At 2:33 p.m., Chairman Turpin called the meeting to order via teleconference.

APPROVAL OF MINUTES
1. 21-033MA Recommendation to approve the Marine Advisory Commission minutes
for the meeting held on Thursday, September 9, 2021.
A motion was made by Vice Chair Mayes, seconded by
Commissioner Daniels, to approve recommendation. The
motion carried by the following vote:
Yes: 8 - Nathaniel Brown, Camille Daniels, Colin Kelly, Elizabeth
Lambe, Theresa Marino, Jo Murray, Tom Mayes and Mark
Turpin
Abstain: 1 - Bruce Mac Rae
NEW BUSINESS
2. 21-035MA Recommendation to receive and file Long Beach Marinas 5-year
Capital Projects Plan.
Todd Leland presented an update on the 5-year Capital Projects plan. The
following topics were reviewed:
· Funding Availability
· Facility Reinvestment or Repair of Aging Facilities & Infrastructure
· Elimination of Obsolete Facilities & Infrastructure
· Expand Long Beach Marinas Amenities
· Promote Improved Planning

MANAGER'S REPORT TO COMMISSION
3. 21-034MA Recommendation to receive and file the Manager's monthly oral
updates.
LBPD - Marine Patrol Unit
James Smigla, Sergeant, LBPD/Marine Patrol provided a brief update on
the following:
● Assisted Special Events with the Long Beach marathon.
● Vacancies - Four candidates are in the process of background
checks.

following:
● Christmas Trees in the Bay preparation.
● A plumber is in the process of being hired.
● Creating signs for the upcoming Conductor Larry Curtis dedication.

Beach Maintenance
Cory Forrester, Superintendent, Beach Maintenance, reviewed the
following:
● Beaches are cleared of debris.
● October 21st - High tide
● Colorado Lagoon playground update.
● Four Non-Career positions are in the hiring process.
● Hurricane preparation.

Marine Operations
Todd Leland, Superintendent, Marine Operations provided the following
update:
● Recent oil spill.
● Wind advisory - Secure vessels.
● 2022 parking pass distribution
● Congratulated Marina Supervisors Kimarie Vestre and Eric Skelly, and
Marina Agents lll for their hard work.
● Duffy rentals at Marina Pacifica.

● November 11, 2021 MAC meeting (parking meeting). The meeting will
be held in-person at the Seal Beach Yacht Club, 6:00 p.m.
● December 9, 2021 MAC Orientation meeting (closed session). The
meeting will be held in-person.
Commissioner Kelly departed the MAC meeting at 3:05 p.m.
A motion was made by Vice Chair Mayes, seconded by
Commissioner Marino, to receive and file. The motion carried
by the following vote:
