Chairman Thompson opened the meeting at 1:35 p.m.
CALL TO ORDER
Chairman Thompson opened the hearing at 1:35 p.m. in the Code Enforcement Conference
Room and referred to Oridnance No. C-5232, asked for all people in the audience who planned
to give testimony to stand, and they were sworn in by Myeesha Ayala.

It was moved by Board Member McCarthy and seconded by Board Member Arnold to approve
the minutes as submitted. The motion carried 5-1. Board Member Whitehead was not present
at the time. He arrived at 1:50 p.m.

It was moved by Board Member McCarthy and seconded by Board Member
Arnold to conclude the hearing, determine that the cited violations did exist on
the date the citations were issued for cases CEPH233537 and CEPH233120.

The appeal is hereby denied. The motion carried unanimously.
In addition, the Board moved to continue cases CEPH233238 and
CEPH233123 to the next scheduled meeting of March 20, 2017, giving Mr.
Bassin the opportunity to provide legal proof of an Unlawful Detainer for an
eviction as a result of his delayed efforts in bringing the property into
compliance. The motion carried 4-1, Board Member McCarthy opposed.

ADMINISTRATIVE CITATION CASE
Chairman Thompson called for the owner or representative to appear before
the Board and Greg Blackburn, 2356 Knoxville Ave, Long Beach, CA
90815, Owner and Bruce Menke, 5000 E. Spring St. #405, Long Beach,
CA 90815, Owner’s Attorney, appeared.
It was moved by Board Member Witten and seconded by Board Member
McCarthy to conclude the hearing, determine that the cited violations in
reference to the Garage Access, did exist on the date the citation was issued
and the owner is required to remove the shed. The appeal is hereby denied.
The motion carried unanimously.
The Board moved to continue the two items referencing the roof and dead
vegetation/tree to the next scheduled hearing of March 20, 2017 to allow
appellant to provide their Certified Arborist report indicating the tree is healthy.
Also, the owner’s agreed to meet with staff at the property and re-inspect the
condition of the roof, to determine whether or not the roof needs to be
replaced. The motion carried unanimously.
