The roll confirmed the attendance of Dan Quinn, Mary Litviak, Steve Morgenson, Harry Pulvermacher, Brandon Bindl, and Adam Reno. Also in attendance: Esther Marshall, Chris Conner, Cameron Quinn, Christa Quinn, Brad Seymour, Pat Christianson, Sandra Creasey, Theresa Jensen, Alvin J Christianson, Brandy Dosch, Misty Molzof (SWWRPC). Zoom: Linda Schwanke. Approve Agenda A motion to approve the meeting's agenda was made by Adam Reno, seconded by Brandon Bindl. The motion carried with all in favor. Approval of 02/13/2024 Minutes Approval of the minutes from the February 13, 2024, meeting was discussed. Steve Morgenson made a motion to approve the minutes, seconded by Adam Reno. The motion was passed unanimously. Resolution 2024-01 Approving Tax Increment District (TID) No.3 Project Plan and Boundary A correction in numbering for the resolution was noted; it was meant to be Resolution 2024- 02, not 2024-01. A motion to pass Resolution 2024-02 was made by Adam Reno, seconded by Steve Morgenson. The resolution was approved with all members in favor. Amended 2024 Budget Mary Litviak provided an update on the 2024 budget amendment concerning a contract with Southwest WI Regional Planning. Funds had been moved around to cover this contract, which became unnecessary as the need for the contract was resolved shortly before the meeting. Tammy Christianson indicated that a separate fund would need to be monitored, suggesting more adjustments could be expected. Discussion then shifted to financial concerns regarding Tax Increment Districts (TID) funding. Fire District No specific update was given for the Fire District; it was noted that there would be no meeting until the end of the month. EMS A discussion surrounding the Emergency Medical Services (EMS) took place. It included l topics such as educational events, equipment purchases, billing issues, and the pressing matter of insurance coverage for EMS volunteers which appeared to have prior misunderstandings involving worker's compensation and affiliation with the fire department insurance policy. It was resolved that immediate steps would be taken to ensure EMS volunteers have proper insurance coverage. Police An email from Richland County Police Department detailed activity reports including 28 calls for service and 19 citations in the Village. A concern was raised by a community member about a motorcycle rider; it was advised to directly call authorities every time a sighting occurs. Library Library statistics comprised 27 visits, 61 checkouts in-person, 94 via the Libby app, with notable mention of eclipse glasses being available. Public Works Department – Chris Conner & Cameron Quinn Chris Conner reported has passed the water examination and is now fully certified. An upcoming water tower cleaning was announced requiring a lower water level. Public Input Residents expressed their appreciation for response to concerns and participation in the cabin fever fundraiser which was a success. Upcoming Village or Community Meetings Multiple upcoming meetings were announced. Tammy Christianson requested the cancellation of the March 19th Plan Commission meeting due to unavailability to revise zoning documents. The spring election on April 2nd was confirmed to take place from 7 AM to 8 PM. An economic development meeting is scheduled for March 25th at 6:00 PM. Next Board Meeting The next Board meeting was announced for April 9, 2024, at 7 PM at the Village office. Review Check Register/Bills No specific checks or bills were discussed within the transcript, but it is standard practice for the board to review and approve financial transactions during meetings.
