CITY OF LONG BEACH THURSDAY, APRIL 13, 2017 CITIZENS' ADVISORY 333 W OCEAN BOULEVARD COMMISSION ON COUNCIL CHAMBER, 1:00 PM DISABILITIES MINUTES Deaka McClain, Chair Daryl Crouse, Member David Gauthier, Vice Chair Richard Hernandez, Member Ciara Calsita, Secretary Chris Karadjov, Member Anthony Bell, Member Jessica Marquez, Member Jamone Pili, Member CALL TO ORDER The regular meeting of the Citizen's Advisory Commission on Disabilites was called to order at 1:03 p.m., Thursday, April 13, 2017, in the Council Chamber, 333 W Ocean Blvd, Lobby Level, Long Beach, CA. ROLL CALL Commissioners Anthony Bell, Richard Hernandez, Chris Karadjov, Jessica Present: Marquez, Jamone Pili, Ciara Calsita, David Gauthier and Deaka McClain Commissioners Daryl Crouse Absent: PUBLIC PARTICIPATION Frances Emily Dawson Harris, 1st District resident, shared a poem called "The Nonstop Job." Emily Quest, 7th District resident, spoke about the need for a crosswalk to connect the campus of Cabrillo Highschool and the Boys & Girls Club and Santa Fe Park across the street. This would enhance inclusion of the many students with disabilites that need access to both sides of the street, especially during summer programming at both sites. City staff, Heather Blackmun, agreed to coordinate a walk through of the site. STANDING COMMITTEE REPORTS No reports given this month. APPROVAL OF MINUTES 1. 17-030CA Recommendation to approve minutes from the March 9, 2017 CACoD meeting. A motion was made by Vice Chair Gauthier, seconded by Commissioner Hernandez, to approve recommendation. A motion was made by Commissioner Pili, seconded by Commissioner Hernandez, to approve recommendation. The motion carried by the following vote: Yes: 8 - Anthony Bell, Richard Hernandez, Chris Karadjov, Jessica Marquez, Jamone Pili, Ciara Calsita, David Gauthier and Deaka McClain Absent: 1 - Daryl Crouse ADA Coordinator Heather Blackmun reported on behalf of Library Services that JAWS, Wynn Wizard and Dragon software and large print keyboards have been installed on each computer in the Main Library. There is also a braille keyboard and Tracker Pro device available for use. 3. 17-032CA Recommendation to discuss the use of truncated domes in the City of Long Beach and any next steps CACoD would like to take. A motion was made by Secretary Calsita, seconded by Vice Chair Gauthier, to approve recommendation. The motion carried by the following vote: Yes: 8 - Anthony Bell, Richard Hernandez, Chris Karadjov, Jessica Marquez, Jamone Pili, Ciara Calsita, David Gauthier and Deaka McClain Absent: 1 - Daryl Crouse This discussion was moved to the Accessibility and Transportation Committee. The motion carried by the following vote: Yes: 7 - Richard Hernandez, Chris Karadjov, Jessica Marquez, Jamone Pili, Ciara Calsita, David Gauthier and Deaka McClain No: 1 - Anthony Bell Absent: 1 - Daryl Crouse 5. 17-034CA Recommendation to discuss future medical marijuana dispensaries in the City of Long Beach and give direction to staff regarding specific questions that the commission has since state law has changed. A motion was made by Secretary Calsita, seconded by Commissioner Pili, to withdrawn. A motion was made by Secretary Calsita, seconded by Vice Chair Gauthier, to laid over. The motion carried by the following vote: Yes: 8 - Anthony Bell, Richard Hernandez, Chris Karadjov, Jessica Marquez, Jamone Pili, Ciara Calsita, David Gauthier and Deaka McClain Absent: 1 - Daryl Crouse 7. 17-036CA Recommendation to receive and file a debrief on the Transportation Town Hall that took place on Friday, March 31, 2017. This CA-Agenda Item was approve recommendation. 8. 17-037CA Recommendation to request available commissioners to voluntarily staff the informational table that CACoD will host during the 2017 Pasefika Pride Event taking place on May 19th and 20th. This CA-Agenda Item was withdrawn. 9. 17-038CA Recommendation to approve participation in the form of an informational table at the Abilities Night Event presented by Mayor Garcia and the Aquarium of the Pacific. This event will take place on Sunday, April 23, 2017 from 6:00 pm - 9:00 pm at the Aquarium of the Pacific. A motion was made by Vice Chair Gauthier, seconded by Commissioner Karadjov, to approve recommendation. The motion carried by the following vote: Yes: 8 - Anthony Bell, Richard Hernandez, Chris Karadjov, Jessica Marquez, Jamone Pili, Ciara Calsita, David Gauthier and Deaka McClain Absent: 1 - Daryl Crouse A By-laws Ad-Hoc Committee was formed and will include Commissioners Bell, Calsita, McClain, & Pili. 11. 17-040CA Recommendation to direct newly formed standing committees to draft mission statement and goals during first meeting. A motion was made by Vice Chair Gauthier, seconded by Secretary Calsita, to laid over.
