OCEAN BOULEVARD COUNCIL CHAMBER, 5:00 PM A second substitute motion was made by Vice Mayor Lowenthal, seconded by Councilman Austin, to approve recommendation, with the amendments to: [1] reprogram $1,000,000 from the Infrastructure, Systems Replacement, and Technology Reserve; $1,000,000 from the supplemental funds for streets; $1,000,000 from the supplemental funds for sidewalks; $800,000 from funds set aside for storm water compliance; $50,000 from remaining funds from the HVAC upgrade; for a total of $3,850,000 to be reprogrammed for infrastructure divide by nine, with programmatic exceptions to infrastructure capped at $50,000; [2] reassign $37,500 for the truancy intervention program; $20,780 for high speed copying and scanning equipment from the City Prosecutor FY 14 year-end surplus; [3] allocate $350,000 for the Police Department from the FY 14 year-end Uplands oil surplus for the purpose of residential burglaries; and [4] approve $97,000 of the $149,704 Language Access Policy staff recommendation, holding back $52,000 itemized for recorded telephone messages and reprogramming the $52,000 along with an additional $100,000 from the Artificial Turf Conversion fund to the Language Access Policy, allowing staff to determine the allocation of the $152,000 for phone line translation and moving towards a single line access. (dba Kleinfelder), of Los Angeles, CA, and Kimley-Horn and Associates, Inc., of Raleigh, NC, for as-needed airport pavement evaluation (Task Order 001) and other related services, in an aggregate amount not to exceed $1,500,000 for a period of two years, with the option to renew for two additional one-year periods, and authorize City Manager or designee to execute all documents necessary to enter into the contracts, including any necessary amendments thereto, provided that the aggregate total is not exceeded.
