OCEAN BOULEVARD COUNCIL CHAMBER, 5:00 PM A motion was made by Vice Mayor Lowenthal, seconded by Councilwoman Mungo, to approve recommendation with the amendments to: [1] approve Mayor Garcia's recommendations as originally proposed; [2] appropriate any unspent FY 15 year-end General Fund surplus in the City Prosecutor's Office up to $250,000 for PATH and other City Prosecutor Programs; [3] fully restore the proposed Fire Department's reduction of 1.0 FTE Marine Safety Sergeant Boat Operator in the Tidelands Operation Fund, and to offset the cost of $140,000 by reducing Tidelands Funds in the City Manager Department by $25,000; the Parks, Recreation and Marine Department by $46,000; and the Economic and Property Development Department by $69,000; [4] forward to City Council, the appropriation of a total of $2,666,000 for Capital Infrastructure Programs, and existing City Programs, to be divided by nine for City Council Districts from the following sources: (1) $950,000 of Supplemental Funds for Streets and Sidewalks; (2) $675,000 of Unallocated FY 16 Temporary Surplus; (3) $341,000 of General Fund FY 15 State Mandate Reimbursement Funds; (4) $300,000 of FY 16 General Fund Beginning Funds Available; (5) $200,000 of FY 16 Uplands Beginning Funds Available; and (6) $200,000 of funds for Document Imaging Project; [5] use FY 16 General Fund Beginning Funds Available to appropriate $50,000 for Rancho Los Alamitos Plan Check; [6] use $100,000 from the Small Business Incentive Program to allocate $50,000 to Rancho Los Cerritos; and allocate $50,000 to initiate a Graffiti Weekend Abatement Program; [7] use FY 16 General Fund Beginning Funds Available to appropriate up to $30,000 for Municipal Band to match one to one additional funds raised above $85,000, if the matching funds are not fully utilized, the balance of funds will be used to improve any park location hosting Municipal Band concerts; and [8] to use $200,000 of FY 16 General Services Beginning Funds Available for the Document Imaging Project. A motion was made to approve recommendation on the Consent Calendar. 4. 15-0920 Recommendation to adopt resolution approving the Annual Assessment Report from October 1, 2015 to September 30, 2016 for the East Anaheim Street Parking and Business Improvement Area, declaring its intention to levy the annual assessment, and setting the date of hearing for Tuesday, October 13, 2015 at 5:00 p.m. (Districts 3,4) A motion was made to approve recommendation and adopt Resolution No. RES-15-0115 on the Consent Calendar. Enactment No: RES-15-0115 5. 15-0925 Recommendation to adopt resolution authorizing City Manager, or designee, to execute an Agreement with the Economic Development Corporation of Los Angeles County, a California non-profit corporation, for the commissioning of a report regarding the potential implications of a minimum wage policy for the City of Long Beach, in an amount not to exceed $65,000; and Increase appropriations in the General Fund (GF) in the Economic and Property Development Department (EP) by $65,000. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 7. 15-0922 Recommendation to adopt resolution authorizing City Manager to execute a contract with Cardon Solutions, LLC, of Weston, FL, to provide technical and functional maintenance support and development services for the City’s suite of Financial Accounting Management Information Systems (FAMIS) and Simpler Suite (EZ FAMIS) reporting, in an annual amount of $171,600, for a period of two years, with the option to renew for two additional one-year periods, at the discretion of the City Manager, with the option to add expenditures up to 10 percent (or $17,160), if necessary, for a total annual amount not to exceed $188,760. (Citywide) A motion was made to approve recommendation and adopt Resolution No. RES-15-0116 on the Consent Calendar.
