Regular Business Meeting

MEETING CALLED TO ORDER: The meeting was called to order at 7:30 p.m. Invocation was
given by Chairman, Janice Tribble followed by the pledge of allegiance.
ATTENDANCE: Planning & Development Director, Tim Prater; Planning Commissioners:
Chairman, Janice Tribble; Bruce Granoff, Arnold Jones, Barbara Forrester, Linda Dodd and
Michael Lynch were present. Danny Ford was absent. Administrative assistant, Nina Ramsey
recorded the minutes.
APPROVE MINUTES: A motion was made by Barbara Forrester and seconded by Linda Dodd to
approve the June 26, 2014 minutes. Motion carried 5 – 0 therefore the March 27, 2014 minutes
were approved.
BUSINESS:
REZONE CASE R14-004
Bryan Mathews filed an application to rezone 2.995 +/- acres located at 3875 Harrison Road,
Map/Parcel#5130-001 in Gwinnett County, Georgia. The property owner is Investment Partners
IV, LLC. The current zoning is O&I. The requested zoning is LI for the development of a
service center facility. Mike Dominy and Bryan Mathews were present. Mike Dominy spoke to
the Planning Commission stating the property has been zoned O&I for 15 years; it’s been graded
and the utilities are in the ground but nothing has been developed. The owner has tried to market
the property as O&I for several years without success. The properties next to this parcel are
zoned LI with service centers and have been very successful. Mr. Dominy agreed to build a new
fence and plant Leyland Cypress to screen the development.
Those who spoke in opposition were Sonjia Hunter, Mark Abbot, Anthony Pearson, Melissa
Spratling, Paul Lippens and John Mitchell. Concerns that were conveyed were regarding lights
from the development, noise, traffic and hours of operation.
A motion was made by Barbara Forrester and seconded by Bruce Granoff to approve the rezone.
Motion carried 4 – 1 with Linda Dodd opposing, therefore the recommendation is to approve the
rezone as presented.
14-005 ZONING ORDINANCE AMENDMENTS
An ordinance to amend Sec. 119 – 1 Definitions Accessory use; by omitting satellite dish
antennas and;
An ordinance to amend Sec. 119 – 291 (b); by omitting (9) in its entirety and;
An ordinance to amend Sec. 119 – 249 (3) e.; by omitting and be clad in masonry materials.

A motion was made by Michael Lynch and seconded by Barbara Forrester to recommend
approving the amendments as presented. Motion carried 5 – 0; therefore the recommendation is
to approve the amendments.
ADJOURN
A motion was made by Linda Dodd and seconded by Bruce Granoff to adjourn. Motion carried
5 – 0 therefore meeting adjourned at 8:15 p.m.
