President Arias called the meeting to order at 8:04 a.m.

President Arias asked Commissioner Megan Kerr to lead the Pledge of Allegiance.
President Arias requested a moment of silence in honor and memory of Long Beach Fire
Captain David Rosa, who was killed in the line of duty on June 25, 2018, while responding to
a report of a fire and explosion.

President Arias welcomed the three new Civil Service Commissioners, and asked them to
introduce themselves.
Commissioner Susana Gonzalez Edmond, Commissioner Heather Morrison, and
Commissioner Megan Kerr gave a brief biography of themselves and are looking forward to
contributing to the Commission and serving the community.

Executive Director Ms. Taylor-Sherwood advised that, after the Civil Service
Agenda for July 11, 2018, was posted, there was a change to Consent
Calendar Item #5 - Recommendation to receive and file resignations.
The Civil Service Department was notified that Brian Elliott, Police Officer
(12 yrs., 1 mo.) rescinded his resignation and wishes to remain employed
by the Long Beach Police Department.
Ms. Taylor-Sherwood, Vice President Smith Watts, Principal Deputy City
Attorney Gary Anderson, and President Arias engaged in discussion
regarding this notification. The motion to approve the Consent Calendar in
its entirety was passed, with the clarification that Police Officer Brian Elliott’s
resignation was rescinded from this Agenda.

Ms. Taylor-Sherwood advised that a copy of the ALJ report was included in
the Commission Agenda packet of July 6, 2018, for their review and
consideration.
Principal Deputy City Attorney Gary Anderson introduced Ms. Teresa
McGinity, Attorney at Law, of the Law Offices of Hanna Brophy, who
represented the City of Long Beach at the Disability Retirement Appeal
hearing 18-DR-1516. Ms. McGinity was present to answer any questions
from the Commission.

Recruitment & Selection
Deputy Director Ms. Slaten announced that the Police Recruit position will be opening on
Friday, July 13, 2018; the first time the recruitment will be open and continuous. Long Beach
Police Lieutenant David Poss and Sergeant Erik Hooker were present to answer any
questions from the Commission regarding the continuous recruitment.
Ms. Slaten introduced Shellie Goings, Personnel Analyst, who is currently conducting the
performance evaluation for the Fire Engineer position. Ms. Goings explained the
performance components that candidates will undergo, and invited Commissioners to observe
the testing process, scheduled for July 12th and 13th, at the Fire Training Center, located at
2249 Argonne Avenue.
Vice President Smith Watts encouraged the new Commissioners to take advantage of
opportunities to observe performance testing processes.
Ms. Slaten introduced Mike Goldschmidt, Administrative Officer for the Development Services
Department, who will be partnering with Civil Service by funding and providing a Non-Career
Administrative Analyst to help with Development Services recruitments.
Mr. Goldschmidt advised that Development Services is following the Harbor Department’s
successful model by funding a Civil Service Analyst to focus on Department-specific
recruitments.
President Arias was pleased to hear of the collaborative efforts being forged between
Departments.
Ms. Slaten introduced Ms. Karen Hernandez, the Port of Long Beach 2018 Summer High
School Intern. Ms. Hernandez provided the Commission with a status report of the projects
she has been involved with in the first weeks of her internship. Ms. Hernandez is a 2017
graduate of the Youth Leadership Long Beach Program, is the Youth Chair for 2018, and will
be entering her senior year at Long Beach Poly, Home of Scholars and Champions. Ms.
Hernandez looks forward to developing new connections and expanding her involvement in
the community.
The Commission welcomed Ms. Hernandez and wished her success in her internship

experience with the Civil Service Department.
Ms. Slaten introduced Stanley Wang, the Civil Service Department’s newest Personnel
Analyst.
Mr. Wang introduced himself to the Commission and provided a background of his previous
employment experience as an analyst with the Personnel Department for the City of Los
Angeles, where he conducted extensive recruitments. Mr. Wang is an alumnus of CSULB.
The Commission welcomed Mr. Wang to the City of Long Beach and the Civil Service
Department.
Special Projects
Ms. McDonald congratulated the new Commissioners on their recent appointments.
Ms. McDonald has launched a schedule of six training sessions for Civil Service staff that will
continue in the coming months. Ms. McDonald conducted individual assessments of
Recruitment and Selection Division (RSD) Analysts and identified areas of knowledge and
experience that will be enhanced through target-specific NEOGOV and Applicant Tracking
System training, helping them to work efficiently and effectively.
Ms. McDonald explained an additional goal she has to partner further with Department of
Human Resources, in advance of the city’s move toward utilizing the new Online Hiring
Center (OHC). Ms. McDonald acknowledged Ms. Glendy Martinez, Human Resources
Personnel Analyst, who was in attendance at the CSC meeting. Ms. Martinez was
instrumental in partnering to create the city-wide online requisition program. As the NEOGOV
Administrator, Ms. McDonald will continue to work with Ms. Martinez and HR staff to create a
city-wide training plan for employees responsible for initiating and managing requisitions.
Ms. McDonald also provided the new Commissioners with a brief overview and timeline of the
Pilot Program of the NEOGOV Performance Evaluation tool. Phase 3 training will be
conducted tomorrow at the Harbor Department lab.
Commissioner Kerr, Ms. McDonald and Ms. Taylor-Sherwood engaged in discussion
regarding employee performance management.
Administration Support Services
Ms. Alamo welcomed the new Commissioners and explained the scope of services provided
by her Division. Ms. Alamo and her staff will be completing the HR1 process for the new
Commissioners after the conclusion of today’s CSC meeting
Ms. Alamo gave a budget overview and explained financial projections for the 2 ½ months
remaining before the close of FY18. Vendors are being contacted for invoice verification

and Purchase Orders are being monitored to ensure prompt closure. Personnel costs are
also being closely monitored. In addition, Ms. Alamo and her staff continue to calculate
seniority points, certify requisitions and eligible lists, among many other responsibilities.
Executive Director’s Report
Ms. Taylor-Sherwood announced that she has been asked to participate again in the
Emerging Leaders Program (ELP) Conference later this year. Ms. Taylor-Sherwood’s HR
colleagues reached out to her last year, asking her to facilitate training. Her training was so
successful and well-received by participants, she will be facilitating again in October.
Ms. Taylor-Sherwood explained the broad-based testing plan and RFP she submitted recently
to the City Manager’s Office. She advised that her RFP will be funded and launched during
FY19.
Ms. Taylor-Sherwood thanked Sofia Style, FUSE Executive Fellow for collaborating with Civil
Service staff to identify areas for process improvement, and also thanked staff for being so
receptive and responsive to continuing efforts to improve operations.
President Arias asked Ms. Taylor-Sherwood to introduce Civil Service Department staff to the
new Commissioners. Ms. Taylor-Sherwood gave a brief description of assignments and
responsibilities of each staff member.
