A motion was made to approve recommendation on the Consent Calendar. 3. 14-0705 Recommendation to adopt Resolution of Intention approving the Annual Assessment Report for October 1, 2014 to September 30, 2015, for the Long Beach Tourism Business Improvement Area, declaring its intention to levy the annual assessment and setting the date of hearing for October 14, 2014. (Districts 1,2,4,5) A motion was made to approve recommendation and adopt Resolution No. RES-14-0081 on the Consent Calendar. Enactment No: RES-14-0081 4. 14-0706 Recommendation to authorize City Manager to execute an amendment to an existing pipeline crossing agreement with Strong Capital I Funding, LP, for the purpose of installing a natural gas pipeline; authorize payment to the Railroad Management Company, LLC, agent for Strong Capital I Funding, LP, in an amount of $9,850; and consider and accept Categorical Exemption Number CE-31-12. (Citywide) A motion was made to approve recommendation on the Consent Calendar. REGULAR AGENDA (6:05 PM) 5. 14-0707 Recommendation to adopt Specifications No. RFP CM-14-023 for architectural and engineering services related to the planning and design of the Sorrento Alamitos Bay Shoreline Trail, Sidewalks and Street Improvements; award the contract to MLA Green, Inc., dba Mia Lehrer + Associates, of Los Angeles, CA, in the amount of $221,470, plus a 10 percent contingency in the amount of $22,147, for a total contract amount not to exceed $243,617; and authorize City Manager or designee to execute all documents necessary to enter into the contract, including any necessary amendments thereto. (Citywide) A motion was made by Councilmember O'Donnell, seconded by Councilman Andrews, to approve recommendation and adopt Resolution No. RES-14-0082. The motion carried by the following vote: Yes: 9 - Gonzalez, Lowenthal, Price, O'Donnell, Mungo, Andrews, Uranga, Austin and Richardson Enactment No: RES-14-0082 8. 14-0710 Recommendation to authorize City Manager, or designee, to submit a grant application, through the Long Beach Department of Health and Human Services, to the U.S. Department of Housing and Urban Development (HUD) for the 2014 Continuum of Care for Homeless Assistance Program, and execute all necessary documents, subgrants and any amendments changing the amount of the award or extending the grant term upon receipt of HUD funding. The grant award amount will be between $5.5 million and $8 million for a period of July 1, 2015 through June 30, 2016. (Citywide) Councilmember Richardson spoke. The motion carried by the following vote: Yes: 9 - Gonzalez, Lowenthal, Price, O'Donnell, Mungo, Andrews, Uranga, Austin and Richardson 10. 14-0712 Recommendation to adopt Plans and Specifications No. R-6971 for the Rehabilitation of Magnolia Avenue, between Pacific Coast Highway and Spring Street; award the contract to Sully-Miller Contracting Company, of Brea, CA, for the base bid in the amount of $2,154,780 and the additive bid in the amount of $396,400, for a total of $2,551,180; authorize a 15 percent contingency of $382,677, for a total contract amount not to exceed $2,933,857; authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments thereto; and consider and accept the determination that this project is statutorily exempt from CEQA.
