ROLL CALL Commissioners William W. Lorbeer, Marsha Jeffer, Eric Forsberg and Lisa Present: Ramelow Commissioners Joy Starr and Samuel Lippke Excused: Commissioners Kurt Schneiter Absent: Also present: Dede Rossi, BSBA Executive Director; Ricky Dockery, CD 3 Staff; Terry Endersen, BSRA President. CHAIR REPORT 1) Library Bus Stop Reconfiguration. · Bus stop at Bay Shore Library has been removed and is out of service (June 2013) - LBT has confirmed bus stop has been permanently removed. · Met with City Traffic Engineer - installation of parking space under review. 2) Security Camera Project. · Installation should be complete this week. · Cameras should be active upon installation. 3) Belmont Shore Parking Studies. · Work scope presentation tentatively scheduled for January. 4) Sidewalk Steam Cleaning Program Review. · Complaints re: condition of sidewalks. · Meeting with Spectrum to review various options. · Comments from Spectrum. Page 1 of 5 CITY OF LONG BEACH THURSDAY, NOVEMBER 20, 2014 BELMONT SHORE PARKING BAY SHORE LIBRARY, 195 BAY SHORE AND BUSINESS AVENUE, THIRD THURSDAY, 9:00 AM IMPROVEMENT AREA ADVISORY COMMISSION MINUTES 5) Upgrading Parking Lots to Smart Meter Pay Stations. · Met with City Traffic Engineer - locations available w/o loss of parking space. · Action delayed until after Parking Study is complete · Bond funds are not at risk. 6) Proposed Smart Meter Program - Street Meters. · Council action delayed until December 2, 2014. 7) Announcements: Christmas Tree lights in bay and median will be turned on Nov 27th Christmas Parade - Dec 6th Free Parking Days - Dec 13/14 and 20/21 Virginia Shlemmer passing, service PUBLIC PARTICIPATION · Christian Terry, Spectrum Facilities - need more frequency of services; increased pedestrian traffic, suggest some type of weekly program, other option is to seal w/two coats on surface, water repellant, non-slip, then no penetration into surface, no need to use harsh chemicals, currently testing area, bring back analysis in January, may need more layers of sealant; had chemist visit site, recommended; need to add more coats due to absorbent; · Jeffer - asked about addressing dog droppings · Chris - said that sealant would address dog droppings · Lorbeer - informed of the process, does not address frequency needs; summer bumped up to every week, in Oct went back to bi monthly; water overage was a problem; company has ability to collect water; currently collecting in alley due to grease, and when use any chemical, need to collect; need to respect neighborhood · Terry - cannot collect 100% of water, but should not impact cost of service, can re-use water · Jeffer - asked if sealer works on bricks as well. · Terry - yes, sealer works on bricks. · Ramelow - asked dif there have been water complaints. · Dockery - said CD 3 office has received 2-3 standing water complaints/week. · Lorbeer - said they need to be aware of standing water; his crew did extensive work to mitigate. · Forsberg - January is a good time to evaluate steam cleaning frequency and take action. · Lorbeer - addition to frequency increase good idea, either Conservation Corps, or Spectrum Facilities, or? · Jeffer - this year was an especially warm fall season, therefore increase in foot traffic, therefore dirty sidewalks. · Forsberg - consider a January item to expand contract, need budget impact, maybe summer cleaning goes through October, rain reduces need. · Lorbeer - if new meters are approved, need to evaluate budget anyway. · Dave Newell - complaints of noise due to possible early morning cleaning, near alley residents. · Lorbeer - noise heard very early morning 3-4 AM is due to alley cleaning by other than Spectrum Facilities. · Rossi - Simzy’s back area, every once and awhile new contractor comes b4 7AM by mistake. · Newell - not sure if sidewalk cleaning; what hours? · Lorbeer - alleys are cleaned once each quarter. · Newell - businesses clean back of business, can residents treat runoff standing water? · Terry - no chemicals can be used on water. Page 2 of 5 CITY OF LONG BEACH THURSDAY, NOVEMBER 20, 2014 BELMONT SHORE PARKING BAY SHORE LIBRARY, 195 BAY SHORE AND BUSINESS AVENUE, THIRD THURSDAY, 9:00 AM IMPROVEMENT AREA ADVISORY COMMISSION MINUTES · Lorbeer - chemical questions are responsibility of the City's Health Department. · Newell - asked about bank public parking during the Belmont Shore Christmas Parade. · Lorbeer - informed about ordinance regulating banks allowing public parking. · Rossi - all banks are okay for Christmas Parade parking; encourage beach/Appian Way parking. · Terry Endersen - would like a brief synopsis of Commission recommendation for new meters. · Lorbeer - explained that the Commission September meeting minutes has the recommendation. His understanding is that card merchant contract prohibits convenience fee, paying utility bills over phone is different; convenience fees are off table until can amend contract w/credit card vendors; regarding recommendation from Commission - increase parking lot rates, eliminate 8 hour compounding rate in lots (same as street), felt enough to cover operational cost, bond funds could pay for purchase; did not want to raise street meter rates (keep at $0.50/hr); Commission voted to not install sensors, Lorbeer wanted, but if it's a matter of pucks w/meters vs no pucks no meters - probably would go w/pucks; concern expressed was pucks would allow increased parking enforcement; puck batteries wear out, seemed economically unsound; need data collected by pucks. Lorbeer, Marsha Jeffer, Eric Forsberg and Lisa Ramelow Excused: 2 - Samuel Lippke and Joy Starr Absent: 1 - Kurt Schneiter 5. 14-068BS Recommendation to approve purchase of four wooden trees for installation in the 2nd Street medians at a cost not to exceed $6,000. Attachments: 14-068BS Median Holiday Trees Purchase.pdf · Lorbeer - informed the history of the trees, and the project; trees will last 6 years, which averages out to at cost of $1,000/year; there is also an existing tree from last year as well, cost to paint approximately $400; would like to amend recommendation to not to exceed $6,500. · Ramelow - discussed installation locations. · Newell - asked about median pedestrians traffic allowance. · Rossi - said that pedestrian foot traffic is allowed during the Christmas Parade as usual. · Matt Peterson - thanked the Commission from the BSBA.
