A motion was made by Member Tejani, seconded by Member Simon, to approve recommendation. Each speaker will be limited to two minutes unless that time is extended by the Chair. Chair Robson briefly discussed Brown Act guidelines, and acknowledged those in attendance representing the Mayor and City Council offices. Chair Robson requested that Mayor and Council staff in attendance please provide a brief introduction. REGULAR AGENDA 18-009BH Recommendation to receive and file a presentation on the Board of Health and Human Services' Annual Report. Boardmember St. Bernard provided a brief overview of the Board of Health being unique, as its membership does not represent specific council districts, instead they represent specific areas of health, medicine and the environment. The Board represents the entire city, as opposed to representing based on geographic boundaries, and works towards the health of the entire City. Page 2 of 5 CITY OF LONG BEACH FRIDAY, FEBRUARY 9, 2018 BOARD OF HEALTH AND MILLER FAMILY HEALTH EDUCATION CENTER HUMAN SERVICES MINUTES 3820 CHERRY AVENUE, LONG BEACH 90807, 7:45 AM Boardmember St. Bernard also spoke on how the board represents an extensive knowledge base covering medical, veterinary, dental, mental health and nursing that can be accessed and utilized by the Mayor and Council. Boardmember St. Bernard mentioned that this follows a National and worldwide program called One Health. The One health initiative recognizes that human health, animal health and the ecosystem are all linked, and the mission of One Health is to promote, improve and defend the health and wellbeing of all species by enhancing cooperation and collaboration between those in different areas. Boardmember St. Bernard asked each Boardmember to provide a brief introduction of their various backgrounds and on why they chose to become a member of the Board of Health and Human Services. Vice Chair Smith presented and discussed the Board of Health and Human Services 2017 Annual Report, a copy of which was received and filed as part of the permanent record. Councilman Uranga briefly spoke regarding his desire to strengthen and institutionalize the Language Access Program. Kelly Colopy, Director of Health and Human Services, provided a presentation on the Department of Health and Human Services, a copy of which was received and filed as part of the permanent record. The presentation provided an overview of the Department’s funding sources, organizational structure, key services, new services added in 2017, and those that will be added in early 2018. The presentation reviewed the Department’s strategic goals, and Citywide Planning and Response partnerships for public safety. The report also focused on the Department’s Zika Response plan, including efforts to outreach to the community, vector control work to trap and treat areas of reported mosquito activity, and laboratory testing of captured mosquitos and samples from patients to confirm or rule out the presence of Zika. Boardmember Petit continued the presentation, providing an overview of the Public Health of the City from an Equity lens. This part of the presentation provided an overview of poverty, unemployment and rent-burden rates by zip code, as well as comparing life-expectancy rates for those same zip codes. Councilman Uranga spoke briefly, thanking the Board for the presentation. Councilman Uranga briefly discussed issues of increased asthma on the City’s westside and suggested that the Board seek partnerships with the Long Beach Unified School District and the Air Quality Management District to consider ways of mitigating air pollutant exposure in children whose schools are located in areas affected by freeway particulate matter and refinery operations. Ms. Colopy indicated that the City was continuing its work on an ordinance for recreational use. Currently five licensed medical dispensaries have opened in Long Beach. This BH-Agenda Item was received and filed. 18-011BH Recommendation to receive and file an update on the status of the City's efforts to reduce the rates of HIV and STD's. The Long Beach Planning Group will be meeting on March 14th, where they will start to identify populations where there are more disparate outcomes around HIV/STD and begin to design more focused interventions and partnerships to address the issue. They will work on an action plan that will go to LA County to guide how funding from the County is distributed in Long Beach. This BH-Agenda Item was received and filed. 18-012BH Recommendation to receive and file an update on the status of the Port of Long Beach On-Dock Rail Support Yard Project, as it relates to the Department's Multi-Service Center for the Homeless. EXECUTIVE DIRECTOR'S REPORT Ms. Colopy informed the board that the new staff member who will be heading up the Department’s Office of Aging will be starting with the Department on February 22, 2018. She will be building a consortium of providers, case managers and others to begin planning to address key needs identified for older adults in the City. CITY HEALTH OFFICER'S REPORT There was no City Health Officer Report this month. ANNOUNCEMENTS There were no announcements.
