Each speaker will be limited to two minutes unless that time is extended by the Chair. There was no public participation. REGULAR AGENDA 17-013BH Recommendation to receive and file a presentation on the Port of Long Beach Community Grants Program. Boardmember Fong arrived at 7:52 a.m. Heather Tomley, Director of Environmental Planning for the Port of Long Beach (Port), and Morgan Caswell, Grants Program Manager for the Port, provided a presentation on the Port’s Community Grants Program, a copy of which was received and filed as part of the permanent record. Over the last 7 years, the Port has funded 115 community-based projects totaling $17.4 million through its three Mitigation Grant Programs - the Schools Grant Program, Health Care and Senior Facilities Grant Program, and Greenhouse Gas Emission Reduction Program. These projects have included air filters in schools, asthma education programs, and 6,000 new trees planted throughout the city of Long Beach. These projects were funded as direct mitigation for air and health risk impacts identified in the Middle Harbor and Gerald Desmond bridge environmental documents. Boardmember Brooks arrived at 8:04 a.m. Page 2 of 6 CITY OF LONG BEACH FRIDAY, MAY 12, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM The Port recognized that they still have more work to do, and that there are community impacts not just in air quality but also in traffic, noise, and water quality. The Board of Harbor Commissioners requested the Port to look at ways of providing ongoing sustained funding for community mitigation projects. In order to fund mitigation outside the Harbor District, the Port needs to follow a tightly regulated process. Port revenues are regulated by the State Lands Commission, and money cannot be spent outside of the Harbor District, even on community impacts, unless a connection, or nexus, between those impacts and port operations can be demonstrated. The Port conducted that quantified community impacts for air quality, traffic, noise, and water quality, and established metrics from other agencies and calculated the Port’s share of the impacts. The amount was calculated at $46.4 million. There are three funding programs. Community Health: funding for health programs and services related to asthma and cardiopulmonary ailments. Nonprofits and health facilities, such as clinics and hospitals, will be eligible to apply. Facility Improvements: funding for air filters, new doors and windows, trees and landscaping, and energy efficiency improvements such as LED lighting, programmable thermostats, renewable energy projects such as solar installations, noise berms, sound insulation, and electric vehicles. Facilities serving sensitive populations would be eligible to apply, places serving children, seniors, and the sick, day care centers, schools, hospitals, assisted living centers. Community Infrastructure: funding for new parks and open spaces, bicycling and pedestrian infrastructure, traffic calming measures, storm water projects, and sound walls and barriers. Nonprofits and government agencies would be eligible to apply. Boardmember Fong inquired as to how smaller agencies would be able to compete in this process. Ms. Tomley indicated that smaller agencies were encouraged to partner with larger agencies who are more likely to be funded. However, the Port is looking at the possibility of establishing micro-grants for these smaller agencies. Boardmember Rawles inquired if the Port would be focusing on HVAC/Air filtration for schools located in the priority zone, and suggested that they be a focus considering the vulnerable population present at these locations during the Port’s peak operating hours. The 2017 Requests for Proposals process under this grant program opened on May 8, 2017. This BH-Agenda Item was received and filed. Page 3 of 6 CITY OF LONG BEACH FRIDAY, MAY 12, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM ONGOING BUSINESS 17-014BH Recommendation to receive and file a report on the current status of the Affordable Care Act and SB 562 (Lara/Atkins), the Healthy California Act. Ms. Colopy indicated that there was little new information to report. The House passed the new American Health Care Act, and it will now be heard in the Senate. The Department will continue to track it’s progress. Boardmember Robson indicated that SB 562 had passed through the Health Care Committee and is now headed to the Finance Committee. 17-015BH Recommendation to receive and file a report on the current status of the City's implementation of the legalization of marijuana. Ms. Colopy informed the Board that the process continues and the Department has put forth a budget for the licensing of dispensaries and for education. The Department received one-time funds from the City for the education campaign. 17-016BH Recommendation to receive and file a report on the current status of the City's efforts to reduce the rates of HIV and STDs. Ms. Colopy informed the Board that a meeting had been held with Los Angeles County representatives and members of the Los Angeles HIV Commission to look at collaborative efforts. There was good conversation across the jurisdictions towards data sharing, performing a strengths and needs assessment, and looking at different ways for funding to flow to Long Beach. Monthly meetings will be held to continue the discussion. Ms. Colopy indicated that the Pasadena Design School work kicks off in the next week, and that the class will be spending the summer working with the Department and meeting with providers. 17-017BH Recommendation to receive and file a report on the current status of the Port of Long Beach On-Dock Rail Support Yard Project, as it relates to the Department's Multi-Service Center for the Homeless. The Port is currently reviewing the EIR comments and developing responses to those comments. The final EIR is anticipated to be release mid to late summer. EXECUTIVE DIRECTOR'S REPORT Chair Petit questioned whether the ongoing business items should remain on the agenda, and if there were any new items for future Board agendas. Boardmember Fong suggested that the I-710 Freeway Project, and it’s impacts to the City’s Multi-Service Center, be added to a future agenda. It was determined that the draft EIR for the project is scheduled to be released in June, and that this item could be placed on the July agenda. Boardmember Robson requested that ongoing business items continue to remain on the agenda for future discussion until resolved. Boardmember Marks indicated his support for co-aligning the education programs for marijuana, STD’s and other issues, as many of the target populations will be the same. Ms. Colopy informed the Board that in response to the Port’s Community Health Grant Program, the Department was working with a number of various partners around the City regarding who is aligning with who regarding various potential projects. A meeting will be held on May 18th at the Department with interested parties to try to align partnerships to provide the best coverage for the priority area. Ms. Colopy provided the Board with an update on Department activities and accomplishments including, the CX3 Pedestrian Plans selection to receive the Award of Excellence for Transportation Planning from the American Planning Association, and the April 27th Summit on Homelessness where representatives from a diverse group of stakeholders met to discuss the definition of success in combating homelessness and to generate ideas regarding short and long-term solutions to homelessness. Boardmember Rawles indicated that there was negative community impressions to the Behavioral Health Urgent Crisis Center (BHUCC) proposed for the 7th District. Ms. Colopy indicated that the model by which this BHUCC is based on contains proven security measures to mitigate negative community impacts, and that the City Planning Commission had reviewed and expressed its support for the BHUCC project. Ms. Colopy also mentioned that the Department is starting a social media campaign regarding HIV/STD prevention and the Department’s Public Health Emergency Management Program, along with our City Health Officer, Dr. Anissa Davis, is engaged in a Zika Awareness educational campaign, meeting with other agencies, City Departments and the Community to educate on Zika and on the specific type of mosquito that transmits the virus. To date, there have been no locally acquired cases of Zika in the State. Ms. Colopy also mentioned several conferences that took place this week, including the 2017 Page 5 of 6 CITY OF LONG BEACH FRIDAY, MAY 12, 2017 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM Symposium on Food Systems and Public Health S3 Conference, the National Association of Housing and Redevelopment Officials Conference, and a Violence Prevention Conference in Los Angeles, and also mentioned that the Department is currently celebrating Mental Health Month. Ms. Colopy took a moment to mention the recent results of the 2017 Point in Time Homeless County which showed a 21% reduction in homelessness in the City. Chair Petit took a moment to recognize Sandy Wedgeworth, Public Health Emergency Management Coordinator, who was selected as the Health Department’s Employee of the Month for May 2017. Ms. Colopy added that Ms. Wedgeworth had also recently received the BioWatch Award for Excellence, an annual national award recognizing one individual from the thousands of individuals working nationally in BioWatch programs. ANNOUNCEMENTS Boardmember Fong announced that she would be resigning from her Board position due to her beginning new employment with the California Endowment. Boardmember Curtis announced a Town Hall Meeting with Congressman Alan Lowenthal and Senator Janet Nguyen at the Mercedes Benz Center on May 20th from 11:00 - Noon.
