Each speaker will be limited to two minutes unless that time is extended by the Chair. Nida Chopra, from Mental Health America Los Angeles, spoke on the Innovation 2 Project funded through the Department of Mental Health. Marvin Cummings spoke on the need for diabetes prevention. EXECUTIVE REPORTS 2. 19-063BH Recommendation to receive, discuss and file a report from the Director of Health and Human Services. Kelly Colopy, Director of Health and Human Services provided the Board with an update on the following subjects: • The Annual City Budget Process is ongoing, with the City Manager and Mayor presenting their budgets on August 6th. Department Budget presentations are now scheduled to start. The Health Department is scheduled to present on September 3rd. The 2020 Budget includes funding for a full-time Public Information Officer and Language Access Program Coordinator. Funding for increased HIV services will be coming out of Health Fund reserves. Additional funding for HIV services will be forthcoming from the State. • Kelly also discussed funding needs for the Older Adult lead position. The position was originally created with one-time funding, however no continued funding is provided within the 2020 Budget. The Health Department will seek to continue this position and will be working to identify financial resources to fund it. The program, based on a specific set of criteria, provides financial assistance from landlords to individuals to assist tenants with relocation. The Department is also looking into a pilot program that would offer a “shallow subsidy”, which would assist qualifying older adults affected by rent increases by providing them with funding to pay the difference between their original rent and the increased amount. • The Vector Control Benefit Assessment did not pass. Approximately 56% of single-family homeowners were in favor of the assessment; however, large property apartment owners carried a weighted vote on this issue and, based on their weighted vote, the issue did not receive enough votes to pass. The Health Department is looking at the potential of revisiting this issue in the future. • County Measure B which provides funding for Bioterrorism, Trauma and Emergency Medical Services. The Health Department will be approaching the County to seek a portion of this funding to support Long Beach’s efforts. • The Community Health Needs Assessment is almost completed. The Department is now utilizing the “My Sidewalk” system, which provides an online portal for health data related to the City. • The City is continuing to move forward with the Atlantic Farms site for the City’s new Homeless Shelter. The City anticipates opening the shelter in 2020, and then continuing a broader visioning process providing increased services and housing on the campus in the future. • The Housing Authority will be relocating to a new building later this year, or early next year. More information will be available once the details have been finalized. • Work is in progress on the rehabilitation of the North Facility Center (Center for Families and Youth). The Center is being completely redesigned on the inside to better accommodate family support programming and will include clinics to provide additional HIV/STD testing and treatment services. This BH-Agenda Item was received and filed. 3. 19-064BH Recommendation to receive, discuss and file a report from the City Health Officer on Communicable Disease Control activities. Dr. Anissa Davis, City Health Officer, provided the Board with an update on the following items: Page 3 of 6 CITY OF LONG BEACH FRIDAY, AUGUST 9, 2019 BOARD OF HEALTH AND MILLER FAMILY HEALTH EDUCATION CENTER HUMAN SERVICES MINUTES 3820 CHERRY AVENUE, 7:45 AM • The Director of the CDC, Robert R. Redfield, MD, visited the area as part of the CDC’s Immune Epidemic Initiative which strives to reduce HIV rates in the nation by 90% within 10 years. 50 jurisdictions were identified by the CDC where over 50% of the HIV diagnoses are located, with eight of those being in California and seven of those eight being in Southern California. Meetings were hosted by LA County, with local county, city and community representatives speaking on the issues, challenges and needs communities are facing in addressing these high rates of new infections. • Funding from the State will be made available across the State as follows: - $12.6 million in one-time funding for staffing for syringe service programs - $4.5 million in one-time funding to local health jurisdictions and community-based organizations for Hep C prevention and treatment. - $4.5 million in one-time funding for STD testing and treatment services - $2 million increase in the base amount of STD funding to specifically address congenital syphilis. - $4.5 million in competitive funding to Local Health Departments and Community-Based Organizations for HIV Prevention - $36 million to Local Health Departments for infectious disease control. • The State Democratic Convention will be held at the Long Beach Convention Center Nov. 15-17th. Planning meetings are currently being held and the BioWatch Program will be activated during this event. This BH-Agenda Item was received and filed. REGULAR AGENDA 4. 19-065BH Recommendation to discuss Board goals and infrastructure. The Inter-Agency Collaboration Subcommittee provided a brief update on their first meeting, which defined the subcommittee and identified the scope of work the subcommittee. The next subcommittee meeting will focus on setting goals for the subcommittee. The Resource Subcommittee will be meeting later in August. Chair Smith briefly discussed the Board’s meeting start time, and it was decided that for the immediate future the start time would remain 7:45 a.m. The Board will revisit this issue at a later date. Chair Smith also discussed the subject of a Board retreat. Kelly Colopy briefly discussed the Department’s accreditation renewal process, which will begin in January 2020. Required documents for the accreditation process include a Strategic Plan, which is currently being developed and will be brought to the Board for review in the next month or two. Other required documents include a Community Health Needs Assessment, which is almost completed and a Community Health Improvement Plan. This BH-Agenda Item was approve recommendation. ONGOING BUSINESS 5. 19-066BH Recommendation to receive and file an update from the Toxic Tour Subcommittee. There was no new information to report on this item. This BH-Agenda Item was laid over. 6. 19-067BH Recommendation to receive and file an update on the status of the City's implementation of the legalization of cannabis. Kelly Colopy mentioned that there has been some discussion on reducing the taxes assessed to cultivators, as the City is finding that cultivators are not opening a business in Long Beach due to the high tax rate. A brief discussion ensued regarding cannabis advertising within the City. This BH-Agenda Item was approve recommendation. 7. 19-068BH Recommendation to receive and file an update on the status of the City's efforts to reduce the rates of HIV and STD's. Information on this item was included in the City Health Officer’s Communicable Disease Control Report. There was no additional information to report on this item. This BH-Agenda Item was approve recommendation. The process is long-term and ongoing. Health Department staff are meeting with Los Angeles County to discuss potential options for services on the campus. Ms. Colopy also mentioned that the Los Angeles County Department of Mental Health may be interested in providing a mobile mental health services vehicle in Long Beach, which could provide services in areas of the City where these services are not readily available. This BH-Agenda Item was approve recommendation. ANNOUNCEMENTS Boardmember Temple announced that the Long Beach School Board approved making condoms available to high school students. Boardmember Rawles engaged the Board in a discussion on how best to address items brought up during public comment so as not to be in violation of the Brown Act.
