VLR Board Meeting
11-July-2023 Minutes
1. Roll Call
Present: Dan Quinn - President; Mary Litviak; Steve Morgensen; Harry Pulvermacher; Brandon Bindl(absent);
Adam Reno.
Also in attendance: Esther Marshall, Haydn Walsh, Christa Quinn, Theresa Jensen, Richard McGee, Pat
Christianson, Sandra Creasey.

2. Approve Agenda
A motion was made by Steve Morgenson to approve the agenda and it was seconded by Adam Reno. Motion carried.
3. Approve Minutes
A motion was made by Harry Pulvermacher to approve the minutes and it was seconded by Mary Litviak. Motion
carried.
4. Resignation
Trustee Chris Conner has resigned from the Village Board effective 19-June-2023.
5. Renewal of 2024 WISVOTE MOU with Richland County Clerk
A motion was made by Harry Pulvermacher to renew the WISVOTE MOU and it was seconded by Adam Reno.
Motion carried.
6. Operators (Bartender) Licenses
• The Woods Bar & Grill: Jena Acherman, Mary Larsen, Sheila Pulvermacher, Kelsey Sutcliffe, Catrina
Wastlick
• Lone Rock Bistro & Taproom: Hunter McNew®, Samantha Althoff®
• Keg & Kettle: Tatiana Espinoza(n)
A motion was made by Adam Reno approving Operators Licenses and it was seconded by Steve Morgenson.
Motion carried.
7. Renewal of Mobile Home Park License
A motion was made by Steve Morgenson to approve mobile home park license for Prairie Summit MHC, LLC
which is comprised of 72 units and WILO River MHP, which is comprised of 42 units, and it was seconded by
Harry Pulvermacher. Motion carried.
8. Main Street Trees
10 trees have been removed, left stumps high to avoid tripping. Future discussion on whether to have trees.
9. Health Insurance & Accrued Sick Time
Moved to the Finance Committee.
10. 4th of July Committee update - Mary Litviak
Mary Litviak presented the update for the 4th of July committee. She commented positively on the significantly
higher numbers of volunteers who participated in their recent activities. She mentioned the agendas of the future
finance committee meetings that will discuss the village's financial condition and strategies to boost funds.
11. Building Permit(s): (D. Butteris approved)
It was confirmed that Richard McGee obtained the permits to build a roof over a deck, Prairie Summit to install a
new mobile home, and Samuel Sanchez to build a concrete slab and pavilion.
A motion was made by Harry Pulvermacher approving building permits and it was seconded by Steve Morgenson.
Motion carried.
12. Fire District – No report.
13. Police
On behalf of the police department, Dan Quinn delivered a report for the month of June, four citations, handled 16
complaints and a solitaire canine deployment happened for a narcotic sniff.
14. Library
233 visits and assistance for summer programs displaying continued momentum with 48 children and 24 grown-up
participations.
15. Public Works Department - Haydn Walsh
• 2022 Consumer Confidence Report (CCR) Certification submitted on 6/19/2023.
No specific discussion or action pertaining to the 2022 CCR certification submitted by Haydn Walsh of the Public
Works Department was recorded during this section of the meeting.
• E Liberty Street repair.
Discussion addressed concerns about the damaged condition and of the road on East Liberty Street after utility
hookup. Based on the ordinance, the ones responsible for the damage should bear the costs of repair. A suggestion
was proposed to get the repair work done and send an invoice to the homeowner.
16. Public Input
Richard McGee addressed a rooster in the village.
Theresa Jensen complimented the fast cleanup of the trees.
17. Closed Session
Motion made by Steve Morgenson to enter closed session and was seconded by Mary Litviak. Roll call vote – Dan
Quinn-yes, Mary Litviak-yes, Steve Morgenson-yes, Harry Pulvermacher-yes, Adam Reno-yes.
18. Re-convene to Open Session
Motion made by Adam Reno to re-convene to open session and was seconded by Steve Morgenson. Roll call vote –
Dan Quinn-yes, Mary Litviak-yes, Steve Morgenson-yes, Harry Pulvermacher-yes, Adam Reno-yes.
A motion was made by Steve Morgenson to offer the PW Directors position to Chris Conner, and it was seconded by
Mary Litviak. Motion carried.
19. Upcoming Village or Community Meetings
The Finance Committee is scheduled for Tuesday, July 18 th at 6:00 PM at the Village Office.
20. Next Board Meeting
The next board meeting is set for August 8th, 2023, at 7:00 PM in the Village Office.
21. Review Check Register/Bills
The board reviewed the check register/bills, initialed by all present.
22. Adjourn
