BROADWAY, STE. 400 CONDEMNATION MINUTES LONG BEACH, CA 90802, 1:30 PM REGULAR MEETING - 1:30 P.M. ROLL CALL Commissioners Eric Witten, Jim Thompson, Michael Hamilton, Diane L. Arnold, Present: Michael W. McCarthy, Charles Whitehead and Ethel Powers CALL TO ORDER Chairman Thompson opened the meeting at 1:38 p.m. in the Code Enforcement conference room. SWEARING OF WITNESSES Chairman Thompson referred to Ordinance No. C-5232, asked for all persons who plannned to give testimony, to stand, raise their right hand, and they were sworn in by Myeesha Ayala. APPROVAL OF THE MINUTES FOR AUGUST 21, 2017 It was moved by Board Member Arnold and seconded by Board Member Witten to approve the minutes as submitted. Board Member McCarthy abstained, he was not present at the August meeting. 1 CASE NO. 7879-09-17: 3745 LONG BEACH BLVD: HOWARD MARTIN, OWNER, CE CASE NO. CEAC239795, COUNCIL DIST. 7 ADMINISTRATIVE CITATION APPEAL CASE Chairman Thompson called for the owner or representative to appear before the Board and Debbie Peurrung, 3750 Long Beach Blvd Ste. 200, Long Beach, CA, 90807, party owner of 3777 Partners, LP, appeared. In addition, the tenants who reside at 3740, 3742 & 3752 Locust Avenue appeared to speak on how the violations at this property have affected their quality of life. It was moved by Board Member Hamilton and seconded by Vice-Chairwoman Arnold to conclude the hearing, determine that the appellant is the "Responsible Party" and the cited violations did exist on the date the citation was issued. In addition, the Board gave the owners 30 days to clean and remove all items from the property. CEGC241688, COUNCIL DIST. 2 ADMINISTRATIVE CITATION APPEAL CASE Chairman Thompson called for the owner or representative to appear before the Board and Frank Glalketsis President of Appleton Properties, LLC, 174 Shorecliff Rd., Corona Del Mar, CA 92625, appeared. The first motion was made by Board Member McCarthy stating the owner is not the "Responsible Party" and made a motion to grant the appeal. All other members of the Board did not support this first motion. A second motion was made by Board Member Witten and seconded by Vice-Chairwoman Arnold to conclude the hearing, determine that the appellant is the "Responsible Party" and the cited violations did exist on the date the citation was issued. The motion carried 6-1, Board Member McCarthy opposed. The appeal is hereby denied.
