Chair Garate called the meeting to order at 1:03 pm.

APPROVAL OF THE MINUTES
1. 21-061CA Recommendation to approve minutes from the September 9, 2021
meeting of the Citizen's Advisory Commission on Disabilities.

A motion was made by Commissioner Vuong, seconded by
Commissioner Karadjov, to approve recommendation. The
motion carried by the following vote:
Yes: 7 - Jeremy Hill, Chris Karadjov, Nubia Flores , Stephen Adams,
Kim Vuong, Gretchen Swanson and Victor Garate
Absent: 1 - Jennifer Kumiyama
STANDING COMMITTEES AND AD-HOC REPORTS
2. 21-062CA Recommendation to receive and file after-action report from the
Disability History Day ad-hoc committee.
Heather Van Wijk reported that the event had 119 registrants, and 54
participants. She reported that feedback has been positive and that it seemed
to be a good time of day (11-12:30).
Commissioner Swanson commended the ad-hoc committee on a well
thought-out event and hope it continues.
Commissioner Flores proposed doing a recording completely in Spanish.
A motion was made by Commissioner Hill, seconded by
Secretary Swanson, to approve recommendation. The motion
carried by the following vote:

3. 21-063CA Recommendation to receive and file monthly report from the
Accessibility, Transportation & Services standing committee.

Commissioner Adams reported that the ATS standing committee met on
Wednesday, October 8th at 1:00 pm. Commissioners Adams, Garate and
Vuong were present; Commissioner Karadjov was absent.
Discussions included: beach mats status; continued planning for an
Accessibility & Transportation Fair, possibly in March 2022, at Cabrillo High
School in collaboration with LBUSD; Covid vaccines; and airport accessibility.
A motion was made by Secretary Swanson, seconded by
Commissioner Karadjov, to approve recommendation. The
motion carried by the following vote:

4. 21-064CA Recommendation to receive and file monthly report from the Youth,
Employment and Programs standing committee.
Commissioner Hill reported that the YEP standing committee met on
September 9th, Commissioners Flores, Hill, Kumiyama, and Swanson in
attendance. Commissioner Swanson was elected chair of the this standing
committee and Commissioner Hill elected secretary.
A second meeting was held on September 23, Commissioners Hill, Kumiyama
and Swanson were in attendance.
Discussions around equity in the public space continues. Meetings with district
5 and district 8 are in the works, as well as a meeting with the city manager.
The committee remains committed to the Cities for All Initiative.
The library audit discussion in on hold for now.
A motion was made by Commissioner Vuong, seconded by
Commissioner Flores , to approve recommendation. The
motion carried by the following vote:

5. 21-065CA Recommendation to receive and file report from the DEAM 2021
ad-hoc committee.
Heather Van Wijk reminded that the commission that the NDEAM event was
coming up on Thursday, 11/21 from 12:00-1:30. Confirmed speakers are
Department of Rehabilitation, Disabled Resources Center, Pacific Gateway,
and Salvation Army. The event is being held on Zoom, registrations required,
A motion was made by Commissioner Flores , seconded by
Commissioner Hill, to approve recommendation. The motion

STAFF REPORT
Heather Van Wijk reported the following:
-time sheets should be submitted each month after the commission meeting
-UberWAV will be presenting in November
-Beach Mats TFF will be released soon with next steps
-Discussions have begun around a possible paratransit stop at Long Beach Airport
-Office of Equity and ADA Coordinator are in early discussions with World Enabled around
disability justice and disability inclusion; additionally Katie Balderas has left the City
-Redistricting draft maps have been released to the public
-Future Pride Tower uses as a community connection point - what does that look like?
AGENCY REPORTS
Commissioner Adams reported that The Children's Clinic continues vaccine PODS 4 days a
week.
Commissioner Flores reported that there would be a vaccine clinic and information sharing at
Lincoln Elementary on October 30th, hosted by a few community organizations.
Commissioner Vuong reported that Tichenor Clinic is having a virtual disability awareness event
on October 23rd from 10:00-12:00.
ANNOUNCEMENTS AND CLOSING REMARKS
Commissioner Flores asked about a new chair and vice chair given the departure of
Commissioner Kumiyama, stating the importance of keeping all three roles filled.
Commissioner Swanson stated that the YEP committee will continue the work started by Jennifer
Kumiyama

GUEST PRESENTATION
In honor of National Disability Employment Awareness Month, we will have job
developers Lupe Gracian, Zaid Moges and Lisa Nation join us from Disabled
Resources Center (DRC). Incorporated in 1976, with Dolores Nason as the current
executive director, DRC has evolved into providing eighteen services to thousands of
people each year, including through their employment services program. The mission
of DRC is "to empower people with disabilities to live independently in the community,
to make their own decisions about their lives and to advocate on their own behalf."
