Chairman Witten called the meeting to order at 1:34 p.m.

Chairman Witten lead us in the Flag Salute.
MINUTES
1 Recommendation to approve the Minutes for May 17, 2021.
It was moved by Board Member Gerdes and seconded by Board Member
Thompson to approve the minutes as submitted. The motion carried 6-1, Board
Member Powers was still attempting to connect through WebEx.

Chairman Witten referred to Ordinance No. 5232, and Board Secretary, Myeesha Ayala asked
for all persons who plant to give to testimony, to stand, raise their right hand and be sworn in.

CABE TOYOTA, BUSINESS OWNER; CE CASE NO. CEWA273065
WEED ABATEMENT CASE
Chairman Witten called for the owner or representative to appear on behalf of
the case and John Cabe, 10222 Central Ave, Garden Grove, CA, owner,
appeared on behalf of the case.
It was moved by Board Member Thompson and seconded by Board Member
Chambers to conclude the hearing, determine that the cited party is the current
owner and responsible party of the subject property located at 2259 Long
Beach Blvd and the violations listed did exist on the date the property was
cleaned by LAL Services, contracted by the City of Long Beach. In addition the
fees associated with the cleaning of the property are reasonable. The motion
carried unanimously.
Based on the foregoing, the appeal is hereby denied.
3 CASE NO. 7920-06-21: 2959 CHESTNUT AVE; STEVEN CHIO,
OWNER; CE CASE NO. CESB274702
SUBSTANDARD BUILDING CASE
Chairman Witten called for the owner or representative to appear on behalf of
the case and the owner was not present. Several neighbors spoke on behalf of
this case expressing their concerns.
It was moved by Chairman Witten and seconded by Board Member Thompson
to conclude the hearing, adopt the findings of the Building Official as the
Board's findings, determine that the One-Story Single Family Dwelling located

at 2959 Chestnut Ave, Long Beach, CA 90806 is substandard and a public
nuisance, and order the owner to obtain a demo permit by August 6, 2021.
Also, order the owner to maintain the structure in a safe, clean and secure
manner until the demolition or rehabilitation is completed. The board asked that
we continue this case to the next scheduled hearing on August 16, 2021, to
provide an update on the progress. The motion carried unanimously.
4 CASE NO. 7921-06-21: 928 LONG BEACH BLVD; THE KAY
MENDOZA TRUST/ KAY MENDOZA, TRUSTEE: CE CASE NO.
CESB274736
SUBSTANDARD BUILDING CASE
Chairman Witten called for the owner or representative to appear before the
board and Ricardo Macial 42950 Paramount Blvd, Downey, CA 90242,
representative of this property, was present to speak on behalf of this case.
It was moved by Board Member Thompson and seconded by Board Member
Chambers to conclude the hearing, adopt the findings of the Building Official as
the Board's findings, determine that the Two-Story Single Family dwelling
located at 928 Long Beach Blvd, Long Beach, CA 90813 is substandard and a
public nuisance, and order the owner to demolish or rehabilitate the structure
as per findings dated April 6, 2021 by September 19, 2021, giving the owner
additional time to obtain permits. Also, order the owner to remove the graffiti in
addition to maintaining the structure in a safe, clean and secure manner until
the demolition is completed. The motion carried unanimously.
5 CASE NO. 7922-06-21: 1403 LOCUST AVE; JESUS LIM, NEW
OWNER, CE CASE NO. CESB274219
SUBSTANDARD BUILDING CASE
Chairman Witten called for the owner or representative to appear on behalf of
the case and Jesus Lim 450 N. Brand Blvd, Glendale, CA 91203, owner,
appeared on behalf of the case.
It was moved by Board Member Chambers and seconded by Board Member
Gerdes to conclude the hearing, adopt the findings of the Building Official as
the Board's findings, determine that the One-Story Duplex located at 1403
Locust Ave, Long Beach, CA, is substandard and a public nuisance, and order
the owner to demolish or rehabilitate the structure as per Findings dated March
12, 2021 by August 19, 2021. Also, order the owner to maintain the structure in
a safe, clean and secure manner until the demolition or rehabilitations are
