There was a lot of discussion around people with disabilities and the possibility of integrating people with disabilities into the police department's training modules that will help officers better identify the different needs of people with disabilities, understanding that it cannot be a 'one size fits all approach.' Attachments: ATS Report.June 2021.pdf Commissioner Garate reported that the standing committee met on Monday, June 4th, all commissioners present (Adams, Garate, Karadjov, Vuong). The first order of business discussed was the need for accessible beach mats - Commissioner Vuong has reached out to her councilmember and is prepared to write a letter of support as the committee chair. The second order of business was the desire to host a transportation resource fair and will work with Heather on coordinating dates (after the updated health orders are released by the State on June 15th). The third order of business was the leaf blowers discussion; the committee will continue to monitor and waits for the report due from the health department next year. The final order of business was airport accessibility/access to the planes and a future presentation that Commissioner Karadjov will work with Heather on. Commissioner Karadjov asked about a previous presentation to the commission that included a discussion about beach mats. Public comment included a statement by Deaka McClain (former CACoD commissioner) about the importance of being accessible and inclusive, specifically lifting up the need for accessible beach mats. A motion was made by Secretary Vuong, seconded by Commissioner Swanson, to approve recommendation. Attachments: YEP Report.June 2021.pdf Commissioner Swanson reported that this standing committee now meets twice monthly, meeting the 13th and 27th of May. All commissioners were present; Heather Van Wijk and Chair Flores joined, too. The committee actions included a review of the Ochoa Settlement requirements and how these requirements apply to the work CACoD is pursuing specific to equity in public spaces; confirmed meetings with councilmembers from districts 1, 2, and 6; working to schedule a meeting with district 7; finalizing discussion points in preparation for these meetings. A review of the library audit remains on the committee's priorities list. A motion was made by Commissioner Garate, seconded by Vice Chair Adams, to approve recommendation. DISCUSSION: The City is currently investing millions of dollars into the new and improved beach concessions and activity hubs at Alamitos Bay, Junipero Beach and Granada Beach; this is a perfect opportunity to create a more inclusive and welcoming experience for all people with the use of accessible matting. This matting, now being used in other CA beach cities like Huntington Beach and Manhattan Beach (as well as other beaches across the country), will allow beach-goers a seamless transition from the pedestrian path to the ocean, giving people with disabilities an opportunity to experience the beach in a way they never have before. Chair Flores noted that there are brand new concessions and playgrounds that have been or will be constructed at Alamitos, Granada and Junipero beaches, opening up perfect opportunities to install accessible beach mats. This is not an issue of ADA compliance, but equity and inclusion. The time is now. Commissioner Swanson reminded us that access only works if it takes us somewhere, and that these mats align with the spirit of the Ochoa Settlement. Commissioner Swanson suggested that a survey be conducted within the disability community by parks & recreation to gauge their needs and what might be useful to them. Commissioner Vuong suggested that parks & recreation come to CACoD's next meeting. Commissioner Hill suggested that the recommendation include beach shower accessibility. The cost of the entire project is estimated to be $1M; -Community Budget Meetings will commence soon, do dates announced yet; -Mayor and City Council will return to in-person council meetings starting in June; the public will be all invited to return in July; -CACoD will need to decide when to return to in-person meetings; -CACoD and Tichenor Clinic is hosting a community forum with the LBPD Mental Evaluation Team on Friday, June 18th; -LA County Commission on Disabilities meets the 3rd Monday of every month; -CACoD commissioners are welcome to join the City's internal Access & Inclusion training series; -the final Digital Inclusion Roadmap is going to Council for approval on June 15th; -the Long Beach Public Library has released a survey to the public to better understand needs; the survey is open until August 28th. AGENCY REPORTS Commissioner Adams reported that The Children's Clinic continues to host weekly vaccination clinics at various locations, partnering with various organizations. Commissioner Adams also shared that he would like to start focusing on the Transportation Resource Fair, tentatively scheduled for November 20th in partnership with LB Unity Festival, and will share more information next month. Commissioner Vuong announced that Tichenor Clinic and CACoD are hosting a community forum with LBPD on June 18th. Commissioner Garate reported that Long Beach Dial-A-Lift continues to service the Long Beach Convention Center vaccine site. Commissioner Hill shared that he appreciates all of the City's Covid-19 vaccine efforts. Commissioner Swanson reported that LIBRE (renter's rights) offers 'Know Your Rights' workshops and will share that information with the commission.
