Box 338 - Lone Rock, WI 53556 608-583-0088 Minutes Public Hearing/ Village Board Meeting 14-Nov-2023 1) PUBLIC HEARING – 2024 PROPOSED BUDGET The meeting began with a public hearing for the 2024 Proposed Budget. Members discussed the unchanged budget page from last year. The village had published handouts related to the budget. A possible change due to police expenses was discussed, including a minor increase in costs. There were no objections to the proposed budget. A motion was made to adjourn the public hearing by Mary Litviak, and it was seconded by Adam Reno. The motion was carried out with no opposition. 2) Roll Call The meeting attendees were confirmed during a roll call. Dan Quinn, Mary Litviak, Steve Morganson, Harry Pulvermacher, Brandon Bindl, and Adam Reno were all confirmed as present. Also in attendance: Christa Quinn, Sandra Creasey, Brad Seymour, Pat Christianson, Clay Porter, Troy Maggie, Troy Rinehart, Esther Marshall ZOOM: Linda Schwanke, Ethel Fitzgibbons. 3) Agenda Adam Reno motioned to approve the agenda and Steve Morgenson seconded the motion. It was passed unanimously. 4) Minutes A motion to approve the minutes from the October 10, 2023, meeting was made by Adam Reno and seconded by Harry Pulvermacher. The motion passed with no opposition. 5) 2024 budget for the Village of Lone Rock, Richland County, Wisconsin. A motion to adopt the action on the 2024 budget for the village was made by Harry Pulvermacher and seconded by Adam Reno. The motion passed with no opposition. 6) Plan Commission Reeve’s building permit was discussed. 7) Buyer interested in school lots Troy Maggie provided the pros and cons of selling the property before the TIF application was completed. The application is due by March or April of 2024. 8) Approve US Cellular to replace and upgrade antennas on tower. The board discussed a proposal from US Cellular to replace and upgrade antennas on a tower. As there was no structural change to the tower involved, merely the replacement and upgrade of antennas, it was decided to request a written document from US Cellular describing the exact scope of the work before granting access to the tower. 9) Motion to appoint Brad Seymour as the public member of the Joint Review Board. Discussion was held about the process of choosing the public member for the Joint Review Board. Despite a possible misunderstanding, it was clarified that according to the statute, the other Joint Review Board members by majority vote choose the public member at their first meeting. It's not a traditional appointment process. However, a motion was made for Brad Seymour to be the public member of the TID group - contingent on approval from the other Joint Review Board members. 10) Police shotgun. A motion was made by Adam Reno to include the police shotgun in public sale as part of WI surplus. The motion was seconded by Brandon Bindl. All members present voted in favor. 11) Village Property No action was taken. 12) Operator’s License A motion was made by Harry Pulvermacher to issue an operator's license to Cori Blank for Lone Rock Shell. The motion was seconded by Adam Reno. The motion was passed by all board members present. 13) Fire District None 14) Police The board discussed various policing issues - especially those circling the local bar. It was apparent that the board members and residents were concerned about the increasing illegal activities and public disturbances caused by patrons of the local bar. The police chief fielded the questions and concerns. Importantly, the 2024 contract service agreement with the police was ratified during this discussion. A motion was made by Adam Reno to accept the 2024 Police Contract Service Agreement with Richland County. The motion was seconded by Harry Pulvermacher. All members present voted in favor. 15) Library 178 visits, 44 kids, 51 for Halloween, 17 Eye Screenings. Libby App was discussed. 16) Public Works Department Chris and Cameron updated the board about their recent activities. They have been patching and repairing intersections, changing bulbs, and putting up Christmas lights. There was a comment about the positive impact of these efforts visible in the village. Cameron Quinn, the new employee at the Village office, was also introduced. 17) Public Input A village resident appreciated the board for coming up with a fiscally responsible budget. He mentioned that the Public Works department promptly addressed a fire hydrant that was partially obstructed by vegetation. Concerns were also raised about cars parking illegally along Commercial Street and the subsequent problems during snow removal. 18) Upcoming Village or Community Meeting The Economic Development meeting is scheduled for November 30th at 6:00 PM at the Village Office. 19) Next Board Meeting December 12, 2023, at 7:00 PM at the Village Office. 20) Review Check Register/Bills The board reviewed the check register and bills. 21) Adjourn The board adjourned at 7:40 PM Respectfully submitted by Tammy Christianson, Clerk.
