At 9:10AM Chair Lorbeer called the meeting to order.

CHAIR REPORT
1) Tori Miller Busch Memorial Drinking Fountain.
· Nothing to report this month.
2) Green/Yellow Curb Repainting.
· Met with Roseman in December. Work order issued for all but two locations.
3) Parking Meter Replacement Project (Smart Meter).
· Financial Management is reviewing numbers.
· City Manager’s office is negotiating proposal.
· Expect to approve and begin replacement project in January.
· Jim has meeting schedule with CM staff next week.
4) Newsrack Program.
· Inspected existing locations and rack this month, and expect to present report and
revised map for approval in January.
· Intend to review map with BSBA Executive Director.
5) Median Landscape Redesign and Upgrade Project.
· Nothing to report this month.

8) Announcements:
Commissioner Forsberg asked about parking lot landscaping concerns.
Chair Lorbeer informed that landscaping issues had been resolved.
Commissioner Lippke spoke about landscaping.
Commissioner Schneiter spoke about bond funds.
Chair Lorbeer spoke about bond funds, BSPBIAAC revenue, and potential upcoming
projects.
PUBLIC PARTICIPATION
Melinda Cotton spoke about parking challenges related to restaurants.
Lippke spoke about increase in tax revenue related to liquor license.
Cotton spoke about increased police activity relative to liquor licenses.
Lorbeer spoke about the history of parking requirements in Belmont Shore for
businesses, specifically restaurants, and he addressed newly established Baja Fish
Taco.
Schneiter spoke about consitency with parking guidelines.
Lorbeer spoke about ABC approval for beer and wine license for new restaurants.
Ralph Lepre spoke about Baja Fish Taco.
Dede Rossi spoke about Olive's looking to sub lease their location for a potential
restaurant.
Lorbeer spoke about Olive's and food trucks in Belmont Shore.

Rossi spoke about food truck regulations.
Schneiter spoke about food truck challenges.
Lippke spoke about food trucks create festive atmosphere.
Rossi spoke about LBPD enforcing skateboard violations on 2nd Street.
Dan Halverson asked if employees are included in occupancy count.
Lorbeer informed that employees are included in occupancy count.
Cotton spoke about the BSPBIAAC making a motion to address parking regulation
issues.
Lorbeer spoke about Consent Calendar - Financial Report and Long Beach Transit
Report both showed good results. Also he spoke about new bus passes soon to be
distributed, and the rate has been increased from $0.50 to $0.75.

Lorbeer informed of the bid process.
City staff discussed the bid process and status.
Commissioner Starr spoke about the BSBA addressing the trash
enclosure maintenance.
Rossi spoke about noticing business owners of new bus passes.
Halverson asked about which companies provided demonstrations.
Lorbeer clarified that the demonstrations were only to better
understand cleaning process.
A motion was made by Schneiter, seconded by Lippke, to approve
recommendation. The motion carried by the following vote:

7. 14-007BS Recommendation to receive and file a status report regarding exploration
of installing public security cameras on 2nd Street in Belmont Shore, and
recommend that City staff go forward with the bid process to purchase
security camera equipment.

Lorbeer informed of the security camera project.
Forsberg asked about the level of cameras to be purchased.
Lorbeer spoke about the technology of cameras, and that the LBPD will
maintain the cameras.
Jeffer asked about surveillance field and distance.
Lobeer estimated surveillance approximately two blocks or 700 feet.
Lippke asked about camera locations.
Forsberg spoke about the potential for more cameras.

Discussion ensued.
A second motion was made by Commissioner Ramelow and seconded
by Commissioner Jeffer to instruct City staff to go out to bid for a
maximum of 16 cameras, and to request the ad hoc subcommittee to
make a presentation at the next BSPBIAAC meeting to address the
tecnology and locations of security cameras. The vote carried: YES -
6; NO - 0; ABSENT - 1.
A motion was made by Commissioner Starr, seconded by Lippke,
to approve recommendation. The motion carried by the following
vote:
Yes: 6 - Samuel Lippke, Joy Starr, William W. Lorbeer, Marsha
Jeffer, Eric Forsberg and Lisa Ramelow
Excused: 1 - Kurt Schneiter
PUBLIC PARTICIPATION
Endersen asked about businesses with existing security cameras, and the camera
field of vision.
Discussion ensued.
Cotton spoke about modifying the motion to limit the bid to $6,000 per camera, and not
to exceed $100,000 total cost.
Rossi asked about median flowers, and she requested that the BSPBIAAC approve
more funding for median color.
Lorbeer requested that City staff add to next month's agenda approval for funding
Midori to continue median color.
