1. 20-0818 Recommendation to authorize City Attorney to receive payment of
$10,444 in settlement with AT&T in the lawsuit entitled State of
California, ex rel. OnTheGo Wireless, LLC v. Cellco Partnership, dba
Verizon Wireless, et al., Sacramento County Superior Court, Case
Number 34-2012-00127517.
A motion was made to approve recommendation on the
Consent Calendar.
2. 20-0819 Recommendation to authorize City Attorney to submit three Stipulations
with Request for Award for approval by the Workers’ Compensation
Appeals Board, and if so approved, authority to pay 1) $6,960 for
Stipulations with Request for Award, and 2) separate authority to pay
$18,995, and 3) separate authority to pay $85,622.50 in compliance
with the Appeals Board Order for Duaine Jackson.
A motion was made to approve recommendation on the
Consent Calendar.
3. 20-0820 Recommendation to authorize City Attorney to submit Stipulations with
Request for Award for approval by the Workers’ Compensation
Appeals Board, and if so approved, authority to pay $90,262.50 in
compliance with the Appeals Board Order for Christopher Roth.

10. 20-0826 Recommendation to authorize City Manager, or designee, to execute all
documents necessary to enter into a Memorandum of Understanding
(MOU), with the County of Los Angeles Probation Department, to
provide probation services for people experiencing homelessness as a
result of being released from the Los Angeles County Jail due to
COVID-19 concerns and as a part of the City of Long Beach Homeless
Services Continuum of Care, for the period of one year, commencing
upon the execution date, with the option to renew annually for up to
three years, at the discretion of the City Manager. (Citywide)
A motion was made to approve recommendation on the

11. 20-0827 Recommendation to authorize City Manager, or designee, to execute
an agreement, and all necessary documents and any subsequent
amendments including any amendments to the award amount, for the
FY 20 Emergency Solutions Grant (ESG) Program Allocation, in the
amount of $535,591 to fund two projects, outreach, and administrative
support, for a one-year period from October 1, 2020 through
September 30, 2021, with the option to extend the agreement for an
additional one-year period, at the discretion of the City Manager.

12. 20-0828 Recommendation to receive and file the application of Peter Dennis
Sverkos for an inter-county premise to premise Transfer of an
Alcoholic Beverage Control (ABC) License at 2034-2040 East 4th
Street; submit a Public Notice of Protest to ABC; and, direct City
Manager to withdraw the protest if a Conditional Use Permit Exemption
(CUPEX) is granted. (District 2)

County Metropolitan Transportation Authority (Metro), to fund the Open
Streets Initiative for COVID-19 recovery through the Beach Streets
Downtown grant;
Increase appropriations in the Capital Projects Fund Group in the
Public Works Department by $216,000, offset by grant reimbursement
revenue; and
Increase appropriations in the Capital Projects Fund Group in the
Public Works Department by $216,000, offset by a transfer of Metro
grant funds from the Capital Projects Grant Fund. (Citywide)

an agreement, and all necessary documents and any subsequent

October 31, 2020, to implement Homeless Initiative strategies adopted
by the County Board of Commissioners to combat homelessness in Los
Angeles County; and
Authorize City Manager, or designee, to execute any necessary
agreements, and any subsequent amendments, with subcontractors, to
provide homeless prevention and rapid rehousing services, in an
aggregate total amount of $1,567,659, for the approximate period of
July 1, 2020 through October 31, 2020, with the option to renew
subcontracts to ensure the expenditure of Measure H funding from the
LAHSA. (Citywide)

Medicare Supplement plan; UnitedHealthcare Medicare Advantage
PPO Plan; Scan Health Plan for the Medicare Advantage Plan; and
Vision Service Plan (VSP) for the vision plan; CVS Caremark as the
Prescription Benefit Manager (PBM) for the Prescription Drug Plan for
the PPO and HMO plans; Delta Dental for the fee-for-service dental
plan (DPPO) and Delta Dental USA (HMO plan); The Standard
Insurance Company for employer-paid life insurance, voluntary life
insurance, and short- and long-term disability insurance; Union Mutual
Life Insurance Company (UNUM), through Larry Lambert & Associates
Insurance Services, for long-term care insurance; and, any
subsequent amendments necessary to maintain current benefit levels
and remain in compliance with state and federal laws on all plans, at the

20-0842 Declare ordinance amending the Long Beach Municipal Code by adding

Chapter 2.63 of the Long Beach Municipal Code to be recorded pursuant
to the authority of Government Code Section 27288.2 and Public
Resources Code Section 5029.

documents necessary for the First Amendment to Project Labor
Agreement (PLA) No. 33859 between the City of Long Beach and the Los
Angeles/Orange Counties Building and Construction Trades Council, and
the signatory Craft Councils and Local Unions, to extend the terms of the
PLA from its expiration date of May 22, 2020 to December 31, 2020 or the
effective date of a new Project Labor Agreement, whichever occurs first.
