A motion was made by Member Petit, seconded by Member Ha, to approve recommendation. The motion carried by the following vote: Yes: 10 - Sylvia Betancourt, Ralph Brooks, Menchie Caliboso, Reena Curtis, Troy Ha, Christine Petit, Jody Rawles, Renee Simon, Kelley Tenny and Milton Smith Excused: 5 - Jose Carillo, Silene St Bernard, Sabira Tejani, Lydia Vaias and Christopher Robson PUBLIC PARTICIPATION: Members of the public are invited to address the Board on items of interest to the public within the Agency Board jurisdiction. Each speaker will be limited to two minutes unless that time is extended by the Chair. John Kindred, from the Long Beach Environmental Alliance, spoke asking the Board to find ways to protect the community from the negative impacts of the legalization of marijuana, such as the improper disposal of plastic marijuana containers, second-hand exposure to marijuana and smoke, and the additional requirements of water use during drought conditions for the growing and cultivation of marijuana crops. REGULAR AGENDA 2. 18-024BH Recommendation to receive and file a presentation on the Marijuana Education Program. Boardmember Rawles joined the meeting at 8:08 a.m. Morgan Venter, Cannabis Education Program Coordinator, provided a presentation on the Cannabis Education Program, a copy of which was received and filed as part of the permanent record. Ms. Venter discussed the Program’s Page 2 of 6 CITY OF LONG BEACH FRIDAY, MAY 11, 2018 BOARD OF HEALTH AND MILLER FAMILY HEALTH EDUCATION CENTER HUMAN SERVICES MINUTES 3820 CHERRY AVENUE, 7:45 AM mission, which is to be an unbiased and trusted resource for health and safety information related to cannabis, and to ensure that everyone can make informed decisions about cannabis use. Ms. Venter spoke on the Program’s primary roles which are to Educate, Inform and Advocate. Ms. Venter also spoke on some of the basic facts on cannabis use, such as the different types of cannabinoids produced both by the human body and by the cannabis plant and their related effects, both positive and negative, on body functions. Ms. Venter discussed the Program’s overall strategy which was to ensure that everyone is aware of what is, and what is not, legal related to cannabis use; to provide basic information about cannabis; to educate mothers about the risks of cannabis use during pregnancy and breastfeeding; teens and young adults about delaying use until complete brain development; teaching parents and caregivers about the risks accidental cannabis consumption poses to children, how to protect them from secondhand smoke exposure and to have meaningful conversations with teens and pre-teens about cannabis. Finally, the Program also strives to educate current cannabis users, and those who may be interested in trying cannabis, on what we know about short and long-term health outcomes and safety risks associated with cannabis use, including the legal and safety risks of driving under the influence. This BH-Agenda Item was received and filed. ONGOING BUSINESS 3. 18-025BH Recommendation to receive and file an update on the status of the Ciy's implementation of the legalization of marijuana. Dr. Anissa Davis, City Health Officer, informed the Board that the ordinance was scheduled for the June 12th City Council meeting. Dr. Davis also mentioned that Environmental Health staff were currently working on inspection protocols for marijuana businesses, and that “Bud-tender” trainings were also being provided to recreational or medical cannabis dispensary workers who sell cannabis or cannabis products. This BH-Agenda Item was received and filed. 4. 18-026BH Recommendation to receive and file an update on the status of the City's efforts to reduce the rates of HIV and STD's. Dr. Davis informed the Board that the HIV/STD Education “Know More” Campaign will officially kick off on May 19th. The campaign will initially be displayed on the gallery wall at The Center and at Jordan High School. The campaign will initially be displayed in 16 bus shelters. This BH-Agenda Item was received and filed. 5. 18-027BH Recommendation to receive and file an update on the status of the Port of Long Beach On-Dock Rail Support Yard Project, as it relates to the Department's Multi-Service Center for the Homeless. There was no new information to report on this item. This BH-Agenda Item was received and filed. 6. 18-028BH Recommendation to receive and file an update on Community Hospital. Dr. Davis announced that there would be a closed-door council session on May 15th to review bids submitted for alternate operators at the Community Hospital site. A brief discussion ensued regarding potential, and needed, services identified for the site. This BH-Agenda Item was received and filed. 7. 18-029BH Recommendation to receive and file a report from the Director of Health and Human Services. There was no Director's Report this month. This BH-Agenda Item was received and filed. 8. 18-030BH Recommendation to receive and file a report from the City Health Officer. Dr. Davis announced that mosquito season was upon us, and discussed a press release issued on Mosquito Awareness Week and the Remove, Report and Protect campaign. Outreach presentations will be provided to schools and the community as part of this educational campaign. Dr. Davis indicated that mosquito-borne viruses have increased seven-fold over the last decade. Dr. Davis reported that to date, there has been no West Nile Virus activity in Long Beach this season. Dr. Davis also took a moment remind the Board of the Department’s Medical Reserve Corps (MRC), and urged individuals interested in participating to contact the MRC Coordinator. Dr. Davis spoke briefly on the Long Beach HIV Planning Group meeting, held at the Department of May 9th. The planning group is interested in taking a more holistic approach, focusing on making an overall impact on all STD’s, including HIV. HIV Planning Group members raised concerns that focus and funding is shifting from HIV to other STDs. This BH-Agenda Item was received and filed. ANNOUNCEMENTS Boardmember Betancourt announced that the Long Beach Alliance for Children with Asthma, in partnership with The Children’s Clinic and the Health Department, will be holding an Asthma Resource Fair on Saturday, June 23rd at MacArthur Park. Boardmember Rawles announced the Tour of Long Beach, benefitting the Miller Children’s Hospital, is scheduled for this Saturday, May 12th , followed by stage 1 of the Amgen Tour of California bike race. Boardmember Brooks announced that the Uptown Jazz Festival will be held on June 9th at Houghton Park. Boardmember Petit reminded the Board that a discussion of the Health Department’s 2019 Budget is scheduled for the June 8th Board meeting. ADJOURNMENT At 9:00 a.m. the meeting was adjourned.
