at their July 19, 2023 meeting, decided on the excess funds. Parks and Recreation received the following funds: • $2.5M - HSS Roof • 250,000 – Fire Mitigation & Clean-up Fund • 500,000 – Salas Park Sports Lighting – Phase 2 • $175,000 – Skate Park Study • $570,000 – Skate Park - If additional money can be found • 283,000 – Lodi Lake Fire Damage F. BACKGROUND INFORMATION: The City Council held a Council Retreat at Hutchins Street Square on April 11-12, 2023. The meetings were professionally-facilitated public meetings which included robust discussion amongst Council with input from Department Directors, the City Manager, Deputy City Manager, and appointed staff. Attached are the eight strategic priorities within the Strategic Vision which collectively represent the priorities of the City Council and will be utilized by staff as the foundation upon which future workplans are based and resource allocation decisions are made. FUNDING CONSIDERATION OR IMPACT: None at this time. City Council Strategic Vision Adopted May 17, 2023  Overview • The development of the Strategic Vision was led by a professional facilitation firm and began with interviews with City Council, staff and executives. • A retreat was held on April 11-12 that was open to the public and was designed to guide the City Council towards formation of a Strategic Plan. • The retreat was attended by executive staff of the City and all Council members contributed to the dialogue that led Council to agree upon eight strategic imperatives with underlying stretch goals and milestones. • The Strategic Vision was adopted by City Council on May 17, 2023 and can be found on the City’s website in its entirety. 2  Strategic Vision • The Strategic Vision is available for viewing and will be updated with progress quarterly at this link: https://www.lodi.gov/1260/City- Council-Strategic-Vision 3 Strategic Vision and Commissions/Committees • The City Council has adopted this Strategic Vision to guide City resource allocation and policy decisions. • Members of Committees and Commissions should consider the application of the Strategic Vision in discharging their duties. • To the extent a decision conflicts with the Strategic Vision or the Strategic Vision conflicts with the required duties of a Committee or Commission, the City Council requests the Committee or Commission include specific and detailed reasoning explaining the Committee’s decision. • Committees and Commissions serve at the pleasure of the Council and should align Committee and Commission efforts with the adopted Strategic Vision. 4  Monthly Staff Briefing July 1 through August 31, 2023 TO: Parks and Recreation Commission FROM: PRCS Staff DATE: October 10, 2023 Next Report: September 1- 30, 2023 Upcoming Events – MARK YOUR CALENDAR Oct 13 Journeymen, 8pm, Charlene Powers Lange Theatre, Hutchins Street Square 14 Pumpkin Plunge, 5-8pm, Hutchins Street Square Pool Nov 17 Femmes of Rock, 8pm, Charlene Powers Lange Theatre, Hutchins Street Square Dec 3 Winter Wonderland Holiday Boutique, 10am-2pm, Kirst Hall, Hutchins Street Square 11-15 Light Up Lodi Contest  Operational Reports Aquatics Hutchins Street Square Pool - A total of 996 patrons came to the pool in the month of August. Of these, 594 attended Fitness Classes, 273 for Open Swim, 13 for SNAP, and 116 attended Lap Swim. 22 punch pass cards were purchased. A total of 123 patrons checked in via a Health Program. Swim Lessons - Swim lessons saw a total of 68 participants for the month of August. Enze Pool - A total of 54 people attended the Enze Pool in August. 41 participated in Open/Community Swim. 13 participated in lap swim. SNAP was not taken account for in August. Lodi Lake Beach - A total of 2,274 people visited Lodi Lake Beach in August. It was estimated that 15 patrons attended Free Swim Friday on August 11. Rentals - A total of 5 rentals took place in the month of August. Three at the Beach, and 2 at Hutchins Street Square Pool. Hutchins Street Square Events Music in the Park – Music in the Park – On July 26, Hutchins Street Square presented “Georgetown”. This Americana band performed for approximately a 550 people. On August 23, Hutchins Street Square presented “DohNutz”. Approximately 550 people attended this classic rock music band as they closed out the season. HSS Rentals and Events – • Celebrate America – On July 3, Celebrate America was held in the West Park at Hutchins Street Square. Approximately 450 people enjoyed a warm but not too hot evening while eating a picnic dinner and dressed in red, white, and blue. Jeff Wayne Sutherland, performed as “The Duke” as Master of Ceremonies and he recited his patriotic poem in character which is a fan favorite. The celebration this year opened with the Lodi Community Band after Terek Maier got the crowd warmed up playing his electric guitar and ending with the Star-Spangled Banner. We also had Lodi Fire Department unfurl their huge American Flag. Instructor Susan Sixkiller brought back her Sassy Senior Tappers, Steppin-Out Tappers, and the Tiny Tot Tappers. Lodi City Mayor, Mikey Hothi recognized our local veterans and led everyone in the pledge of allegiance. Taylor Nikkole sang the national anthem and the United States Air Force Band Mobility played out the evening. Monthly Staff Briefing – July 1 – August 31, 2023 Page 2 of 7  • Concert Series – Hank and My Honky Tonk Heroes Starring Jason Petty performed on July 28 at 8:00pm in the Charlene Powers Lange Theatre. Only 14 tickets were sold and due to low sales, tickets were given away. There were approximately 100 people in the theatre during the show. Theatre Rentals – We had one theatre rental in August with 591 tickets sold for the show. Recreation Programming Youth Sports - We had a total of 7 participants enrolled into Tennis. Tot soccer finished up at the beginning of August. Adult Sports - Summer Adult Softball finished up. Men’s League winners were Alpine Planning Mortgage and Lakewood Legends. Coed League winners were Glory Days and Bat & Boujee. Sports Field Rentals - In the month of August, there was a total of 11 external users renting our sport facilities. Baseball and softball field users consisted of BOBS, Linden Legends, Lodi JACL Baseball Club, Nor Cal Hooks Baseball, West Coast Factory Baseball, Nor Cal Bat Busters, and Big Valley Seniors. Grape bowl users consisted of LUSD (Lodi High Football), Pacific Futbol Club, BOBS and Union Soccer League. Beckman Park cricket pitches were used by Lodi Cricket Club. HSS Specialty Classes - A total of 66 students participated in Specialty Classes during the reporting period, compared to 94 participants from the previous. • Arts and Education classes had 0 total participants, 2 less than the previous period. • Ballet Arts had more students compared to the previous report, with a total of 34 participants. • Dance has 26 total participants, 5 less than the previous report. • Adult Fitness with a total of 6 participants. Youth Programming After School Programs (ASP) - Enrollments for Larson and Vinewood ASP sites are full with 70+ ELOP kids. Larson and Vinewood are full with 10 ASP Fee Based participants. We are currently working off the waitlist to fill the last few remaining ASP Fee-Based and Free spots we have open at Lakewood and Reese. Each ASP site will have 90 children enrolled for the new school year. Monthly Staff Briefing – July 1 – August 31, 2023 Page 3 of 7 LUSD Bridge – Bridge sites for the 2023-24 school year are Houston, Victor, and Heritage. We will be fully staffed and ready to go for the first day of school which is August 1. There was training and orientation for staff on July 28 and July 31. It will be a very busy and fast school year. Each Bridge site hopes to have 85 kids enrolled in the program. Summer Camps - Summer Blast and Outdoor Adventure camps ended July 28. Summer Blast had 45 to 51 kids daily and Outdoor Adventure had 16 to 25 kids daily as well. It was a very busy summer. We took the kids on 2 field trips- Roseville Sun Splash and Discovery Kingdom. Ed & Ex Camp - The Outdoor Equity Grant started June 26 and ran through July 28. We had 25- 29 kids enrolled weekly. The kids ranged from 12 to 14 years of age. They swam at Lodi Lake and Enze pool, kayaked down the river with Headwaters, and went on the 2 field trips. They had a large variety of activities from knot tying to making very cool twinkle light string crafts. Parents are already inquiring about the Fall camp coming up! Lodi Youth Commission (LYC) - The LYC board still has 1 seat available with 1 applicant for 1 one of the vacant seats. We have 1 applicant for the available adult advisor seat. In our summer meetings, we began planning the Pigskin Formal, which will be November 18, and the theme will be “Under the Sea”. The Youth Commissioners talked about adding a Sadie Hawkins dance, they are looking at dates, and discussed the Community Service projects for this new school year. They are looking at the Yard Fairies and the Kofu Project again. Lodi Lake Lodi Lake Entrance - During the reporting period we had 484 people utilize the self-pay station at the Lake. This represents about a 29% decrease over the same time period last year. We had 4,902 vehicles come through while the gate was staffed this month. That is a 2% decrease over the same time period last year. We also sold 23 season passes in the last month. That is about a 15% decrease over the same time period last year. Discovery Center - We had a total of 45 people walk through the Discovery Center this month. We opened the Discovery Center only on weekends and this will continue into the next month. We also have opened more dates for the Tots on the Trails program and will be starting that back up in late September. River Tours - During the reporting period we took 87 passengers out on the boat. This is about a 34% increase over the same time period last year. We continue to offer mini tours every weekend in the afternoons. We are also starting a new program called the Nature Cruise that we will be operating in late September as well. Monthly Staff Briefing – July 1 – August 31, 2023 Page 4 of 7 Internal Operations Vandalism – During the reporting period, there were three recorded instances of vandalism. Once again, hand dryers have been ripped off the wall in the Blakely restrooms, resulting in a metal plate being welded over the electrical wiring. Park Staff also removed graffiti from the concession door at Chapman Field and the south side restroom at Lodi Lake. In total, these instances cost the department $520.70. Lodi Parks People – Park staff are currently enrolling interested citizens in the Lodi Parks People clean-up program, which has seven active volunteers. Staff are scheduling an orientation for the next set of potential volunteers. The website has been updated with volunteer forms, and several citizens have reached out regarding the program. Their continued help is greatly appreciated. ActiveNet/Reservations – There were 67 picnic shelter rentals in June 2022 and 60 picnic shelter rentals in July 2023. There were 49 picnic shelter rentals in August 2022 vs 41 picnic shelter rentals in August 2023. Adopt-A-Park Program – The Parks Department currently has five Adopt-A-Park partners supporting the following parks: Henry Glaves, DeBenedetti, Emerson, Lodi Lake and Roget. During the reporting period, 11 volunteers worked 39 hours across those five parks. Their tasks include, but are not limited to, litter removal, planting and fertilizing plants, spreading mulch and pulling weeds. Hutchins Street Square - Between the months of July and August HSS Facilities received 48 work orders and spent a total of $823.68 in repairs and improvements for the building. The building had a total of 2,763.56 hours of reservations, nearly 1100 more hours compared to July and August of 2022. Key Capital Projects and Park Maintenance Zupo Field Grandstands – Council awarded this project to AM Stephens Construction of Lodi at their May 3 regular meeting - $4,054,030.59. Work is scheduled to begin May 30. The project is 240 calendar days which takes us up to the start of the 2024 high school baseball season. Staff is currently working on a marketing plan for seating sponsorships and other facility donations to assist with future facility improvements. Peterson Park Tennis Court(s) Resurfacing – Vintage Contractors of San Francisco will start work June 5, 2023. Work is scheduled for 25 working days. This project is funded with 2022- 2023 Parks Capital. Beckman “Small” Dog Park Area – Emert Construction of Stockton, CA has completed the improvements and Tree Lodi, through a very generous donation from Reichelle Tado, planted 12 trees on Love Lodi Day within the small dog area. Mrs. Tado is also donating an additional park bench to be placed on the concrete slab. Parks staff will install the bench once it is received. Monthly Staff Briefing – July 1 – August 31, 2023 Page 5 of 7 Hale Parking Lot Reconstruction – Staff received 12 bids for this project on December 28. The low bidder was Tosted Asphalt of Fresno. Work is scheduled to begin in June and should be completed by August. These improvements are funded with CDBG Funds. Enze Pool – Raising Pool Bottom – Staff received one bid for this project on January 4. The low bidder was Western Water Features of El Dorado Hills - $197,175. The work includes raising one-third of the existing 75-foot-long swimming pool floor by 6 inches to facilitate public recreational swim activities at Enze Pool per public swimming pool code requirements; replace two main drain covers, replace the pool plaster finish, replace the pool depth markers, replace the lane tiles, and add a step approach at the northwest corner of the pool without losing a swimming pool lane. Work is scheduled to begin after Labor Day, 2023. These improvements are funded with Per Capita Funds from the State of California. Salas Parking Lot Reconstruction – Staff received 12 bids for this project. George Reed Construction of Modesto was awarded the contract -- $631,170 at the City Council regular meeting on May 3. The work includes new concrete curbing, pavement, parking lot lighting, and ADA compliant driveway approaches along Stockton Street. Additionally, this project will convert the existing 13 post top lights to brighter and more energy efficient LED lights. The existing accessible parking stalls will remain in place; however, the striping will be redone with the rest of the parking lot. These improvements are funded with “One-Time” funding from 2022. Work is scheduled to begin June 20, 2023 and the BOBS programs have been notified by staff. • Parks staff, AM Stephens, West Coast Arborist and Benton Fence and Drilling have completed 100% of the storm damage. Beckman, Blakely, Hale, Henry Glaves, Kofu, Lawrence, Legion, Lodi Lake, Peterson, Roget, Salas, Softball Complex, Van Buskirk, Vinewood, and Zupo Field were our park sites with fallen trees. • Staff has assisted with the Fusion Music Event, Lodi Wine Experience (ZinFest), Lodi Beer Festival, and 4th of July. • Ball fields are all open. Zupo Field is CLOSED for construction at the facility. • Irrigation systems are in full operation with daily repairs and adjustments taking place. • Mowing operations are in full swing. • Staff submitted our final reimbursement requests for the Blakely Park Improvements. • Rose Gate II (aka Westgate Park) will be completed June, 2023. • Staff is assisting the Lodi Fire Foundation with the installation of two NEW life jacket stations. • Staff is working with Valley Iron Works to make repairs to the damaged front gate out at Lodi Lake Park. • Staff is working with Benton Fence and Drilling to make fencing repairs to the damaged fencing at Peterson Park and Henry Glaves Park.
