Meeting minutes
1. Roll Call
Board members present at the meeting are Dan Quinn, Mary Litviak, Steve Morgenson, Harry Pulvermacher,
Brandon Bindl, and Adam Reno.
Also in attendance: Christa Quinn, Sandra Creasey, Pat Christianson, Brad Seymour, Alvin J Christianson,
Richard McGee.
Joined by ZOOM: Linda Schwanke, Krystal Mitchell.
2. Approve Agenda
A motion to approve the agenda made by Harry Pulvermacher and seconded by Mary Litviak. Motion carried
with unanimous approval.
3. Approved 09/12/2023 Minutes.
A motion to approve the minutes from the September 12th, 2023, made by Steve Morgenson and seconded by
Brandon Bindl. The motion carried with unanimous approval.
4. Consideration of and action on an ordinance creating a partial
code of ordinances for the Village of Lone Rock, Richland County,
Wisconsin
The board discusses the revised edition of the ordinances for the village. Members voice concerns about specific
ordinances that may not be the best fit for the village, specifically the one regarding UTV usage times. After
consideration and discussion, a motion made by Adam Reno and seconded by Harry Pulvermacher to adopt the
partial ordinances (Title 1 - 12) with the suggested changes and approved.
5. TID Update
The board was presented with the Village Number 3 Timeline for the TID project, which includes a strict
timeline for meetings and procedures. The board members also acknowledge the participation of Brad Seymour
as the public member of the TID group.
6. Consideration of and action on liquidating the 2002 Ford
Ambulance, 2007 Ford Crown Vic, and Police Pistol for the Village
of Lone Rock, Richland County, Wisconsin
The board discusses selling the 2002 Ford Ambulance, 2007 Ford Crown Vic, and Police Pistol with Wisconsin
Surplus. The seller agreement was discussed. A motion to put the items on Wisconsin Surplus by Harry
Pulvermacher, seconded by Adam Reno, and passes.
7. Water Tower Invoice
The board discusses a Water Tower Invoice. Proceed paying invoice.
8. Set date and/or Time for Trick-or-Treating (Halloween on
Tuesday)
The board agrees to keep trick-or-treating hours from 4 to 7 PM on Halloween, which falls on a Tuesday this
year.
9. Update on PW Employee position
The board reports that there are three (3) applicants for the position and that interviews will be held October
16th to recommend a suitable candidate.
10. Movie Nights – Pat Christianson
Pat Christianson brings the idea of hosting movie nights using a projector in the basement of the community
hall. The board conveys support for the idea. There are discussions regarding the availability of the venue and
the requirement for a rental agreement.
11. Building Permit.
The board approved a building permit submitted by Dean Puzon for a Service Upgrade and Rewiring. The
application was previously reviewed and approved by D. Butteris.
Harry Pulvermacher made a motion to accept the building permit for Dean Puzon seconded by Steve Morgenson
and carried unanimously.
12. Fire District – Lift assistance
The topic of lift assistance discussed. Currently, when the ambulance needs assistance to lift a patient, they call
the fire department. However, the fire department has been billing for this service separately. This has created
confusion when submitting these bills to insurance carriers because there is no specific code for lift assist. The
board is considering a change in this process where the ambulance would bill for everything including lift assist.
13. Police
No report
14. Library
The library reported having 160 checkouts and 131 visitors. Additionally, they had twenty-two kids and eleven
adults for Thursday story time. The Ithaca Lions Club will be performing vision checks for homeschooled
children at the library on October 26th. Lastly, the library will be open for Trick-or-treating, and they will hand
out activity books and small toys.
15. Public Works Department – Chris Conner & Haydn Walsh
Shared a brief discussion about various issues including the closing of the splash pad and closing the bathrooms
at the parks.

17. Upcoming Meeting
The board announced the upcoming Budget Meeting scheduled for Tuesday, October 17th at 6:00 PM at the
Village Office.
18. Next Board Meeting
The board announced the next board meeting which will take place on November 14, 2023, at 7:00 PM in the
Village Office.
19. Review Check Register/Bills
The board reviewed the check register and bills. There were no significant issues or discrepancies noted.
20. Adjourn
The meeting adjourned at 7:28 PM without any notable objections or further business to discuss.
