Council Chambers
The City of Loganville Mayor and Council met for their regularly scheduled Council Meeting on
Thursday, May 14, 2012 at 9: OOam. Mayor Ray Nunley and Council Members Skip Baliles, Dan
Curry, Mike Jones, Mark Kiddoo, Michelle Lynch and Rey Martinez were all present.
Mayor Nunley called the meeting to order at 9: OOam.
Council Member Dan Curry explained that the purpose of the meeting is to select a contractor for
the Pecan Street Outfall Sewer CDBG Project. He further explained that due to circumstances
the City is now looking at the 3` d and 4" bidders and Mr. Yancey and Mr. Bledsoe have been in
contact with these bidders. Engineer Mike Bledsoe explained that following the last Council
Meeting he reviewed all the contractors in an effort to complete this project on time. He
explained that we had received communication from Gwinnett County expressing how important
it was for us to finish this project and not lose the money. He explained that this could cause
Gwinnett to risk losing future money should this project not be completed. He explained that the
second bidder, Gary' s Grading, has had some problems recently but according to their references
they do good work they just need to finish on time. He explained that the third bidder, MVP, had
some of the same issues and one of the engineers could not give them a reference. He stated that
was a red flag to him and he could not recommend. He stated that he only went as high as the
top four bidders because above that we get too high above our budget. He stated that the fourth
bidder was McCart Pipeline. He stated that they were 6. 6% above the low bid. He explained
that their references were good/ glowing, what you would expect to get based on their quality
and ability to finish. They are currently working on a project in Covington and Tim Thompson,
DOT representative for the project as well as Trace Thomas both said they have never had any
problems with this company. He explained that we could contract for the higher price and then
do the value engineering to reduce the cost if that is the avenue that the City wants to take. He
further explained that the problem with the number four bidder is that their price is high. He
stated that he felt like it was in the range that we could bring the number down without changing
the scope of the project.
Council Member Rey Martinez asked if we have given the bidders all the due process that was
necessary. Mr. Bledsoe explained that if we changed the price and contract for another amount
other than what they bid then we would have to re- bid the job. If we are comfortable with their
bid then we do not have to present anything to the other bidders. Mr. Bledsoe explained this
process and there was some discussion.
Council Member Dan Curry made a motion to proceed with this contract with McCart Pipeline
as recommend by Mr. Bledsoe. Council Member Skip Baliles seconded the motion. Motion
carried 6- 0.
With no other business to discuss, Council Member Michelle Lynch made a motion to adjourn.
Council Member Skip Baliles seconded the motion. Motion carried 6- 0.
