Chairwoman Fitzpatrick asked for all people in the audience who plan to give
testimony to please stand, raise their right hand and they were sworn in by Myeesha
Ayala.
APPROVAL OF MINUTES OF MARCH 17, 2014
It was moved by Board Member Arnold and seconded by Board Member Hamilton to
approve the minutes as submitted. The motion carried 3-1. Board Member McCarthy
abstained.

Substandard Building Case
Chairmwoman Fitzpatrick called for the owner or owner’s
representative to appear before the Board and Michael Ferrera, 2090
Knoxville Avenue, Long Beach, CA 90815, Owner and Al Gapik, P.O.
Box 908, Yorba Linda, CA 92885 appeared. Staff indicated that as per
recent inspection, the property remains in violation.
It was moved by Board Member Hamilton and seconded by Board
Member Arnold to continue the case to May 19, 2014 to allow the
owner to continue to seek funding for the repairs. Also, order the owner
to maintain the structures in a safe, clean and secure manner until the
demolitions or rehabilitations are complete and to provide Code
Enforcement Staff access to verify existing conditions. The motion
carried unanimously.

NEW OR UNFINISHED BUSINESS - 17 ELLIS STREET
Staff presented an updated on 17 Ellis Street and introduced Deputy City Attorney, Art
Sanchez.

It was moved by Chairwoman Fitzpatrick and seconded by Board Member Arnold that
the hearing be adjourned at 3:09 p.m. The motion carried 4-0.

Substandard Building Case
Suggested Action: Conclude the Hearing, adopt the findings of the
Building Official as the Board’s findings,
determine that the Single Family Dwelling with
Detached Garage located at 2090 Knoxville
Avenue is substandard and a public nuisance,
and order the owner to demolish or rehabilitate
the structures as per Findings dated April 11,
2014 by May 11, 2014. Also, order the owner
to maintain the structures in a safe, clean and
secure manner until the demolitions or
rehabilitations are complete.
