APPROVAL OF MINUTES
1. 17-018BH Recommendation to approve the minutes of the Board of Health
and Human Services meeting held Friday, May 12, 2017.
A motion was made by Member St Bernard, seconded by
Member Smith, to approve recommendation. The motion carried
by the following vote:

Jody Rawles, Renee Simon, Milton Smith, Silene St
Bernard, Sabira Tejani, Kelley Tenny and Christine Petit

PUBLIC PARTICIPATION: Members of the public are invited to address the Board
on items of interest to the public within the Agency Board jurisdiction. Each
speaker will be limited to two minutes unless that time is extended by the Chair.
There was no public comment.
REGULAR AGENDA
2. 17-019BH Recommendation to receive and file a report on the update of the
Health Department Strategic Plan.
Ginger Lee, Collective Impact and Operations Bureau Manager provided the
Board with an update on the Department’s strategic plan. Ms. Lee indicated
that due to changes in the field of public health, the Nation’s consciousness of
public health, and changes in Health Department Administration, the original
plan was being updated to better align with this new vision of public health and
along a Health 3.0 concept which focuses on Collective Impact, the Social
Determinants of Health, Strategic Collaboration, and the use of data to provide
more informed decisions. To help develop the priorities and strategies, the
Department worked with more than 25 internal leaders and their workgroup
members who drove the process, as well as community members who
participated in focus groups.

The goals of the revised strategic plan include Equity, assessing, prioritizing
and implementing policies and services through a health and race equity lens;
Workforce Development, ensuring Health Department staff are competent,
valued and supported in promoting and protecting the public’s health; Data,
ensuring data are effectively used to plan, monitor, measure, and drive the
policies and programs toward the Department’s vision, with an emphasis on
equity and the social determinants of health; Responsive Services that are
efficient and address the diverse needs of the public, partners and colleagues;
being a Collaborative Leader where the Department is recognized as a leader
for collaboration among private, public and neighborhood level partners and;
improving Physical and Mental Health, Social and Economic Conditions and
Safe Environments. Each of the goals and priorities listed in the revised
strategic plan focuses on the overall goal that all residents within our diverse
communities are safe, healthy and have access to the resources necessary to
thrive.
The Board engaged in a discussion regarding resources to support these
goals, the mechanisms for the Board to participate in the strategic planning
process, and specific strategic plan goals.

3. 17-020BH Recommendation to discuss the Board of Health and Human
Services role and activities.
The Board requested that this item be held over for the July 9, 2017 Board
meeting agenda.
This BH-Agenda Item was laid over.
4. 17-021BH Recommendation to discuss the Health Department's 2017-18
Budget.
Ms. Colopy indicated that no General Fund requested budget adjustments for
the Health Department were approved. No ongoing positions were being
funded due to concerns related to the fiscal year 2019 budget deficit. Ms.
Colopy mentioned that Measure H funding will be available to help support
Homeless Services.
Ms. Colopy informed the Board that the Department will be providing a Council
Presentation on the Office of Equity at the July 11th City Council Meeting.
However, subsequently this item was moved to the July 18th City Council

ONGOING BUSINESS
5. 17-022BH Recommendation to receive and file a report on the current status
of the Affordable Care Act and SB 562 (Lara/Atkins), the Healthy
California Act.
Boardmember Tejani exited the meeting at 9:02
Ms. Colopy indicated that SB 562 had passed to the assembly, where it is
currently being held.
This BH-Agenda Item was received and filed.
6. 17-023BH Recommendation to receive and file a report on the current status
of the City's implementation of the legalization of marijuana.
Ms. Colopy informed the Board that the Department had received at $250,000
grant from the Office of Traffic Safety for a Drugged Driver Awareness
Campaign, which will start October 1, 2017. Health Department staff have
been visiting other jurisdictions and manufacturers to learn how they are doing
business.

7. 17-024BH Recommendation to receive and file a report on the current status
of the City's efforts to reduce the rates of HIV and STDs.
Meetings are ongoing with the County to look at data sharing and finance
sharing memorandums of understanding, and the Pasadena Design School is
currently engaged and working on the HIV/STD Awareness Campaign.

8. 17-025BH Recommendation to receive and file a report on the current status
of the Port of Long Beach On-Dock Rail Support Yard Project, as it

EXECUTIVE DIRECTOR'S REPORT
Ms. Colopy provided the Board with a copy of the June 2017 Department Newsletter, a copy of
which was received and filed as part of the permanent record, and announced that the
Department had received grants from the Southern California Association of Governments
(SCAG) and the Office of Traffic Safety (OTS) for bike and pedestrian safety efforts, and
informed the Board that the Power Up Your Summer Campaign, designed to encourage kids
and their families to get at least 60 minutes of active play every day and eat more fruits and
vegetables all summer long, kickoff event was scheduled for Saturday, June 10th from 10:00
a.m. to Noon at Chittick Field.
