Regular Agenda – Discussion Items Receive Presentation on City Council Adopted Strategic Initiatives for Commissioners, Committees, and Boards Ms. Jaromay presented the City Council Strategic Vision and reviewed the items pertaining to Parks and Recreation. Commissioners discussed Council’s Strategic Vision and asked questions of Ms. Jaromay. F. Comments and/or Questions on Staff Briefing (Refer to packet reports for additional information) Commissioner Carouba shared he attended a community meeting for the possible creation of Friends of Lodi Lake. He was happy to go to the meeting and happy citizens were there. Commissioner Erickson asked the status of the replacement Commissioner. Ms. Jaromay shared there were three applications. She wasn’t sure if the position was being reopened or the Mayor was selecting from those who submitted applications.  Ms. Jaromay shared the Hutchins Street Square Foundation donated $149,000+ to Parks, Recreation and Cultural Services for projects at Hutchins Street Square. Of these, 427 attended Fitness Classes, 202 for Open Swim, 4 for SNAP, and 112 attended Lap Swim. 24 punch pass cards were purchased. A total of 221 patrons checked in via a health program. Swim Lessons - Swim lessons saw a total of 66 participants for the month of October. All classes were filled. Rentals - There was 1 pool rental in the reporting period. Pumpkin Plunge - Pumpkin Plunge was held October 14. A total of 23 guests participated. Pumpkins were generously donated by Moussi Brothers. Hutchins Street Square Events HSS Rentals and Events – Hosted 53 paid rentals and 3,065 guests. • 19 are recurring renter reservations • Camp Hutchins Fall Camp, Cepheid, Lodi Historical, Lodi Rotary • 34 private party/events • CIF Women in Sports • Weddings, birthdays, baptisms, and celebration of life events Journeyman - A Tribute to Eric Clapton – On October 13, the concert was performed at Hutchins Street square in the main theatre, 51 tickets were sold and approximately 62 people were in attendance. HSS Theatre Rental - We had one theatre rental in October with approximately 350 people in attendance. Arts Commission - On October 21, artist Christopher Weethee painted the Elm Street storm drain in front of the Parks and Recreation, and Finance offices. He was chosen by the Lodi Arts Commission for the pilot project and he completed it within the time allotted. The design reflected keeping our water ways clean for local wildlife in the area. Recreation Programming Youth Sports - A total of 8 participants registered for Tennis. No other Youth Sports were held in the reporting period. Monthly Staff Briefing – October 1 - 31, 2023 Page 2 of 7 Adult Sports - Adult Tennis classes had a total of 4 participants. Sports Field Rentals - In the month of October there was a total of 10 external users renting our sport facilities. Baseball and softball fields were rented by BOBS, Linden Legends, Pro Elite Baseball Club, and Nor Cal Bat Busters. Grape Bowl users consisted of LUSD (Lodi High Football & Flag Football), Pacific Futbol Club, BOBS, Lodi United, and Union Soccer League. Beckman Park cricket pitches were used by Lodi Cricket Club. HSS Specialty Classes - A total of 67 students participated in Specialty Classes during the reporting period. • Arts and Education classes had 10 total participants, 4 more than the previous period. • Ballet Arts had more students compared to the previous report, with a total of 42 participants. • Dance classes, other than Ballet, had 14 total participants, 12 less than the previous report. • Adult Fitness classes had 0 participants during the reporting period. Youth Programming After School Programs (ASP) - All Extended Learning Opportunity-(ELOP) ASP sites are full with 75+ students. All ASP sites are full with 10 part-time and 10 fee-based kids as well. Each ASP site has wait lists with over 35 parents waiting to be enrolled into the ELOP ASP program. We offer snacks, homework assistance, indoor game time and a variety of outdoor sports. The kids love indoor table ping pong and when outside they participate in a group game; big favorites at all ASP sites is kickball and dodge ball. LUSD Bridge – Bridge sites for the 2023-24 school year are Houston, Victor, and Heritage. We are fully staffed. Each of our Bridge sites have 85 kids enrolled in the program. Staff are working on group management, sportsmanship, and homework tutoring. The kids work on their assigned chrome books to get their work done. This helps sharpening their computer skills for the future. Fall Camp - Camp was a lot of fun for the kids. They swam daily, went to Tuesday matinee movies, walked to the WOW museum, and did arts and crafts, played baseball, and had a great time with their friends. We had 40 kids on our roster and we had something for everyone to enjoy. The weather was true fall weather and the kids enjoyed being outside in the afternoons. The kids were excited to have a break from school. The activities were fun, engaging, and the staff did a great job with the campers. They tie dyed t-shirts, built with popsicle sticks, and painted rocks! Monthly Staff Briefing – October 1 - 31, 2023 Page 3 of 7 Outdoor Equity Grant (OEG) - The OEG camp offered a large variety of activities from knot tying to making very cool twinkle lit string crafts and a few cool STEM projects. We took the OEG kids to the Exploratorium in San Francisco where they were wowed by all the magnificent science in the building. They had a great lunch, snack, and we couldn’t have asked for a better or more beautiful day in San Francisco. We had 15 kids and 5 staff attend this awesome field trip. Lodi Youth Commission- LYC - The Youth Commission board is now full. We have 2 new Commissioners and 1 new Adult Advisor as of October 18, 2023. Pigskin Bid sales began October 30. Tickets and bids are being sold at Hutchins Street Square box office, Monday through Friday from 9 am to 5 pm. We will sell tickets until November 17. No tickets will be sold the day of the event. The Pigskin is on November 18, and the theme is “Under the Sea”. All high school age students attending LUSD high schools and who live in the LUSD area are welcome to attend. It will be a magical evening. Internal Operations Vandalism – During the reporting period there were five instances of vandalism. The repairs cost the division $441.04 in labor and materials. Our crews spent 2 hours removing graffiti, repairing chain link fencing, replacing burned up garbage bins and repairing wooden fences. On Saturday, October 28, vandals entered the Lodi Lake maintenance storage area and cut the fuel lines on the Kubota mower and Jacobsen utility vehicle, puncturing the fuel tanks in the process. The cost of these repairs is still unknown. Lodi Parks People – Park staff are currently enrolling interested citizens in the Lodi Parks People clean-up program, which has seven active volunteers. Staff are scheduling an orientation for the next set of potential volunteers. The website has been updated with volunteer forms and several citizens have reached out regarding the program. Their continued help is greatly appreciated. ActiveNet/Reservations – There were 12 picnic shelter rentals in October 2022 vs. 19 picnic shelter rentals in October 2023. Adopt-A-Park Program – The Parks Department currently has five Adopt-A-Park partners supporting the following parks: Henry Glaves, DeBenedetti, Emerson, Lodi Lake and Roget. During the reporting period 36 hours were worked by 16 volunteers across those five parks. Their tasks include, but are not limited to, litter removal, planting and fertilizing plants, spreading mulch and pulling weeds. Hutchins Street Square – • Administrative Reservations: There were 43 reservations • 7 marquee rentals • 8 meetings (City use, Committee, Etc.) • 14 days of PRCS Fall Camp • LCEA Dinner • PRCS Pumpkin Plunge Monthly Staff Briefing – October 1 - 31, 2023 Page 4 of 7  • PRCS Activities/Classes at HSS: There were 113 activities/classes • Ballet, ballroom, brick party, and painting This month we have had 500 + more reservation hours compared to last year at this time, with an increase of hours for equipment setup and usage. We spent around $480 this last month for facility repairs. We have started work on repairing the pools’ Climate control system and phase 2 of the roofing project. Key Capital Projects and Park Maintenance Zupo Field Grandstands – Work continues to progress nicely; the masonry work for the dugouts and backstop skirt wall have been completed, wrought iron perimeter site fencing is 90% completed, concrete work continues to be formed and placed, electrical underground work is 60% completed, storm system work is 75% completed. The grandstand footings have been excavated and reinforcement steel has been placed and awaiting inspection for concrete. Sheet pile shoring to stabilize the Grape Bowl southeast roadway will begin shortly. Work began in May 2023 with a 240 - calendar workday schedule. Engineer’s Estimate is $4.3M. Hale Parking Lot Reconstruction – Work was completed on June 23, 2023, by Tosted Asphalt of Fresno, CA. These improvements were funded by CDBG Funds. Salas Parking Lot Reconstruction – Work has been completed and the parking lot has been in use for youth sporting events and daily general park use. George Reed Construction of Modesto recently finished their punch list items and this project will be on the Council’s agenda in November for acceptance. These improvements were funded by “2022 One-Time General Funds”. Enze Pool – Raising Pool Bottom – Work continues at Enze Pool by Western Water Features of El Dorado Hills. Work includes raising one-third of the existing 75-foot-long swimming pool floor by 6 inches to facilitate public recreational swim activities at Enze Pool per public swimming pool code requirements; replace two main drains, associated plumbing and drain covers; work also includes replacement of the pool plaster finish, replaces the pool depth markers, and the lane line tiles. Work began September 25, 2023, and is scheduled to be completed at the end of December this year. These improvements are funded with Per Capita Funds from the State of California and a $160,000 transfer from the Salas Parking Lot project. Parks and Public Works Construction Projects: • DeBenedetti Park – Architect’s 100% REVISED construction documents were submitted to the Building Department on October 31, 2023, to begin the plan review to obtain permits for construction. • Lodi Lake South Improvements - On the Council’s November agenda to approve, plans, specifications and authorize staff for bidding. Work is projected to begin in March of 2024. Park Staff Projects: • Ball field use has wrapped up for the 2023 baseball/softball season. Staff has two more softball tournaments scheduled for the Softball Complex in November. Ball field renovation work will begin in January for the 2024 season. • Irrigation systems are currently running one to two days a week @ 50%. • Mowing operations still continue on the Monday through Thursday schedule. • West Coast Arborist are working in the Nature Area to reduce fuel loads. • Work has started on the climate control-system at Hutchins Street Square. • Phase II of the Hutchins Street Square Roofing Project is underway. • Park staff continues to make repairs and also replumb existing irrigation lines at Zupo Field. • Park staff renovated the Zupo Field outfield; core aerated, over-seeded, and top- dressed the outfield with sand and organics to re-establish a playable turf surface in the outfield area. • Park staff installed an information panel and tennis supply hut at Kofu Courts for the tennis instructor and general public.
