A motion was made by Member Vaias, seconded by Member Curtis, to approve recommendation. The motion carried by the following vote: Yes: 9 - Ralph Brooks, Menchie Caliboso, Reena Curtis, Troy Ha, Christine Petit, Jody Rawles, Renee Simon, Lydia Vaias and Milton Smith Excused: 3 - Silene St Bernard, Sabira Tejani and Christopher Robson Absent: 2 - Sylvia Betancourt and Jose Carillo PUBLIC PARTICIPATION: Members of the public are invited to address the Board on items of interest to the public within the Agency Board jurisdiction. Each speaker will be limited to two minutes unless that time is extended by the Chair. There was no public comment. REGULAR AGENDA 2. 18-032BH Recommendation to receive and file a report providing an update on the Office of Equity. Katie Balderas, Office of Equity Coordinator, provided a presentation on the Office of Equity, a copy of which was received and filed as part of the permanent record. The office of Equity was launched in January 2017 and encompasses Language Access, My Brother’s Keeper, the Human Relations Commission and the Government Alliance on Race and Equity (GAARE). The mission of the Office of Equity is to ensure that everyone has the opportunity to attain their highest level of health and potential for a successful life, regardless of their background. Ms. Balderas shared the programs three primary approaches: 1) to build and strengthen partnerships with other City departments and community Page 2 of 6 CITY OF LONG BEACH FRIDAY, JUNE 8, 2018 BOARD OF HEALTH AND MILLER FAMILY HEALTH EDUCATION CENTER HUMAN SERVICES MINUTES 3820 CHERRY AVENUE, 7:45 AM advocates to advance equitable policy and systems change; 2) to make injustice visible through the use of data, storytelling and critical research; and 3) to support internal reform across the City, with the focus of building capacity to advance racial equity and social justice in all of its programs, policies and services. Ms. Balderas responded to several questions from the Board regarding the Office of Equity. Ms. Balderas introduced Francheska Deras, Language Access Program Coordinator, who provided a brief update on the Language Access Program. Ms. Deras indicated that requests for oral interpretation services at increased 78%, and requests for written translation services had increased 22% from the previous fiscal year. Staff have also conduced 11 Language Access Trainings, reaching 360 City employs, for a total of 801 trained staff. Ms. Deras responded to several questions from the Board regarding the Language Access Program. This BH-Agenda Item was received and filed. 3. 18-033BH Recommendation to receive and file a presentation on cannabis equity. Marley Williams, Public Health Professional-Violence Prevention & Equity, provided a presentation on Cannabis Equity, a copy of which was received and filed as part of the permanent record. The Cannabis Equity program strives to ensure equitable opportunities (wealth, employment, etc.) are available to all. Ms. Williams shared arrest/incarceration statistics related to drug offenses, including marijuana. Statistics show marijuana use is highest among whites. However, arrest rates are two to three times higher for black marijuana users. Ms. Williams indicated that although there was little opportunity available to open dispensaries, since the number is already capped at 32, the equitable opportunities would mostly lie with cultivation, manufacturing, testing and delivery. Ms. Williams discussed equity applicant criteria that would provide assistance to low-moderate income individuals to take advantage of the economic opportunities this new industry will foster. Ms. Williams responded to questions from the Board regarding the Cannabis Equity Program. This BH-Agenda Item was received and filed. 4. 18-034BH Recommendation to discuss the Health Department's 2019 Proposed Budget. Kelly Colopy, Director of Health and Human Services, provided a presentation on the Health and Human Services 2019 Budget, a copy of which was received and filed as part of the permanent records. Ms. Colopy indicated that the Department Page 3 of 6 CITY OF LONG BEACH FRIDAY, JUNE 8, 2018 BOARD OF HEALTH AND MILLER FAMILY HEALTH EDUCATION CENTER HUMAN SERVICES MINUTES 3820 CHERRY AVENUE, 7:45 AM has an operating budget of $124 million, with 85% coming from Federal, State, County and Private grants; 7% coming from Public Health Realignment Funding, 6% from fees and licensing and 2% from the City’s General Fund. Ms. Colopy discussed that although the City provides the Department with approximately $1.9 million in General Funds, the Department generates approximately $15 million in grant funding. Ms. Colopy indicated that although the City is anticipating a budget shortfall for FY 2019, four new funding requests were submitted for the Department including: Structural funding for the Office of Equity Manager, Structural funding to increase the Language Access Program Coordinator from part-time to full-time; Structural funding for the Language Access Policy and one-time funding for a proactive homeless initiative. Of these new funding requests, the Department was approved for $127,000 for the Office of Equity Manager, $80,000 in one-time funding for the language access policy, and $225,000 in one-time funding for the proactive homeless initiative. The $33,000 in structural funding to increase the Language Access Program to a full-time position was denied. Ms. Colopy responded to questions from the Board. At 9:10 a.m. Boardmembers Simon and Brooks left the meeting. At this time the meeting was adjourned due to lack of a quorum. This BH-Agenda Item was received and filed.
