City of Loganville Planning & Development Planning Commission Public Hearing Municipal Council Chambers 4385 Pecan Street Called Meeting Thursday, March 31, 2016 • 6:30 p.m. MEETING CALLED TO ORDER: The meeting was called to order at 6:30 p.m. Invocation was given by Chairman, Janice Tribble followed by the pledge of allegiance. ATTENDANCE: Planning & Development Director, Tim Prater; Planning Commission Chairman Janice Tribble; Planning Commissioners, Bruce Granoff, Faye Lamb, Barbara Forrester, Richard Homick and Danny Ford were present. Michael Lynch was absent. Fire Marshal Kent Durden was present. Administrative assistant, Nina Ramsey recorded the minutes. MINUTES APPROVED: A motion was made by Danny Ford and seconded by Barbara Forrester to approve the minutes from January 28, 2016. Motion carried 5 – 0. BUSINESS: CASE # V16-002 - Brent Stone/Garrard Group filed an application requesting a variance to reduce the minimum rear yard setback by 25 feet for a proposed retail building located on Athens Hwy., Map/Parcel #5159-260 and #5159-125. Relief is sought from Sec. 119-217. – CH commercial highway district. Property owner is John Malloy/Brand Bank Company. No one spoke in opposition. A motion was made by Danny Ford and seconded by Richard Homick to approve the variance. Motion carried 5 – 0; therefore, the recommendation is to approve variance Case #V16- 002. CASE # V16-003 – Brent Stone/Garrard Group filed an application requesting a variance to reduce the minimum side yard setback by 15 feet for a retail building located on an out parcel in a proposed development on Athens Hwy., Map/Parcel #5159-129. Relief is sought from Sec. 119-217. – CH commercial highway district. Property owner is John Malloy/Brand Bank Company. No one spoke in opposition. A motion was made by Barbara Warren and seconded by Bruce Granoff to approve the variance. Motion carried 5 – 0; therefore the recommendation is to approve variance Case #V16-003. CASE # V16-004 – Brent Stone/Garrard Group filed an application requesting a variance to reduce the landscape buffer setback by 25 feet for a retention pond in a proposed development located on Athens Hwy., Map/Parcel #5159-260 and 5159-125. Relief is sought from Sec. 119- 432. (a) – Minimum buffer specifications. Property owner is John Malloy/Brand Bank Company. No one spoke in opposition. A motion was made by Danny Ford and seconded by Faye Lamb to approve the variance. Motion carried 5 – 0; therefore the recommendation is to approve variance Case V16-004. Planning Commission Meeting March 31, 2016 City of Loganville Planning & Development CASE # V16-005 – Brent Stone/Garrard Group filed an application requesting a variance to reduce the parking requirement by 57 spaces in a retail center for a proposed development located on Athens Hwy., Map/Parcels #159-129, 5159-260, 5159-127 and 5159-256. Relief is sought from Sec. 119-380. – Minimum off-street parking and loading requirements. Property owner is John Malloy/Brand Bank Company. No one spoke in opposition. A motion was made by Barbara Forrester and seconded by Bruce Granoff to approve the variance. Motion carried 5 – 0; therefore the recommendation is to approve variance Case V16-005.
