Roll Call Roll call was made with all board members listed - Dan Quinn, Mary Litviak, Steve Morganson (ZOOM), Harry Pulvermacher, Brandon Bindl, and Adam Reno were present. Also in attendance: Sandra Creasey, Brad Seymour, Christa Quinn, Troy Maggied, Richard McGee. Joined ZOOM Meeting: Linda Schwanke, 16086, Ethel Fitzgibbons, Esther Marshall, Krystal Mitchell. 2. Approve Agenda Motion to approve the agenda made by Harry Pulvermacher, seconded by Mary Litviak, Motion carried. 3. Approved 08/08/2023 Minutes. Motion to approve the minutes from 08/08/2023 made by Adam Reno, seconded by Brandon Bindl, Motion carried. 4. Consideration of and possible action on an ordinance abolishing the municipal court of the Village of Lone Rock, Richland County, Wisconsin. Motion to abolish the village court made by Adam Reno, seconded by Harry Pulvermacher, Motion carried. 5. Public input on proposed code of ordinances Brad Seymour provided input on the proposed code of ordinances. He made various suggestions such as including specific wording prohibiting the burning of leaves, garden debris, proposing the prohibition of roosters in the village, suggesting the maximum height restriction for lawn maintenance be changed to six inches, among several others. 6. Consideration of and possible action on an ordinance creating a partial code of ordinances for the Village of Lone Rock, Richland County, Wisconsin. After discussing making alterations to certain proposed ordinances, such as reducing the speed limit from 35 to 25 mph and others, a motion was made to postpone adoption of the proposed ordinances till the necessary changes were made. Motion to postpone the adoption of proposed ordinances till necessary changes are made by Adam Reno, seconded by Mary Litviak, Motion carried. 7. Consideration of and possible action on applying for and creating a TIF/TID district in the Village of Lone Rock for the school forest land. After carefully examining the application process and the potential benefits of the TIF/TID district, Troy Maggied recommends creating a mixed-use district. On the advice of the finance committee, the board is recommended to apply for and create a TIF/TID district. Motion on applying for and creating a TIF/TID district by Adam Reno, seconded by Mary Litviak. Motion carried. 8. Consideration of and possible action on a Resolution for Inclusion Under the Wisconsin Public Employer’s Group Health Insurance Program. Motion to submit Resolution by Adam Reno, seconded by Brandon Bindl. Motion carried. 9. Splash Pad Repair/Maintenance. The maintenance and repair of the splash pad were discussed. The issue though was that even though there were funds available for the maintenance, permission had to be received because it is village property. A motion was then made to fix the splash pad's issues. Motion made by Adam Reno to permit the fixing of the splash pad's issues. Brandon Bindl seconded the motion. Motion carried. 10. New Operators Licenses: Buffy Lugo (Lone Rock Shell), Caitlin Salisbury (The Woods), Hunter Thornton, LeAnn Schultz, and Dianna Otto (Lone Rock Mart). Motion made by Adam Reno to approve Operators Licenses. Harry Pulvermacher seconded the motion. Motion carried. 11. Building Permit(s): (D. Butteris approved) on 8/17/2023 to Heidi and Julian Zepeda construct living space above 304 Oak St., on 8/23/2023 to Terry Alt lean to, Haydn Walsh deck and Derrick & Lorrie Reeves new home (pending LR Zoning approval). Motion made by Harry Pulvermacher to approve the discussed building permits. The motion was seconded by Adam Reno. Motion carried. 12. Gardiner Appraisal Service, LLC retiring 12/31/2023, will not provide future services. The retirement of Gardiner Appraisal Service, LLC by 12/31/2023 and their discontinuation of future services was discussed. Advertising will begin immediately. 13. Fire District None 14. Police Issued 18 citations, received 36 calls for service and conducted a search warrant. 15. Library Steve Morgenson gave a brief update. Going well, drop in circulation and expanding summer programs. 16. Public Works Department – Chris Conner & Haydn Walsh - Tree cutting in the village not related to storm damage - Haydn Walsh. The meeting discussed the issue raised by Haydn Walsh regarding tree cutting in the village. Haydn raised concerns about the practice of picking up trees cut down by residents, which was not related to storm damage. Members highlighted how this practice could be seen as abuse and deliberated on whether to continue. The committee agreed that residents should be responsible for dealing with trees they cut in their yards while the village will handle trees knocked over by storms. A situation involving a dangling tree over a propane tank on Whitewater Street was noted. A bid to get the tree taken down safely was quoted at $350. The discussion also covered the need for an assessment of dying trees on city rights of way. It was suggested that the trees be prioritized, and a limit put on how many should be taken down to manage expenses. A suggestion was made to get assistance from Cory Riter Bush, a Certified Tree Manager Urban Forestry, who could provide an assessment of disease trees. 17. Update on Vierbicher to help support getting our zoning ordinances together. The meeting included an update on the collaboration with Vierbicher for the zoning ordinances. With no response from Vierbicher, the board considered reaching out to General Engineering to see if they could provide support. 18. Set date and time for performance reviews. Date was set for performance reviews. The Public Works Committee is to review Public Works, and the Finance Committee is to review administration. The Finance committee agreed to the following date: October 2nd for the performance meeting. 19. Public Input During the public input segment, there were commendations about the new ambulance, indicating that it was a very nice-looking unit that drives nicely. A suggestion was made to put the ambulance on display for the public. 20. Upcoming Village or Community Meetings: Next Board Meeting – October 10, 2023 - 7:00 PM at the Village Office. The meeting discussed the dates for the next board meeting, which is set for October 10, 2023, at 7:00 PM at the Village Office. 21. Review Check Register/Bills The meeting concluded with the review of the check register and bills. Steve was asked to stop by to view the bills and the financial report once his quarantine was over. 22. Adjourn There was a unanimous decision to adjourn the meeting at 8:20 P.M.
