A motion was made by Councilwoman Mungo, seconded by Councilmember Uranga, to approve Consent Calendar Items 1 - 14. The motion carried by the following vote: Yes: 9 - Zendejas, Pearce, Price, Supernaw, Mungo, Andrews, Uranga, Austin and Richardson 1. 20-0818 Recommendation to authorize City Attorney to receive payment of $10,444 in settlement with AT&T in the lawsuit entitled State of California, ex rel. OnTheGo Wireless, LLC v. Cellco Partnership, dba Verizon Wireless, et al., Sacramento County Superior Court, Case Number 34-2012-00127517. A motion was made to approve recommendation on the Consent Calendar. 2. 20-0819 Recommendation to authorize City Attorney to submit three Stipulations with Request for Award for approval by the Workers’ Compensation Appeals Board, and if so approved, authority to pay 1) $6,960 for Stipulations with Request for Award, and 2) separate authority to pay $18,995, and 3) separate authority to pay $85,622.50 in compliance with the Appeals Board Order for Duaine Jackson. A motion was made to approve recommendation on the Consent Calendar. 3. 20-0820 Recommendation to authorize City Attorney to submit Stipulations with Request for Award for approval by the Workers’ Compensation Appeals Board, and if so approved, authority to pay $90,262.50 in compliance with the Appeals Board Order for Christopher Roth. A motion was made to approve recommendation on the Consent Calendar. 4. 20-0821 Recommendation to authorize City Attorney to submit Stipulations with Page 2 of 20 CITY OF LONG BEACH TUESDAY, SEPTEMBER 1, 2020 CITY COUNCIL MINUTES TELECONFERENCE, 5:00 PM Request for Award for approval by the Workers’ Compensation Appeals Board, and if so approved, authority to pay $139,562.50 for Stipulations with Request for Award with a life pension thereafter of $100.50 subject to COLA increases per week in compliance with the Appeals Board Order for Brian Watt. A motion was made to approve recommendation on the Consent Calendar. 5. 20-0822 Recommendation to approve the minutes for the City Council meetings of Tuesday, August 4, and August 11, 2020. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 9. 20-0773 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 34107 with Parsons Constructors, Inc., of Pasadena, CA, for providing professional Project Page 3 of 20 CITY OF LONG BEACH TUESDAY, SEPTEMBER 1, 2020 CITY COUNCIL MINUTES TELECONFERENCE, 5:00 PM Labor Agreement (PLA) administration services, to extend the contract to October 31, 2022. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 10. 20-0826 Recommendation to authorize City Manager, or designee, to execute all documents necessary to enter into a Memorandum of Understanding (MOU), with the County of Los Angeles Probation Department, to provide probation services for people experiencing homelessness as a result of being released from the Los Angeles County Jail due to COVID-19 concerns and as a part of the City of Long Beach Homeless Services Continuum of Care, for the period of one year, commencing upon the execution date, with the option to renew annually for up to three years, at the discretion of the City Manager. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 11. 20-0827 Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents and any subsequent amendments including any amendments to the award amount, for the FY 20 Emergency Solutions Grant (ESG) Program Allocation, in the amount of $535,591 to fund two projects, outreach, and administrative support, for a one-year period from October 1, 2020 through September 30, 2021, with the option to extend the agreement for an additional one-year period, at the discretion of the City Manager. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 12. 20-0828 Recommendation to receive and file the application of Peter Dennis Sverkos for an inter-county premise to premise Transfer of an Alcoholic Beverage Control (ABC) License at 2034-2040 East 4th Street; submit a Public Notice of Protest to ABC; and, direct City Manager to withdraw the protest if a Conditional Use Permit Exemption (CUPEX) is granted. This Agenda Item was withdrawn. 21. 20-0837 Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents and any subsequent Page 14 of 20 CITY OF LONG BEACH TUESDAY, SEPTEMBER 1, 2020 CITY COUNCIL MINUTES TELECONFERENCE, 5:00 PM amendments, including any amendments to extend the contract terms and the contract amount, with the Los Angeles Homeless Services Authority (LAHSA), to accept and expend Measure H funding in an amount up to $3,137,917, for the period of July 1, 2020 through October 31, 2020, to implement Homeless Initiative strategies adopted by the County Board of Commissioners to combat homelessness in Los Angeles County; and Authorize City Manager, or designee, to execute any necessary agreements, and any subsequent amendments, with subcontractors, to provide homeless prevention and rapid rehousing services, in an aggregate total amount of $1,567,659, for the approximate period of July 1, 2020 through October 31, 2020, with the option to renew subcontracts to ensure the expenditure of Measure H funding from the LAHSA.
