Attachments: CACoD Minutes.February 11 2021.pdf A motion was made by Secretary Vuong, seconded by Commissioner Garate, to approve recommendation. The motion carried by the following vote: Yes: 7 - Victor Garate, Chris Karadjov, Jennifer Kumiyama, Gretchen Swanson, Kim Vuong, Stephen Adams and Nubia Flores Cedeno Absent: 2 - Elyse Ares and Deaka McClain STANDING COMMITTEE REPORTS Page 2 of 8 CITY OF LONG BEACH THURSDAY, MARCH 11, 2021 CITIZENS' ADVISORY TELECONFERENCE: WEBEX, 1:00 PM COMMISSION ON DISABILITIES MINUTES 2. 21-010CA Recommendation to receive and file monthly report by the Accessibility, Transportation & Services standing committee. Attachments: ATS meeting 03 03 2021.pdf Commissioner Garate reported the Accessibility, Transportation & Services standing committee met on March 3, 2021. Commissioners Adams, Garate and Vuong were present; Commissioner Karadjov was absent. The committee had also met on February 24th to discuss the leaf blower item brought forth by Frances Emilty Dawson Harris. Currently, this committee is waiting on data to be provided by the City related to any other public concerns and complaints. The committee also discussed the paratransit options now available for Covid-19 vaccine appointments at the Long Beach Convention Center. Lastly, the committee discussed crosswalks in the City, including lights, longer cross times, etc. This item will be discussed at length later in this meeting. Future agenda items include continued leaf blower and crosswalk discussions, as well as ramp accessibility on our beaches. Commissioner Swanson suggested the standing committee become familiar with the City's new mobility coordinator and that person could assist. Elias Garcia, senior engineer with public works, offered that any crosswalk discussion decisions would most likely stay with the engineers because of specific standards. A motion was made by Commissioner Kumiyama, seconded by Commissioner Swanson, to approve recommendation. Attachments: Standing Committee Report_Feb2021 (002).pdf Commissioner Swanson reported the committee met on February 15th, Heather Van Wijk and Chair Cedeno joined. Commissioner Ares was absent. This committee is looking at equity in the public space, and outlined a series of steps and expectations needed to create a new framework concept for the City. Part of the outcome would include CACoD be a part of review process carried out by the Department of Development Services for new projects. Heather Van Wijk was asked to evaluate a possible funding mechanism initiate a request with a local subject matter expert for a future high-level presentation at CACoD. An addendum to this report is that this standing committee and Heather Van Wijk met with a local subject matter expert on March 8th. A robust discussion was had with this expert about equity in the public space, more to report next month. A motion was made by Secretary Vuong, seconded by Vice Chair Adams, to approve recommendation. The motion carried by the following vote: Yes: 7 - Victor Garate, Chris Karadjov, Jennifer Kumiyama, Gretchen Swanson, Kim Vuong, Stephen Adams and Nubia Flores Cedeno Absent: 2 - Elyse Ares and Deaka McClain REGULAR AGENDA Page 4 of 8 CITY OF LONG BEACH THURSDAY, MARCH 11, 2021 CITIZENS' ADVISORY TELECONFERENCE: WEBEX, 1:00 PM COMMISSION ON DISABILITIES MINUTES 4. 21-012CA Recommendation to receive and file information from the City of Long Beach Traffic Engineer related to the timing of crosswalks at signalized intersections. Senior traffic engineer, Elias Garcia, joined the commission for Q&A on this topic. There was a lot of robust discussion with intent for future recommendations from the Accessibility, Transportation & Services standing committee to the whole commission. A motion was made by Commissioner Garate, seconded by Commissioner Karadjov, to approve recommendation. The motion carried by the following vote: Yes: 7 - Victor Garate, Chris Karadjov, Jennifer Kumiyama, Gretchen Swanson, Kim Vuong, Stephen Adams and Nubia Flores Cedeno Absent: 2 - Elyse Ares and Deaka McClain 5. 21-013CA Recommendation to receive and file into record the letter of recommendation sent to Mayor Garcia and the City Council regarding the vaccine rollout and people with disabilities. Attachments: Acknowledgement of Re-prioritization of Persons Ages 16 to 64 Yea A motion was made by Commissioner Kumiyama, seconded by Commissioner Swanson, to approve recommendation. Attachments: Library Services Performance Audit Combined Final Report.pdf Chair Cedeno suggested this discussion go to one of the standing committees for further review of the audit's recommendations. Chair Cedeno also reported that Councilmember Richardson suggested that social services be offered at our libraries in the future and wanted this reviewed during committee's review. Commissioner Swanson stated that this was good opportunity to revisit the living resource guide that has been recommended in the past. A motion was made by Commissioner Kumiyama, seconded by Vice Chair Adams, to approve recommendation. This letter of recommendation was sent in response to the Framework for Reconciliation. Attachments: Effective and Accessible Resource Dissemination for Persons with D A motion was made by Secretary Vuong, seconded by Commissioner Kumiyama, to approve recommendation. Commissioners Vuong and Kumiyama volunteered to be on this ad-hoc. A motion was made by Commissioner Kumiyama, seconded by Commissioner Swanson, to approve recommendation. The motion carried by the following vote: Yes: 7 - Victor Garate, Chris Karadjov, Jennifer Kumiyama, Gretchen Swanson, Kim Vuong, Stephen Adams and Nubia Flores Cedeno Absent: 2 - Elyse Ares and Deaka McClain AGENCY REPORTS Chair Cedeno reported that she recently met with Councilmember Richardson, CD9. They discussed the food drive occurring on Saturday, March 20th at Jordan HS. Chair Cedeno also reported that LBUSD would be opening up on March 29 starting with elementary schools. Vice Chair Adams reported that The Children's Clinic continues to host Saturday vaccine clinics, vaccinating on average 200 people with each clinic. Secretary Vuong reported that Tichenor Clinic has applied for a mobile vaccine clinic. Commissioner Garate reported that he has been involved in a lot of vaccine-related meetings and activities, and was part of the logistics planning with our paratransit partners at the Long Beach Convention Center vaccine site. Page 7 of 8 CITY OF LONG BEACH THURSDAY, MARCH 11, 2021 CITIZENS' ADVISORY TELECONFERENCE: WEBEX, 1:00 PM COMMISSION ON DISABILITIES MINUTES STAFF REPORT Citywide Accessibility Coordinator Heather Van Wijk reported the following: -on March 8th, the City opened up vaccines to people with developmental and physical disabilities (a week before the rest of the State), no appointments needed -our paratransit partners now have direct and easy access to the convention center vaccine site, allowing riders to stay in the vehicle and with the driver through the duration of their vaccine appt -there is a mobile unit for people who are homebound -Covid-19 numbers continue to decline and Long Beach will move into the less restrictive Red Tier -March 11 the City opened up to more essential work groups including City employees, transportation, janitorial, and airline industry -the City has started to transition to MyTurn and will no longer use VaxLB for vaccine appointments ANNOUNCEMENTS AND CLOSING REMARKS Commissioner Kumiyama gave a shout out to all of the fierce female disability advocates:) Commissioner Garate thanked Heather Van Wijk for her efforts in the vaccine roll out.
