CALL TO ORDER Vice-Chairwoman Diane Arnold opened the meeting at 10:31 a.m. ROLL CALL Commissioners Diane L. Arnold, Michael W. McCarthy, Eric Witten and Julian Present: DelGaudio Commissioners Jo Anne Fitzpatrick, Jim Thompson and Michael Hamilton Excused: SWEARING OF WITNESSES Vice-Chairwoman Diane Arnold opened the hearing at 10:31 a.m. in the Code Enforcement Conference Room and referred to Ordinance No. C-5232, asked for all the people in the audience who planned to give testimony to stand, and they were sworn in by Myeesha Ayala. APPROVAL OF MINUTES FOR MAY 20, 2015 It was moved by Board Member McCarthy and seconded by Board Member DelGaudio to approve the minutes as submitted. The motion carried 3-1. Vice-Chairwoman Diane Arnold abstained; she was not present at the May 20, 2015 meeting. No. CESB221353, Council Dist. 5 Substandard Building Case Vice-Chairwoman Diane Arnold called for the owner or representative to appear before the Board and no person appeared on behalf of this property. Staff indicated that as per recent inspection, the property remains in violation. It was moved by Board Member McCarthy and seconded by Board Member Witten to conclude the Hearing, adopt the findings of the Building Official as the Board’s findings, determine that the Single Family Dwelling with Detached Garage is substandard and a public nuisance, and order the owners to demolish or rehabilitate the structures as per Findings dated August 10, 2015 by September 19, 2015. Also, order the owners to maintain the structures in a safe, clean and secure manner until the demolitions or rehabilitations are completed. The motion carried unanimously. 2 CASE NO. C - 7855-08-15: 785-87 MOLINO AVE, LINDA WOLFINGER, Owner, Proj. No. CESB221315, Council Dist. 2 Substandard Building Case Vice-Chairwoman Diane Arnold called for the owner or representative to appear before the Board and Ali Olfati, 5199 E. Pacific Coast Hwy, Long Beach, CA, 90804, architect representing the owner, appeared. Staff indicated that as per recent inspection, the property remains in violation. It was moved by Board Member McCarthy and seconded by Board Member DelGaudio to conclude the Hearing, adopt the findings of the Building Official as the Board’s findings, determine that the Two-Story Duplex is substandard and a public nuisance, and order the owner to rehabilitate the structure as per Findings dated August 10, 2015 by November 19, 2015. Also, order the owner to maintain the structure in a safe, clean and secure manner until the rehabilitation is complete. The motion carried unanimously. No. CESB220804, Council Dist. 5 Substandard Building Case Vice-Chairwoman Diane Arnold called for the owner or representative to appear before the Board and Cameron Crockett, 1327 Loma Ave, Long Beach, CA 90804, owner’s representative, appeared. Staff indicated that as per recent inspection, the property remains in violation. It was moved by Board Member McCarthy and seconded by Board Member DelGaudio to conclude the Hearing, adopt the findings of the Building Official as the Board’s findings, determine that the Single Family Dwelling with a Detached Garage located at 3659 Woodruff Avenue is substandard and a public nuisance as per Findings dated August 10, 2015. Advise the owner to continue to work with the Planning Division in obtaining permits and plans and to begin work by October 19, 2015. Staff will give a progress updated at the November 16, 2015 board meeting. Also, order the owner to maintain the structures in a safe, clean and secure manner until the demolitions or rehabilitations are completed. The motion carried unanimously. No. CESB221916, Council Dist. 3 Substandard Building Case Vice-Chairwoman Diane Arnold called for the owner or representative to appear before the Board and Thomas Muntsinger, 6700 Warner Ave #22E, Huntington Beach, CA 92647, owner; Alan Reed, 16060 Ventura Blvd #110, Encino, CA 91436, owner’s representative; Greta Thompson, 24 Redondo Ave, Long Beach, CA 90803 and Francis Segura, 3504 E. 1st St #7, Long Beach CA 90803, concerned neighbors, appeared. Staff indicated that as per recent inspection, the property remains in violation. It was moved by Board Member McCarthy and seconded by Board Member Witten to conclude the Hearing, adopt the findings of the Building Official as the Board’s findings, determine that the Two-Story Single Family Dwelling with Detached Garage is substandard and a public nuisance, and order the owner to begin cleaning the exterior of the property every two weeks, effective immediately. In addition, the board gave the owner six weeks to meet with Planning and Historic Preservation to determine City requirements and start plans for rehabilitation, then return to the next board meeting on October 19, 2015 with an update on his progress. Also, order the owner to maintain the structure in a safe, clean and secure manner until the rehabilitations are complete. The motion carried unanimously. OPPORTUNITY FOR PUBLIC COMMENTS NEW OR UNFINISHED BUSINESS Angela Reynolds proposed a new BEAC meeting date and time that works for all members of the board. The board agreed to have the meeting every third Monday at 4:30 p.m. beginning September 21, 2015.
