OCEAN BOULEVARD, 1:00 DISABILITIES MINUTES PM Deaka McClain, Chair Ciara Calsita, Member David Gauthier, Vice Chair Sherry Diamond, Member Nubia Flores Cedeno, Secretary Chris Karadjov, Member Alice Bruns, Member Jamone Pili, Member CALL TO ORDER ROLL CALL Commissioners Ciara Calsita, Sherry Diamond, Nubia Flores Cedeno, Chris Present: Karadjov, Deaka McClain and David Gauthier Commissioners Alice Bruns and Jamone Pili Absent: FLAG SALUTE PUBLIC PARTICIPATION Former assemblymember Betty Karnette spoke about her carreer as an elected official, her experience as a Long Beach resident and encouraged the commission to be open to possiblity and creating change. Rondi Colson, LB resident, retired teacher and grandparent of a child with a disability. Ms. Colson's granddaughter, Peyton, recently put on the 'Exceptional Day of Play' at Wardlow Park. This event was quite successful and Ms. Colson encouraged the City to do more pop-up events like this one. Ms. Colson also let the commission know that she and others recently visited Granada Beach and were disappointed to see that there was no access to the water for people who use wheelchairs. Ms. Colson suggested that some sort of accessible path be put in at one of our beaches. Emily Perez, LB resident and speech pathologist at Buffum TLC, spoke about the need for inclusive playgrounds and suggested Stearns Park as ideal location to have an all-inclusive playground including slide and swings, with the long-term goal of having all of our parks all-inclusive. Ms. Perez also suggested that we consider public transportation when establishing inclusive parks. OCEAN BOULEVARD, 1:00 DISABILITIES MINUTES PM APPROVAL OF THE MINUTES 1. 18-023CA Recommendation to approve minutes from the June 14, 2018 meeting of the Citizen's Advisory Commission on Disabilities. Commissioner Cedeno requested that June's minutes be changed reflect that she was present during the executive committee elections. A motion was made by Vice Chair Gauthier, seconded by Commissioner Karadjov, to approve recommendation. The motion carried by the following vote: Yes: 6 - Ciara Calsita, Sherry Diamond, Nubia Flores Cedeno, Chris Karadjov, Deaka McClain and David Gauthier Absent: 2 - Alice Bruns and Jamone Pili STANDING COMMITTEE REPORTS AND RECOMMENDATIONS 2. 18-024CA Recommendation to receive and file monthly report by the Youth, Employment & Programs standing committee and adopt any recommendations this body would like to make. Commissioner Calsita reported that feedback was received regarding the draft of the resources guide, including the use of a more universal picture on the front. Commissioner Calsita also suggested that the resource guide be printed in as-needed quantities so that when changes need to be made, there isn't a waste of resources. Commissioner Gauthier requested that information for the Harbor Regional Center be added. A motion was made by Commissioner Calsita, seconded by Vice Chair Gauthier, to approve recommendation. OCEAN BOULEVARD, 1:00 DISABILITIES MINUTES PM Absent: 2 - Alice Bruns and Jamone Pili 3. 18-025CA Recommendation to receive and file monthly report by the Accessibility, Transportation & Services standing committee and adopt any recommendations this body would like to make. Commissioner Karadjov reported that part of this committee went to LBUSD Carver Elementary to see their inclusive playground. Commissioner Cedeno reported that the committee discussed parks and recreation recommendations and also gave some background as to why Carver Elementary was an ideal location at the time to build an inclusive playground. A motion was made by Commissioner Calsita, seconded by Vice Chair Gauthier, to approve recommendation. OCEAN BOULEVARD, 1:00 DISABILITIES MINUTES PM 4. 18-028CA Recommendation to discuss and approve playground accessibility final recommendations presented by Accessibility, Transportation & Services standing committee that will be submitted to Mayor Garcia and City Council for future consideration. The recommendations are outlined as follows: Recommendation #1: CACoD respectfully recommends additional accessible pathways (e.g. concrete, decomposed granite, asphalt) at our parks that connect to various components, such as picnic tables and benches. Recommendation #2 CACoD respectfully recommends adding accessible picnic tables to park space, connected to the accessible pathways recommended above. Recommendation #3 CACoD respectfully recommends adding accessible beach pathways at key locations at our beaches (such as Granada Beach) that allow people who use mobility devices better access to the water. Recommendation #4 CACoD respectfully recommends including/adding universally inclusive playground features to future projects, including swings and slides that can accommodate most children with different abilities. CACoD recommends that as future resources allow, Stearns Park be considered as the first location for an all-inclusive playground. Recommendation #5 CACoD respectfully recommends that the City include them in the future planning and design phases of future parks projects. A motion was made by Secretary Cedeno, seconded by Commissioner Diamond, to approve recommendation. The following recommendations were made and approved: Event location: Michelle Obama Library Date: Saturday, October 27th, 2018 Time: 11-3, including setup and breakdown (event will run 12-2:30) This event will include an accessibility panel Possible panelists: Department of Public Works, Development Services, Parks, Recreation & Marine, Library Services, and UBER A motion was made by Chair McClain, seconded by Commissioner Karadjov, to approve recommendation.
