4303 Lawreceville Road • Loganville, GA 30052 • 770-466-1165 • www.loganville-ga.gov MINUTES Called Meeting / Retreat Saturday, January 12, 2019 • 9:00 a.m. Lawrenceville City Hall The City of Loganville Mayor and Council met for a called meeting / retreat at the Gwinnett Municipal Association Conference Room at the Lawrenceville City Hall. Present were Mayor Rey Martinez and Councilmembers Skip Baliles, Danny Ford, Linda Dodd, Anne Huntsinger, Jay Boland and Lisa Newberry. Also present were City Manager Danny Roberts and Public Information Officer Robbie Schwartz. Mayor Martinez called the meeting to order at 9 a.m. and a motion to adopt the agenda was made by Councilman Ford and seconded by Councilman Baliles. It passed unanimously. A presentation was given by Jimmy Parker and Liz Hudson from Precision Planning Inc. about potential plans for a future City Hall. When asked, Liz said the cost of the City Hall examples included in the presentation were between $10 and $20 million. The council was in agreement during the discussion that any future City Hall would need to include vacant space to allow room for future growth. The presentation noted that a lot of towns that Precision Planning has worked with have used a new City Hall to spur downtown growth but that it was not necessarily a quick process. The example of Lilburn was cited where they included a library in their City Hall but it was a 7-year process. When asked by Councilwoman Huntsinger about the life of a typical new City Hall, Liz responded that all they can do is estimate because of so many different variables but average 20 years, though ideally they could last as long as 50 years. The presentation included different types of construction management of projects and bid processes and potential timeta- bles for different phases of the construction process. The mayor and council discussed a preliminary list of what staff and space should be allocated inside the City Hall for consideration of a future City Hall. This was to include the possibility of the library and / or a senior center on the grounds but not necessarily part of the new building. The council did not want to include police or courts in a new City Hall but wanted to leave open the possibility of incorporating a parking deck if it was feasible and did not excessively add cost to the overall project. The mayor and council then discussed potential sites for a new City Hall, preferring to utilize property already owned by the city if possible. Councilwoman Newberry made a motion for the City of Loganville to engage with Precision Planning for the conceptu- al design of a new City Hall not to exceed $20,000. Councilman Baliles seconded the motion. It passed unanimously. Councilman Ford made a motion to end the meeting that was seconded by Councilwoman Dodd. The motion passed unanimously.
