At 9:05AM Chair Lorbeer called the meeting to order.

CHAIR REPORT
Chair Lorbeer spoke about Quiet Zone signs to be considered when Commissioner
Forsberg is available to provide input.
1. Tori Miller Busch Memorial Drinking Fountain - Nothing to report this month.
2. Security Cameras - Ad hoc committee met and revised camera locations; price will
likely increase to cover more and better cameras; will bring bid results to PC for
final approval next month.
3. Parking Meter REplacement Project (Smart Meters) - Nothing to report this month.
4. Newsrack Program - Nothing to report this month.
5. Median Landscape Redesign and Upgrade Project - Nothing to report this month.
6. Steam Cleaning Contract - New contractor is receiving very high praise; Steam

Cleaning Schedule:
Alleys: (1) 3/31-4/3, (2) 6/30-7/3, (3) 9/29-10/2
Sidewalks: April 7-10 and 21-24, May 5-8 and 19-22, and June 2-5 and 16-19
7. Propsoed Parking Lot - 205 La Verne - Nothing to report this month; No date for
Planning Commission hearing.
8. Sharrow status - Nothing to report this month.
9. Quiet Zone Signs - Petition received from Corona residents; will bring back next
month with appropriate recommendation.
10. Announcements - Meters will be enforced on Easter Sunday; Stroll & Savor - May
14 & 15, 2014.
PUBLIC PARTICIPATION: Members of the public are invited to address the
Commission on items of interest to the public within Commission jurisdiction. Each
speaker will be limited to three minutes unless that time is extended by the Chair.
Public participation will be heard without discussion or action on the issues raised.
Dave Newell praised the Commission for good works; suggested alternate solution for
parking challenges would be to solicit existing banks to make available their parking.
Larry Goodhue spoke about memorial fountain options; concern about artwork on
Granada utility box; recommended new ordinance targeting those who give money to
the homeless.
Chair Lorbeer spoke about the Commission's responsibilities and limitations.
Melinda Cotton spoke about the application and plans for the proposed 205 La Verne
parking lot.
Lorbeer spoke about zoning code for banks and that the Commission has no authority
to dictate what banks must provide beyond what is detailed by the City code.

speed limit sign on 2nd Street.

Commissioner Lippke spoke about speed limit sign on Livingston
approaching 2nd Street is not visable enough.

City staff spoke about status of the parking meter project.
Lorbeer spoke about revenue versus expenditure concern related to smart meters.

Lorbeer spoke about zeroing out the meters.
Commissioner Jeffer asked about current meter collection fee level.
Lorbeer explained collection fee charged by the City.
Goodhue expressed concern about hacking credit card information.
Vice Chair Starr spoke about various banks charge parking fee, should be able to pay
for lot maintenance.
Lobreer spoke about his experience with making his lots available for public parking.
Mrs. Newell asked if there was a way to encourage banks to allow public parking.
Lorbeer informed that the Commission can only advise the City to enforce regulations.
Dede Rossi said that she will speak with one of the bank managers regarding public
parking.
Lorbeer spoke about Chase Bank.
Rossi spoke about Rite Aid enforcing towing those in violation.
Goodhue recommended soliciting Trader Joe's to open a location in Belmont Shore.
Lorbeer spoke about his experience trying to bring Trader Joe's to Belmont Shore.
