1. 21-055CA Recommendation to approve minutes from the August 12, 2021 meeting
of the Citizen's Advisory Commission on Disabilities.

Secretary Swanson, to approve recommendation. The motion
carried by the following vote:

2. 21-056CA Recommendation to receive and file information from Dr. Tiffany
Brown, Deputy Superintendent, LBUSD, regarding LBUSD's upcoming
resolution on Disability History Week.
This resolution will be heard and voted on by the LBUSD Board of Education
on Tuesday, September 14th.
A motion was made by Commissioner Karadjov, seconded by
Secretary Swanson, to approve recommendation. The motion
carried by the following vote:

3. 21-057CA Recommendation to receive and file presentation from Keith Hoey,
Assistant City Engineer and Heather Van Wijk, Citywide Accessibility
Coordinator, City of Long Beach regarding the 2017 Ochoa settlement
and a transition plan update specific to the Ochoa settlement
requirements.
A motion was made by Commissioner Karadjov, seconded by
Commissioner Vuong, to approve recommendation. The
motion carried by the following vote:

4. 21-058CA Recommendation to receive and file monthly report from the
Accessibility, Transportation & Services standing committee.
First Order of Business: Update - Steve Adams
Cabrillo High School has met with Commissioner Adams and there is currently
no campus event due to Covid-19. Commissioner Adams will meet with the
Superintendent regarding the future of events at the location. More information
to follow post meeting with the superintendent.
As a standing committee we decided to table the event until March 2022.
Second Order of Business: Scooters in Long Beach
Commissioner Vuong is concerned about the scooters in Long Beach and the
fact that she feels that they are left everywhere. Commissioner Voung would
like the scooter company to present to us again.
Third Order of Business: El Dorado Park
Commissioner Voung will meet with Heather regarding the park.
Fourth Order of Business: Beach Mats
Commissioner Adams and Commissioner Voung would like to know the date
of when the beach mats are coming to Long Beach
Fifth Order of Business: Officers
Commissioner Adams motions to keep positions as is. Commissioner Garate
seconds’ motion.

Airport Accessibility
Commissioner Adams will like to speak with the director with programs for
students with disabilities and their accessibility of classrooms, Tiffany Brown.
ADJOURNMENT
The meeting was adjourned at approximately 2:46 p.m.
Commissioner Flores suggested the committee write a letter to the City asking
for a timeline of implementation of the beach mats.
Deaka McClain, member of the public, spoke regarding transportation
concerns at the airport and suggested that a 'Access/Dial-a-Lift' sign/stand be
installed.
A motion was made by Commissioner Vuong, seconded by
Commissioner Hill, to approve recommendation. The motion
carried by the following vote:

Equity in the Public Space
City Council Member Outreach to discuss Equity in the Public Space
Zoom meetings with Council Members - none made in August.
CD5 - Meeting held w/o CM will attempt to reschedule
CD8 - Awaiting a reschedule date
Follow-up to establishing CaCOD as a resource - Commissioner Hill was
contact by CD9 during the pre-planning of the Summer’s Jazz Festival - we
look forward to more of these planning requests.
Library Audit:
· To kick-off review of the Library Audit we ask that YEP members meet with
key staff to get an update of changes and plans since the audit, as well as
explore further remediation.

6. 21-060CA Recommendation to receive and file update from the DEAM 2021
ad-hoc committee.
Heather Van Wijk reported that the event would be virtual on Thursday, 10/21 at
1:00pm. Four organizations will be invited including Disabled Resources
Center, Department of Rehabilitation, Department of Economic
Development/Pacific Gateway.
The theme of this year's national observance is 'America's Recovery: Powered
by Inclusion.'
A motion was made by Vice Chair Garate, seconded by
Commissioner Flores , to approve recommendation. The
motion carried by the following vote:

-CACoD will resume in-person meetings in October per Brown Act requirements
-FY22 budget passed; $24M available for right-of-way ADA projects

-Citizens Police Complaint Commission Evaluation Listening Sessions announced

Commissioner Swanson announced a housing survey released by CSULB based on Covid
effects on housing status
Commissioner Karadjov reported that in-person learning has resumed at CSULB.
Commissioner Flores reported that 1) LBUSD BOE is hearing a disability history resolution on
9/14; and 2) there is a celebration and resource fair coming up at Coolidge Park (CD9).
Commissioner Vuong reported a Covid-related event coming up at Tichenor Clinic.

Chair Kumiyama closed the meeting in honor of longtime disability advocate and Long Beach
resident, Ms. Tina Foa Foa. Ms. Foa Foa's sons joined the meeting for these remarks.
