PRESENTATION
Bradley Bounds, the City's Redistricting Program Specialist, presented on the City's current
actions around the process of adjusting Long Beach's district boundaries (this happens every 10
years after the release of the U.S. Census). This presentation included the announcement of
upcoming public meetings with the City's newly formed Redistricting Commission.

1. 21-023CA Recommendation to approve minutes from the April 8, 2021 meeting of
the Citizen's Advisory Commission on Disabilities.

A motion was made by Secretary Vuong, seconded by
Commissioner Garate, to approve recommendation. The
motion carried by the following vote:

STANDING COMMITTEE REPORTS
2. 21-024CA Recommendation to receive and file monthly report by the
Accessibility, Transportation & Services standing committee.

Commissioner Garate reported that the ATS committee met on Monday, May
5th. Present was Commissioners Adams, Garate and Vuong; absent was
Commissioner Karadjov. The committee discussed 1) vaccine clinics and
experiences that people are having, which has been overall very positive based
on feedback; 2) agreed to put the leaf blowers discussion on hold until the City
reports back out in 2022; 3) e-scooters in the public right-of-way and would like
a follow up presentation. Commissioner Vuong is specifically concerned about
the e-scooters at the beach, the allowed speed of the e-scooters, and the
consumers the vendors are renting the scooter to; 4) beach access.
A motion was made by Commissioner Swanson, seconded by
Commissioner Kumiyama, to approve recommendation. The
motion carried by the following vote:

3. 21-025CA Recommendation to receive and file monthly report by the Youth,
Employment & Programs standing committee.

Commissioner Swanson reported that the YEP committee met on April 8th.
Commissioners Hill, Kumiyama and Swanson were present. ADA Coordinator
Heather Van Wijk also joined. The committee reviewed strategies for
addressing equity in public spaces and are planning to meet with city council
members to engage them in this discussion. The committee has drafted talking
points and will work to schedule individual meetings. The committee also
continues to keep the library audit review on their list of projects for 2021.
A motion was made by Commissioner Garate, seconded by
Secretary Vuong, to approve recommendation. The motion
carried by the following vote:

REGULAR AGENDA
4. 21-026CA Recommendation to send a follow up letter of recommendation to the City
Council, City Manager and Office of Equity to ensure that people with
disabilities are included in the Framework for Reconciliation.
Chair Cedeno reiterated the importance of lifting up disability
intersectionality/muliple identities in the Framework for Reconciliation.
Commissioner Swanson stated that intersectionality needs to be front and
center during the city's redistricting efforts. Otherwise, certain communities will
continue to be hidden.
A motion was made by Commissioner Swanson, seconded by
Vice Chair Adams, to approve recommendation. The motion

5. 21-027CA Recommendation to receive and file an update from the Citywide ADA
Coordinator on the City's Covid-19 vaccine efforts.
A motion was made by Commissioner Kumiyama, seconded
by Commissioner Garate, to approve recommendation. The
motion carried by the following vote:

AGENCY REPORTS
Chair Cedeno reported that 1) CD9 is hosting a garden clean up at Michelle Obama Library to
prepare for its reopening on May 18th (in addition to a few other libraries); 2) a LB-REAP pop up
will occur on May 15th; 3) the Black Community Health and Vaccine Fair on May 15th; 4) LBUSD
Board will occur on May 17th on the district's YouTube channel and a LCAP meeting on May 25th
for high-need students.
Vice Chair Adams reported that The Children's Clinic has many pop-up vaccine clinics
scheduled throughout the City, several days of the week, walk-ins welcome.
Commissioner Karadjov reported that plans to reopen CSULB campus is in the works and there
is a hope that professors will be able to teach without masks.
Commissioner Kumiyama reported that the Disabled Resources Center is having their annual
awards event on Thursday, July 22nd. This event is virtual and free to the public.
Commissioner Swanson reported that the LB Emergency Rental Assistance Program is in full
swing and has been given additional funds. Five local organizations have been brought on by the
City to assist.

STAFF REPORT
Citywide ADA Coordinator, Heather Van Wijk reported 1) the 2030 Strategic Plan was brought
to City Council this week during a study session and that community input would be collected
during the summer; 2) Access Services has resumed shared rides and has suspended their
temporary one-day service program as of May 1st; 3) Emergency Broadband Benefit Program;
4) Transition Plan update; 5) library re-openings next week with various hours; 6) Access &
Inclusion Corner for City staff; 7) Police department presentation tentatively scheduled for June
CACoD meeting; 8) CACoD invited to be a sponsor of the Superhero Fair at Tichenor Clinic on
June 5th.
