CALL TO ORDER
The meeting was called to order by Chair McClain at 1:05 pm.

The flag salute was led by Commissioner Adams.
PUBLIC PARTICIPATION
Joe Partansky, visitor to Long Beach, spoke about his ADA guide and his history of disability
advocacy.
Donaldo Reed, with Rockin' Blues Entertainment, spoke about the Special Needs Valentine's Day
Party coming up on February 11th at the Alpert Jewish Community Center. Mr. Reed invited
CACoD to particpate.
PRESENTATION
Lori Delaney, Executive Director of Tichenor Clinic for Children, presented to CACoD. Ms.
Delaney highlighted the programs and resources available through Tichenor and shared the long
history of this organization in our City.

A motion was made by Commissioner Cedeno, seconded by
Commissioner Adams, to approve recommendation. The
motion carried by the following vote:

20-001CA Recommendation to approve minutes from the November 14, 2019
meeting of the Citizen's Advisory Commission on Disabilities.
STANDING COMMITTEE REPORTS AND RECOMMENDATIONS
20-002CA Recommendation to receive and file monthly report by the
Accessibility, Transportation & Services standing committee or adopt
any recommendations this committee would like to make.
Commissioner Adams reported that the committee discussed the possiblity of
CACoD participating in the Unity Festival coming up on Saturday, March 7th from
10:00 am - 3:00 pm at Cabrillo High School. There was also discussion about the
possibility of CACoD partnering with Cabrillo High School for a separate
accessibility event in the future. Lastly, Commissioner Adams invited CACoD to
a mixer on March 5th that will highlight the festival on March 7th.
A motion was made by Commissioner Cedeno, seconded by
Chair McClain, to approve recommendation. The motion carried
by the following vote:

20-003CA Recommendation to receive and file monthly report by the Youth,
Employment & Programs standing committee or adopt any
recommendations this commitee would like to make.
Commissioner Cedeno reported that the committee discussed goals for 2020
and how the resource guide may be updated. There was also discussion about
the concern of redundancy given all of the information already available to the
public and how the commission can build on what already exists.
A motion was made by Commissioner Adams, seconded by
Commissioner Cedeno, to approve recommendation. The
motion carried by the following vote:

Deaka McClain

NEW BUSINESS
20-004CA Recommendation to appoint Commissioner Nubia Cedeno as secretary
of the executive committee to serve the remaining of the 2019/2020
term.
A motion was made by Commissioner Adams, seconded by
Commissioner Vuong, to approve recommendation. The
motion carried by the following vote:

DISCUSSION OF 2020 GOALS AND EXPECTATIONS FOR CACOD
There was a very robust conversation about increasing community outreach and public
participation and engagement. Additionally, there was discussion about ways that CACoD could
publicily recognize community leaders and organizations and acknowledge the work that is being
done on behalf of the disability community.
There were requests for updates specific to the right-of-way self evaluation and transition plan and
the Blueprint for Economic Inclusion and a presentation from Parks, Recreation and Marine to
highlight all of our inclusive programming. Additonally, there was discussion about honoring Dr.
Barry Levay, professor at CSULB, for his Camp Nugget program at the university before he retires
in June 2020.
There was discussion about a new stakeholders group that Senator Gonzalez is taking the lead in
putting together that will focus attention on housing and transportation concerns in the disability
community. CACoD will eventually be invited to participate.
It was suggested that CACoD start researching current events specific to disability topics and
research what other cities are doing to enhance their disability commissions.

AGENCY REPORTS
Commissoner Cedeno, a member of the Community Advisory Committee for LBUSD, shared that
the first meeting of the year will be held on January 15th, and will focus on the district's possible
plans for special education after hearing feedback from parents. There will also be a presentation
on the State of Special Education. Commissioner Cedeno also reported that she is organizing a
canidate's forum for parents in School Board Districts 2 and 4. The forum will be held on February
12 at Browning High School.
Commissioner Adams, who works for The Children's Clinic (TCC), reported that TCC has
partnered with Mental Health America (MHA) and will soon be opening a new location, which will
highlight a mobile dental care clinic. Commissioner Adams will share dates in February.
Commissioner Vuong, who works for Tichenor Clinic for Children, shared about a new eating
program at the clinic, which will kick off on January 10th.
Chair McClean, who sits on the advisory committee for LA Care, shared that this committee meets
the 2nd Wednesday of every month in Los Angeles, starting at 10:00 am. Chair McClean shared
that she also serves Harbor Regional Center, and their client services meeting is the 4th
Wednesday of every month from 6:00 pm to 8:00 pm. Harbor Regional Center also has a new
self-determination program that meets every 2nd Wednesday of the month from 6:00 pm to 8:00
pm, and rotates between Long Beach and Torrance.
STAFF REPORT
Citywide Accessibility Coordinator reported that:
-CACoD has two new commissioners that will hopefully start in February
-finalized the schedule for the Festival of Human Abilities
-FCA includes self-evaluations of parks spaces and facilities (CACoD requested an update on
previous recommendations)
-meeting with Mobi-Mat vendor
-salary resolution for City commissioners
-AR7-5 Effective Communication Policy for the City of Long Beach
-Upcoming ADA trainings for City staff
-Council directive to provide a report on existing services the City provides to small businesses to
increase ADA compliance and a feasibility study of developing proactive solutions for small
businesses to address construction-related accessibility and ADA-compliance issues

Tichenor Clinic for Children envisions a world where every child who struggles early
in life will receive empowering care and support that allows them to be their best
selves. Lori Delaney, Executive Director, will present to the commission the variety of
programs and resources available through Tichenor.
