PROPERTY OWNER, as the property owner of record, is the responsible party for the cited violations. The cited violations did exist on the date the citation was issued. The Appellant violated section(s) 8.76.010 (B) of the Long Beach Municipal Code, because on May 20, 2014, the conditions of the subject property were such that the paint covering on the building was not being maintained in such a manner so as not to become deteriorated to a condition that would permit decay, discoloration, excessive checking, cracking, warping which would render the building unsightly or in a state of disrepair on the property.
