A motion was made by Member Tejani, seconded by Vice Chair Robson, to approve recommendation. Alfred Mata, Program Manager for Public Health Advocates, provided a presentation on the Healthy Drinks in Kids Meals Campaign, a copy of which was received and filed as part of the permanent records. In order to combat rising obesity rates in children, the campaign seeks to require restaurants that provide kids meals to offer healthy beverages, either milk or water, as the default beverage included with that kids meal. Although milk or water would become the default beverage included with the meal, parents would have the option of ordering a sugar sweetened beverage. Mr. Mata indicated that many restaurants have already made the move to include a healthy beverage in their kids meal, and that the City of Davis, California, in October 2015, became the first city to regulate beverage offerings in kids’ meals, requiring that milk or water be the default beverage option. Public Health Advocates requested the Board’s support for a Long Beach Ordinance. Chair Petit requested a Board motion supporting the Healthy Drinks in Kids’ Meals Proposal. Kelly Colopy, Director of Health and Human Services, indicated that there was no significant update at this time regarding the Affordable Care Act. Staff are continuing to track this item and will advise the Board of any new information. Boardmember Robson requested to include Senate Bill 562 (SB 562), the Healthy California Act introduced by Senators Lara and Atkins, be included as part of the ongoing Affordable Care Act discussion. SB 562 would create the Healthy California Program to provide comprehensive universal single-payer health care coverage and a health care cost control system for the benefit of all residents. This BH-Agenda Item was received and filed. 4. 17-009BH Recommendation to receive and file a report on the current status of the City's implementation of the legalization of marijuana. Ms. Colopy indicated that there was no significant update at this time regarding the City’s marijuana legalization efforts. City procedures were moving forward, and an education component is being worked on. The Department’s Public Health Laboratory was researching procedures for marijuana testing in order to be prepared should the need arise. Ms. Colopy reminded the Board the medical marijuana dispensaries were cleared to open this year, however recreational marijuana dispensaries would not open until 2018. Chair Petit questioned the budget, and how funds would be allocated for enforcement, education, regulation, etc. Tiffany Cantrell-Warren, Community Health Bureau Manager, responded that budget details were still being determined, however the City provided $100,000 in immediate one-time funding for an educational campaign focusing on drugged driving. Kelly also reminded the Board that the Department had applied for additional funding through a grant from the Office of Traffic Safety, and that a response was still pending. Page 4 of 6 CITY OF LONG BEACH FRIDAY, APRIL 14, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM 5. 17-010BH Recommendation to receive and file a report on the current status of the City's efforts to reduce the rates of HIV and STDs. Ms. Colopy advised the Board that Los Angeles County Supervisor Janice Hahn’s office would like to put forward a motion to the supervisors to direct everyone to collaborate, coordinate and generally work better together to address the higher rates of HIV/SDTs in Long Beach. A Long Beach specific taskforce will be created under the HIV Commission to come together and draft a Board motion for a coordinated effort across the various systems. Ms. Colopy spoke of her meetings with the Pasadena Design School, and the creative process used to develop an HIV/STD awareness campaign which we anticipate will be released in the fall of 2017. Ms. Colopy also informed the Board that the Department is in the final contracting stages of being recognized as a PrEP provider in the City of Long Beach. This BH-Agenda Item was received and filed. 6. 17-011BH Recommendation to receive and file a report on the curent status of the Port of Long Beach On-Dock Rail Support Yard Project, as it relates to the Department's Mult-Service for the Homeless. There was no new information to provide on this item. EXECUTIVE DIRECTOR'S REPORT Ms. Colopy provided the Board with an update on the Departments 2017 Public Health Week Conference, held the day before at the Long Beach Airport Marriott. Ms. Colopy indicated that the conference was very successful, with over 400 individuals in attendance and keynote speaker Dr. America Bracho, Executive Director of Latino Health Access, who spoke on recent book “Recruiting the Heart, Training the Brain”, which gives voice to the Latino health experience in Santa Ana, California, and describes how solving today's major health problems requires more than just medicine, success depends upon being anchored in the community, nurturing confidence and unlearning apathy. Ms. Colopy also provided the Board with an update on the Successful Aging Colloquium held on April 12th. 140 participants attended a day-long meeting focusing on the issues of older adults and to determine what an older adult agenda looks like for the City. The Department, working with St. Mary Medical Center, SCAN and The Archstone Foundation is working to put together a funding option to open an Office of Aging. Ms. Colopy indicated that SCAN Healthcare has committed funding for a FUSE fellow working around older adult issues, who would begin working with the Department in October, 2017. Page 5 of 6 CITY OF LONG BEACH FRIDAY, APRIL 14, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM Ms. Colopy informed the Board that she had been appointed as a member of the Measure H Revenue Planning Committee to determine the allocation of Measure H. funds. Committee members are currently looking at 19 strategies and are attempting to determine how much money will go to each of these strategies. Boardmember Robson asked when the data from the 2017 Homeless Count would be available. Ms. Colopy responded that the data was being finalized, and was expected to be released within the next two weeks. Ms. Colopy announced that the City, in partnership with the Downtown Long Beach Business Association, will be hosting a Homeless Summit on Thursday, April 27th. Attendees at this summit will have the chance to discuss the vision of homelessness for the City. ANNOUNCEMENTS Chair Petit reminded the Board that if they have any items for Board discussion, to please inform her, Kelly or Dennis Keith ahead of time so that the item can be placed on the official agenda. Chair Petit advised the Board that there is currently a boycott of the Long Beach Westin and Renaissance Hotels due to the current employee labor dispute.
