314 E. Forest Street, P.O. Box 338 - Lone Rock, WI 53556 608-583-0088 VLR Special Board 17-October-2023 Meeting minutes 1) Roll Call The meeting started with a roll call with all members present. Clarified that they are now in an open session. Adam Reno also discussed the need to act on their closed session discussions. 2) Approve Agenda A motion to approve the agenda made by Adam Reno and seconded by Mary Litviak. Motion carried with unanimous approval. 3) The Board will convene into Closed Session according to WI Statute 19.85(c). to discuss and possibly act on the hiring of a new Public Works Employee. A motion was made by Adam Reno and seconded by Steve Morgenson to convene into Close Session. Roll call vote: Dan Quinn recuse himself, Mary Litviak – yes, Steve Morgenson – yes, Harry Pulvermacher – yes, Brandon Bindl – yes, Adam Reno – yes. 4) The Committees will re-convene to Open Session to make any motions or decisions concerning this matter. A motion was made by Adam Reno and seconded by Brandon Bindl to re-convene to Open Session. Roll call vote: Mary Litviak – yes, Steve Morgenson – yes, Harry Pulvermacher – yes, Brandon Bindl – yes, Adam Reno – yes. A motion was made by Adam Reno to hire Cameron Quinn because of a 3 to 2 vote. This was seconded by Steve Morgenson, motion carried. Dan Quinn recuses. 5) Hwy 130 Sidewalk Grant Application Resolution. A motion was made by Adam Reno to reapply for the Highway 130 sidewalk grant using sidewalk grant resolution number 2023-02. This was seconded by Harry Pulvermacher, motion carried. 6) 2024 Budget. The attendees discussed various monetary concerns such as obligations to the library, property insurance, available funds, expenses on the fire station loan, and budget for parks. There were suggestions to sell some village properties to help mitigate the impact of increasing property insurance. A decision to provide insurance for the library furnishings was settled on. The tentative roadmap is to focus on sidewalk repair, maintaining financial obligation to the library, continuation of Fire Station loan payments, careful navigation around property insurance while exploring the idea of selling some village properties.
