Roll Call Present: Dan Quinn - President; Mary Litviak; Steve Morgenson; Harry Pulvermacher; Brandon Bindl; Adam Reno; Chris Conner Also in attendance: Esther Marshall, Brad Wilson, Haydn Walsh, Sandra Creasey, Pat Christianson, Brad Seymour, Theresa Jensen, Christa Quinn, Carl Busjohn, Lisa Bowen. Join ZOOM Meeting: Linda Schwanke, Floyd Bartow Jr, Ethel Fitzgibbon. 2. Approve Agenda A motion was made by Harry Pulvermacher to approve the agenda and it was seconded by Mary Litviak. Motion carried. 3. Approve Minutes A motion was made by Adam Reno to approve the minutes and it was seconded by Brandon Bindl. Motion carried. 4. Security Deposit for the Community Center The Red Cross will provide a certificate of insurance for liability during the event. A motion was made by Adam Reno to waive the security deposit for the Blood Drive, contingent on receiving the insurance certificate, and it was seconded by Brandon Bindl. Motion carried. 5. Women’s Auxiliary - Cabin Fever & Bake Sale The Women's Auxiliary requested clarification on the security deposit and checklist for renting the Community Center. They were informed that the deposit would be refunded if the center was found to be in the same condition as when they rented it. If any pre-existing damage is found, they should take a picture and report it right away. 6. Richland County Police Contract The contract was reviewed and deemed fair. A motion was made by Adam Reno to accept the Richland County Police Contract and it was seconded by Harry Pulvermacher. Motion carried. 7. Memorial Walkway pillars The pillar location plan was accepted. A motion was made by Adam Reno to approve the plan for the Memorial Walkway pillars, and it was seconded by Harry Pulvermacher. Motion carried. 8. Building Permits Building permits were approved for 4/19/2023 - Prairie Summit MHP, 4/25/2023 - Adam Reno for a fence, and 4/27/2023 – Anthony Gerstner for a shed. A motion was made by Harry Pulvermacher to accept the building permits and it was seconded by Chris Conner. Motion carried. Adam Reno abstained. 9. Temporary Class “B” Retailer’s License to Lone Rock Fire Dept - Garage Door Express 1st Annual Car Show A temporary Class B retailer's license was requested for the Lone Rock Fire Department for a Garage Door Express 1st Annual Car Show on May 13th, 2023. Motion made by Adam Reno to grant the temporary Class B retailer's license to the Lone Rock Fire Department for the Garage Door Express 1st Annual Car Show, seconded by Mary Litviak. Motion carried. 10. Operator’s License to D&Z’s A motion was made by Adam Reno to approve operator’s license for Stephanie Hildebrand & Aljeanne Mann, seconded by Chris Conner. Motion carried. 314 E Forest Street, PO Box 338, Lone Rock, WI 53556 (608)583-0088 11. 4th of July Celebration Update An update was provided on the planning for the 4th of July celebration, including the status of the grand prizes, the need for an outdoor event tent, and the upcoming fundraiser at D&Z's car wash on May 27th from 10:00 – 2:00 PM. The next meeting for the celebration planning will be on May 16th at 6:30 PM at the Village Office. 12. Fire District & EMS No updates were provided for the Fire District or EMS. 13. Library Steve Morgenson reported 159 people in the library last month, a little over 30 people for story time and 170 books checked out. Working on the floors being redone. There was also mention of potentially relocating a library sign at the corner of Liberty Street to better direct patrons to the library. 14. Public Works Department Brad Wilson from the Public Works Department discussed the need to purchase 30 pounds of material to treat the ponds for lower BODs, ammonia TSS, and sludge accumulations at a cost of $480. A motion was made to allow the purchase. Discussion on the 2 days of clean up with limiting the amount and ordering dumpsters in January or February of each year. Replacement of 4 trees will be done in the Fall at the Fireman’s Park. The refrigerator in the concession stand is not working. Fix or replace was subjected. 15. Public Input During the public input session, several members of the community expressed their appreciation for the board's work and the improvements made to the village website. A couple of ladies are interested in taking over the flower bed that Jim Greenheck started on the corner of Mill St and Union St. Permission granted. 2022 Year End Report was made available on the back table for anyone interested. 16. Upcoming Village or Community Meetings Open Book meeting on Wednesday, May 10th from 1:00 to 3:00 PM at the Village Office. 4th of July Committee takes place at 6:30 PM on Tuesday, May 16th at the Village Office. The Board of Review is scheduled for Wednesday, May 17th, from 3:00 to 5:00 PM at the Village Office. The Finance Committee is scheduled for Tuesday, May 23rd at 6:00 PM at the Village Office. 17. Next Board Meeting The next regular board meeting is scheduled for June 13th, 2023, at 7:00 PM at the Village Office. 18.
