A motion was made by Member Tejani, seconded by Member Schwerin, to approve recommendation. The motion carried by the following vote: Yes: 11 - Darshi Balasuriya, Ralph Brooks, Menchie Caliboso, Reena Curtis, Jody Rawles, Barbara Schwerin, Silene St Bernard, Nasir Tejani, Lydia Vaias, Christopher Robson and Milton Smith Excused: 1 - Sylvia Betancourt Absent: 2 - Troy Ha and Susan Temple PUBLIC PARTICIPATION: Members of the public are invited to address the Board on items of interest to the public within the Agency Board jurisdiction. Each speaker will be limited to two minutes unless that time is extended by the Chair. Diane DeWalsche, representing the office of Matthew Faulkner, executive director of the Community Hospital Long Beach Foundation, introduced herself. John Kindred, Co-Founder of the Long Beach Environmental Alliance, spoke regarding the potential for the public’s participation on the Boards Toxic Tour of Long Beach. Mr. Kindred also briefly spoke on their focus on smoke and vape-free apartments and the effects of second-hand smoke. Marvin Cummings spoke on diabetes prevention and the need for increased efforts by the City. REGULAR AGENDA 2. 19-053BH Recommendation to discuss the Health and Human Services Department 2020 Budget. Kelly Colopy, Director of Health and Human Services, spoke briefly regarding the Page 2 of 6 CITY OF LONG BEACH FRIDAY, JULY 12, 2019 BOARD OF HEALTH AND MILLER FAMILY HEALTH EDUCATION CENTER HUMAN SERVICES MINUTES 3820 CHERRY AVENUE, 7:45 AM Department’s proposed 2020 Budget including: • The Mayor announced available funding. A request was put forward for a full-time DIS worker, an individual to help drive the HIV/STD Strategy for the City, and one-time funding for a media campaign. • The Voting period for the proposed Vector Control Benefit Assessment District has officially closed. Ballots are currently being tabulated and the results will be presented at the July 16th City Council meeting. If it passes there would be the potential to free up approximately $300,000 in funding for other public health needs. This BH-Agenda Item was approve recommendation. 3. 19-054BH Recommendation to discuss Board goals and infrastructure. Chair Smith engaged the Board in a discussion of the Board’s roles, how to best utilize the collective expertise of the Board, and how to more effectively engage with the public. Chair Smith started with a discussion of the Board’s infrastructure, and the Board discussed meeting start times and duration. Chair smith also discussed the possibility of holding a Board strategic retreat with a focus on planning, setting goals and helping Board members to understand their roles. Board members discussed various options for meeting start and adjournment times. Board members also discussed tighter meeting facilitation, rearranging items on the agenda to streamline the process, and alternative methods of receiving public comment. Chair Smith encouraged Board members to come back to the next scheduled meeting with their thoughts and ideas for further discussion. Chair Smith continued with a discussion of the Board’s goals, as defined in the Board’s 2018 Annual Report. Chair Smith discussed prioritization of the Annual Report, increased commitment by the Board towards the formation of the report, and a more direct focus on meeting the goals as defined by the annual report. Chair Smith suggested the formation of standing subcommittees to focus on these specific goals. Two subcommittees were formed that will focus on increased communication. One subcommittee, comprised of Board members St. Bernard, Balasuriya, Caliboso and Curtis will focus on external communication and increased communication between Council offices. The other subcommittee, comprised of Board members Robson, Brooks and Schwerin, will focus on communication with local community organizations. There was no new information to provide on this item. This BH-Agenda Item was laid over. ONGOING BUSINESS 5. 19-056BH Recommendation to receive and file an update from the Toxic Tour Subcommittee. There was no new information to proivde on this item. Boardmember Rawles exited the meeting at 9:07 a.m. This BH-Agenda Item was laid over. 6. 19-057BH Recommendation to receive and file an update on the status of the City's implementation of the legalization of cannabis. There was no new information to provide on this item. Boardmember St. Bernard shared a photo of a billboard on 2nd street advertising cannabis gummies and commented that the advertising seemed to target kids more than adults. She inquired as to the City’s codes related to Cannabis advertising and tabled this item for discussion at the next meeting. This BH-Agenda Item was approve recommendation. 7. 19-058BH Recommendation to receive and file an update on the status of the City's efforts to reduce the rates of HIV and STD's. Dr. Anissa Davis, City Health Officer, indicated that the Department was asking for one-time funding in the amount of $250,000 through the Mayor’s STD/HIV campaign. Dr. Davis provided a copy of the STD/HIV Activity Report, a copy of Page 4 of 6 CITY OF LONG BEACH FRIDAY, JULY 12, 2019 BOARD OF HEALTH AND MILLER FAMILY HEALTH EDUCATION CENTER HUMAN SERVICES MINUTES 3820 CHERRY AVENUE, 7:45 AM which was received and filed as part of the permanent record. Dr. Davis indicated for 2019 to date there has been a 13.8% decrease in chlamydia and a 24% decrease in gonorrhea; however, syphilis and HIV cases continue to increase. Dr. Davis also briefly discussed available State 2020 Budget funding. This BH-Agenda Item was approve recommendation. 8. 19-059BH Recommendation to receive and file an update on Community Hospital. There was no new information to provide on this item. This BH-Agenda Item was laid over. 9. 19-060BH Recommendation to receive and file a report from the Director of Health and Human Services. Kelly Colopy, Director of Health and Human Services, provided a copy of the July 2019 Department of Health and Human Services Newsletter, a copy of which was received and filed as part of the permanent record, and spoke briefly on the following items: • Kelly discussed the State’s FY 20 Adopted Budget. The State is allocating $650 million in one-time Homeless Housing Assistance and Prevention Program (HHAPP) funding. Of that amount, the City anticipates receiving between $9 to $10 million in funding for services to address homelessness. This BH-Agenda Item was approve recommendation. 10. 19-061BH Recommendation to receive and file a report from the City Health Officer. Dr. Davis informed the Board of an upcoming meeting Kelly and she had been invited to attend with the Director of the Centers for Disease Control. The meeting is scheduled for July 18th, in Los Angeles. Dr. Davis also shared with the Board a copy of the Influenza 2018-2019 Season Report, a copy of which was received and filed as part of the permanent record. The ACE is working to put together and provide welcome home kits and hygiene kits for donation to the MSC to be distributed to the those seeking assistance at the MSC. Boardmember Brooks distributed invitations Board members for the New Hope Home 50th Year Celebration Event, which will be held on Saturday, July 20th.
