APPROVAL OF MINUTES 1. 18-001BH Recommendation to approve the minutes of the Board of Health and Human Services meeting held Friday, December 8, 2017. The motion carried by the following vote: Yes: 11 - Sylvia Betancourt, Ralph Brooks, Menchie Caliboso, Reena Curtis, Renee Simon, Milton Smith, Silene St Bernard, Sabira Tejani, Lydia Vaias, Christopher Robson and Christine Petit Excused: 2 - Jose Carillo and Jody Rawles Absent: 2 - Troy Ha and Kelley Tenny PUBLIC PARTICIPATION: Members of the public are invited to address the Board on items of interest to the public within the Agency Board jurisdiction. Each speaker will be limited to two minutes unless that time is extended by the Chair. There was no public comment. REGULAR AGENDA 2. 18-002BH Recommendation to conduct the annual nomination and election of officers. Chair Petit opened the floor to nominations for the position of Chair, and nominated Vice Chair Robson to the position. Vice Chair Robson accepted the nomination. There were no additional nominations for the Chair position. Chair Petit opened the floor to nominations for the positioin of Vice Chair. Vice Chair Robson nominated Boardmember Smith to the position, and Boardmember Smith accepted the nomination. There were no additional nominations for the Chair position. Chair Petit made a motion to approve the nomiations of Vice Chair Robson to the position of Chair, and the Boardmember Smith to the position of Vice Chair. Chair Petit provided an update on the status of invitations sent to the Mayor and Council offices to attend the February 9, 2017 Board of Health and Human Services Meeting. Invitations were sent out early the week of January 8th, and to date confirmations have been received for staff attendance from districts 1, 2, 5, 9 and the Mayor’s Office. Chair Petit discussed the structure for the February 9th meeting, providing a welcome and introductions, sharing the purpose of the meeting, sharing with them the Board’s areas of expertise and opening a dialogue on the City and the Role of the Health Department in the City’s well-being, and how the Health Department benefits the City as a whole. Chair Petit discussed with the Board how to measure the Board’s relevancy, and discussed that one of the goals is for the Board to be viewed and utilized by the City as subject matter experts. The Board discussed that being included at the table from the beginning on discussions related to the Public’s health was highly desirable. Vice Chair Robson mentioned a statement made by the Mayor that Commissioners should assume the role of being a conduit to the community. Boardmember Betancourt discussed increasing the Board’s relevancy by periodically attending City Council meetings to provide an update on public health issues and activities. Boardmember Smith discussed what the Board’s relationship should be with the County, and whether the Board should be engaging County partners. Boardmember Vaias inquired as to the possibility of the Board increasing its visibility by attending and speaking at a future Council meeting as a group. The Board discussed agenda items for the February 9th meeting which currently include a brief overview of the Board’s areas of expertise, a discussion of key emerging public health issues impacting the wellbeing of Long Beach, and offering the Board as a resource and as community experts in the areas of health policy. It was also discussed that a case study should be included showing the Health Departments successes related to a local public health issue. The current Leadership Relationship Building Subcommittee will work on preparing a final agenda for the presentation. This BH-Agenda Item was approve recommendation. 4. 18-004BH Recommendation to discuss the Annual Report to the Mayor and City Council. Chair Petit provided a draft copy of the Board of Health and Human Services 2017 Annual Report. The Board discussed the content of the report and provided suggested edits. The report will be amended to include the Boards suggested edits. This BH-Agenda Item was approve recommendation. ONGOING BUSINESS 5. 18-005BH Recommendation to receive and file an update on the status of the City's implementation of the legalization of marijuana. Kelly Colopy, Director of Health and Human Services, informed the Board that the City is currently working on an ordinance around recreational marijuana use and that the Department is continuing its work on the marijuana education campaign. Currently the Marijuana Education Coordinator is focusing on the drugged driving campaign. Kelly briefly discussed equity opportunities, which will mostly be available related to cultivation and not necessarily the dispensary side of this issue. This BH-Agenda Item was received and filed. 6. 18-006BH Recommendation to receive and file an update on the status of the City's efforts to reduce the rates of HIV and STD's. Ms. Colopy provided information regarding a recent Long Beach HIV Planning Group Meeting the Department facilitated. Conversations involved looking at a model of forming one HIV/STD planning body and how to better integrate and better connect STD services. The goal is to develop an action plan for the City that aligns with the County’s plan and aligns with City goals. Staff are also considering creation of a MOU to ensure timely and accurate data sharing and to Page 4 of 6 CITY OF LONG BEACH FRIDAY, JANUARY 12, 2018 BOARD OF HEALTH AND HEALTH AND HUMAN SERVICES HUMAN SERVICES MINUTES 2525 GRAND AVENUE, ROOM 201, 7:45 AM identify where the Department engages regarding funding decisions for the City. The MOU is anticipated in March 2018. Boardmember Smith discussed the potential of Boardmembers participation in the review process for County RFP’s. This BH-Agenda Item was received and filed. 7. 18-007BH Recommendation to receive and file an update on the status of the Port of Long Beach On-Dock Rail Support Yard Project, as it relates to the Department's Multi-Service Center for the Homeless. Ms. Colopy mentioned that the Port of Long Beach has scheduled a briefing with her on January 16th on the outcome of the Environmental Impact Report. Ms. Colopy will provide an update to the Board at the next meeting. This BH-Agenda Item was received and filed. EXECUTIVE DIRECTOR'S REPORT Ms. Colopy provided the Board with an update on the following activities: • The Department is co-hosting a Los Angeles County Center for Health Equity Listening Session scheduled for Tuesday, January 16, 2018, at 5:00 p.m. at the Miller Family Health Education Center located at 3820 Cherry Avenue. • Current planning efforts for the 2018 Public Health Week Conference, which is scheduled to take place on Thursday, April 5, 2018 at the Long Beach Airport Marriott Hotel, are underway. Boardmembers Simon and Tejani exited the meeting at 9:13 a.m. CITY HEALTH OFFICER'S REPORT Dr. Anissa Davis, City Health Officer, spoke regarding the current flu season. Currently the flu is widespread in 41 states, California being one of them, and is being seen at unprecedented levels. H3N2 is the major strain, which is responsible for more severe illness, hospitalizations and deaths in young people and the elderly than other strains. Vaccine efficacy is estimated at 30%. The Health Department has vaccinated 3,500 individuals and provide an additional 3,000 doses of vaccine to community partners. To date there have been 27 influenza-associated deaths in California, none in Long Beach, and 85 intensive care unit admissions under the age of 65.
